Whatever contemporaneous judg ments may be passed upon Thaddeus Stevens, the future historian will assign him to a high place in the roll of the distinguished men of this period. With. that peculiar cast of character which makes bitter enemies and ardent friends, this remarkable old man has filled his plaee in the public affairs of America, until he has outlived nearly all the men of his day. Through his long political career he has moved steadily forward in the direction of the coming liberation of the nation from the bondage of the spirit of slavery, under which generation after generation has groaned, and when the crisis came and the death-struggle be tween Slavery and Freedom began, he was found foremost in the ranks of those who were to achieve the victory. The attitude of Mr. Stevens throughout the present session of Congress challenges universal admiration. Appointed to that chairmanship which tradition has designated . as involving the leadership of the House, he has undergone an amount of mental labor and physical fatigue, almost impossible to appreciate. Men may dispute about the measure of his intellectual calibre as they please; but the man who; at the age of seventy four, can conduct such a body as the present House of Representatives through such a session as the present, without the defection of a single vote, 'without a single break in their ranks, even in the face of the most distracting and adverse circumstances, is a man of no common capacity. The body of men whom he is file chosen. leader com prises an amount of intelligence, educe.- cation and independence that forbids the idea of their being easily controlled or led by any one mind, and the high order, of the liOuse is tug best Prcia of high order of its leader. - It is impossible to read the speech with Which Mr. Stevens closed the protracted debates over the question of reconstruc tion and not be deeply touched by it. Bowed withaccumulating years, racked with disease, crushed with the disap pointment of some of his most cherished political hopes, there is amingled sadness and fire in his closing words that his worst enemy can scarcely fail to ap:. predate. His reference to his old dream of a regenerated Republic, which he re- gard,s as now vanished , forever, is as elo quent as it is touching. His magnani - MOM avowal that he freely accepts the plan now adopted, imperfect as he feels it to be, "because he lives among men and not among angels; among men as intelligent, as determined, as indepen 'dent as himself," is as worthy of his generous heart as it is of his clear and vigorous brain. He throws whatever of responsibility there is in the imperfee 'ion of the legislation, where it belongs, - upon the "Executive and his Prime Minister." As Mr. Seward rises before his mind, his old, matchless sarcasm breaks out in a few scathing words, as refers to the. "oily orations of the false prophet,famous for sixty-day obligations and for protested political promises." But he evidently was in no mood to fol low out this line of thought. With a last appeal for concession and a last pro test against delay, he urged the passage of the Amendment and left it to the House. Mr. Stevens never showed to be' ter advantage than on this occasion. The statesman, the orator, the patriot, the bold, uncompromising defender of hu man liberty, the foe of sham and hypoc risy, all stand out in their boldest relief; and if Thaddeus Stevens should never return to the Halls of Congress, as is only too probable to be the case, this closing speech upon this= vital question will be a glorious termination to his long and brilliant career. THE RATIFICATION. Congress, having adopted the amend ment to the Constitution, is not likely to do anything further in the business of reconstruction at this session, but will postpone until winter whatever legisla tion may be considered necessary with reference to it. This is a very proper course. There will then be better means of judging of the necessities of the coun try, and the people and legislatures of the Southern Ssates will have had time to form a deliberate judgment upon the proposed athendment. Besides, there are many important matters requiring the attention of Congress, and as an early adjournment seems to have been determined upon, no more time of the session should be spent upon the irrita ting questiox of :reconstruction. In the meantime, it is gratifying to know that the amendment to the Constitution is likely to be acted upon promptly by the Legislatures of the loyal States. When it was passed by the Senate, and its passage by the House was rendered certain, Governor Curtin addressed a circular to the Governors of those States, suggesting that their legislatures be called together concurrently, so as to secure unison in acting upon it. He will doubtless sum mon the Legislature of Pennsylvania as soon as he receives official notice of the passage of the amendment by Con gress, and the other Governors enter taining like views will follow his ex. ample. By this means it is probable that the amendment will be acted upon by a considerable number of States be fore the summer is over. Our excellent Governor, who has ever been faithful and vigilant, deserves new credit for his forethought in this matter. COLORED PEOPLE ON RAILWAYS. A respectable colored woman, who is President of a Soldiers' Aid Society,was rudely ejected from a street car, a few days ago, by a conductor named Pat rick McGittigan. She very properly had the man arrested,and he was yester day bound over to answer a charge of assault and battery. It is one of the anomalies of this period of civiization and freedom,that a worthy woman,who devoteS herself to good deeds, cannot be permitted to use a public conveyance be cause her skin is dark. She must walk for miles through the hot sun or the pelting storm, while rowdies, thieves, drunkards, harlots, and bad characters of all kinds,who happen to be white, are permitted to use the street cars. If every respectable colored person,who is turned out of a car, was to adopt the course, pursued by Amelia Miles, and have her assailant arrested for assault and battery, our legislators would soon be brought to a sense of the necessity of some other discrimination than that of mere color, in deciding as to who shall have the right to travel in the authorized public conveyances of the city. PENNSYLVANIA FINANCES. The Treasury of Pennsylvania is about to receive a handsome addition to its funds by the allowance by the United States of a claim of about three quarters of a million of dollars paid by the state to the militia called out to repel rebel in vasion. Even with this extraordinary outlay, and with other heavy expenses incident to the war, there was a steady !eduction of the State debt during the period, and now this repayment by the United States will furnish funds nearly sufficient to pay the August interest, leaving the other accumulations to go into the sinking fund for an extinguish ment of a part of the principal. A bright future is open for Pennsylvania. Her population, resources and revenue are increasing rapidly, and her debt is' , di minishing rapidly. extraorquaty u T.Tßiesg Something nlooked for should occur, many readers of this paper will live to see the State wholly free from debt. THE STATE HO LSE BELL. It is to be hoped that there will be no more efforts made to have the State House bell rung for all fires. Yesterday the project suffered another defeat in the Common Council by the decisive vote of 20 to 11. This ought to be final. The ringing of a bell in the centre of the business part of the city, for a fire or an alarm in the First, Twenty-sixth, Twenty-fourth, Twenty-second, or any of the remote Wards, would be a piece of puerile folly; and yet it would be necessary under an odinance like that defeated yesterday. The police station bells and the fire-alarm telegraph are ample for giving notice of fires, and it would be ridiculous to create an alarm about the State House for a fire miles away. Book Sale.
