Inauguration of the Soldiers' Home. The inaugural ceremonies of the Soldiers' Borba, at Sixteenth and Filbert, last even ing. drew together a large assemblage of ladies and gentlemen. The soldiers had a prominent place, and through the direction of the lady managers ' the building was handsomely decorated with flags and the corps •badges of the army. A fine band of music was in attendance, and varied the entertainment with some, excellent musical selections. Mayor McMichael presided, and the ceremonies were opened with prayer by the Rev. Dr. E. R. Beadle. Mayor McMichael then addressed the an- Alience; and said that he thought it proper for himto be in order, as the Mayor of the city, he could give an official stamp to the proceedings and testify the public ap preciation of the great work they inaugu rated. He regretted the absence of- a num ber ef gentlemen who were announced to vmitik. Mr. Gibbons was to be present with ... a detailed statement _of the opera tions of the organization. He was nnavoid- Ably detained at home. Bat no detailed statement was necessary to show the value 'of this institution. Its object was sufficient to insure the 'attention and merit the ap probation of the people. Since the opening -of the Home one thousand and sixty men had been sheltered. It is to soothe the men "who have been wounded and maimed in the '-cause of the country that this society has been organized. The speaker referred to the ladies of Philadelphia as exhibiting an Amount of sympathy for the soldiers not equaled by that of any other communitS , in the world. It is now the duty of our citi zens to do all in our power to assist in maintaining this institution and increasing its usefulness. . A letter from General Geary was received -expressinu his regret at not being able to be present and announcing his warmest sym pathy for the institution. Mr. Joseph Thomas, the next speaker, - urged that there was no - necessity for a speech in the presence of these wounded sol4iers. Their sufferings and their losses in bdhalf of the Union were more eloquent - in appeal than any words that could be used. Commodore Poor, James A Freeman and -others addressed the audience, and the en 'tire proceedings throughout wereof the most interesting character. Towards the close air. N. K. Richardson recited Drake's Ode - to the American Flag. To-day and to-mor row the Home will be open to visitors, and -our citizens will have an opportunity to in spect the interior arrangements. The Cricket Hatch. Yesterday morning the match game of ' cricket between the Young America and St. George Clubs was resumed at Germantown. 'The game commenced shortly before 11 o'clock, with the Young America at thebats, on the second innings. - The Young America played well, and it was thought by the large concourse of per sons present, that they would have suc ceeded in winning the match had not the rain interfered with the play. Wesurawrox, Junel4.—Minister Motley, on the 6th of May, addressed a, letter to the Austrian Government, in which he remarks - that in the opinion of the United States, the time seems to have arrived when the posi tion of the U. S. Government in relation - to Mexico should frankly and distinctly be made known to the Imperial Government and to all others whom it may directly con .cern. He:is accordingly instructed to state that the United States sincerely desire that Austria may find it just and expedient - to come upon the ground of non-interven tion in Mexico, which is maintained by the United States, and to which they have invited France. WASHINGTON, June 14. SENATE. —A bill was passed authoilzing appointments in the pay department of the Navy to be selected from Acting Assistant Paymasters who have served two years. Mr. Morgan (N. Y.) presented the memo rial of the Chamber of Comn:terce, of New York,- in favor; of the passage of the Bank rupt bill.. Referred to the Judiciary Com mittee. A bill to define the number and regulate the appointment of officers in the Navy, was taken up. It provides that the officers of the Navy shall be one Admiral, one Vice Admiral, ten Rear Admirals, twenty-five Commodores, fifty Captains, ninety Com m anders,one hundredand eighty Lieutenant Commanders, one hundred and sixty-Mas ters, and in other grades the number now allowed by law. The 'pay of the Admiral shall be $lO,OOO per annum. HousE.—Mr. Lawrence (Pa.) introduced a bill for the creation of a National Bureau of Insurance, and to provide for funding the indebtedness of the ITnited States. The Senate bill to authorize. the Commis sioner of Patents to, pay those employed as examiners and assistant examiners fixed by law for the duties performed by them, which was before the House at its adjottra ment yesterday, came up in order. Mr. Harding (Ky.) withdrew his motion to lay the bill on the table. After some discussion, in which Mr. Went worth (Ill.) informed. Mr. Jenclies, who had abarge of the bill, that after getting a bankrupt law through the House he now wanted tobankrupt the treasury, the bill was passed by a vote of yeas 65, to nays 41. Mr. Whaley (W. Va.) presented the me dentials of Lewis Hanes, claiming to be elected to Congress from the Fifth Con gressional District of North Carolina. Re ferred to the Committee on Reconstruction. Mr. Eldridge (Wis.) made the objection that that Committee bad made its final re ports, and consequently was discharged.
