WASHINGTON, December 301 h, 1865. kir: In accordance with instructions which I have received from her Majes ty's Yrincipal Secretary of State for Foreign Affairs, I have the honor to transmit to you a Gold Chronometer, which Her Majesty's Government have awarded to Captain Robert It: Decan, master of the American ship Westmore land, of Philadelphia, in recognition of valuable services rendered by him to the master and crew of the British bark Queen of England, of Dublin. According to the report of Her Majes ty's Consul' at Philadelphia, it appears - that the last named vessel foundered at sea oil the 3d of September last, in lati tude 53 deg., 9 min. north, and longitude 25 deg. 30 mm.. west, and that shortly before the whole of her crew were saved by a boat sent by the Westmoreland for the puFpose. -. Through a' very heavy sea Captain Decan treated the shipwrecked men with great kindness during the 29 days they Were on board his vessel, and conveyed them to Philadelphia declining' to re ceive any compensation for their sub tdstence. The following is an extract from the report of British Consul Kortright, to Her Majesty's Government, of the con duct of Captain Decan, of the West= naoreland, in rescuing , the crew of the British ship Queen of England. "The master and crew of nine souls -were rescued from inevitable death by the timely assistance of Capt. Robert R. Decan, commander of the American ship Westmoreland, of this port, who kept his vessel by the sinking ship for nine hours, and when all possible chance of her remaining afloat during the night was gone—her' boats having also been stowed by the maintop mast falling—he -sent out a boat in a most fearful sea and after ereat difficult and danger, rescued the whole crew, who were subsequently zuosisteti and treated with the greatest possible kindness, on board his ship for 29 days, when they were brought into This port. In connection with this praiseworthy conduct of Captain Decan, should also be mentioned the names of two seamen, William Sterling and Victor Baptiste, who conducted themselves with remark able courage and most commendable seal. Captain D., whose yawl boat was stowed in by the sea, was tendered the customary allowance for the subsistence of distressed seamen, which he respect fully declined to accept, alleging that he was prompted in his conduct by mo tives of humanity alone. Under these circumstances, I beg to :recommend Capt. D. to the favorable consideration of the Committee of Privy Council for trade, and to call their Lordship's attention to the meritorious conduct of the above-named seamen. Decan, Master of the ship "Westmoreland," of Philadelphia, as an acknowledgment of the services he has rendered to the master and crew of the British bark "Queen of England," from Dublin. I will thank you to cause it to be pre sented to Captain Decan, together with the enclosed copy of a note of the 30th ultimo, from Sir Frederick Bruce, the British Minister here, upon the subject. Yesterday afternoon Colonel Thomas, accompanied by several gentleman con nected with the . Philadelphia Custom House, called upon Captain Decan, at his residence, No. 827 Lombard street, for the purpose of -presenting the- testi monial. In making the presentation, Col. Thomas spoke as follows: Captain Decan:—l am instructed by the Honorable Secretary'of State to pre sent to you this chronometer, which was transmitted to the State Department by the Government of Her. Majesty, the Queen of Great Britain, for presentation to you as a token of appreciation of your gallant conduct in rescuing the crew of the British bark "Queen of England" - from the wreck of that vessel. It affords me great pleasure to be the medium of performing this pleasant duty, and while lam instructed to convey to you the thanks of the Government of Great Bri tain, with a substantial evidence of Bri tish gratitude, I will add that the people 'of the United States, ever mindful of actaof heroism and humanity, will al ways bear you in grateful remembrance for this act of kindness and bravery shown to the distressed crew of a ship of a foreign nation. In the performance of this simple duty, I can say with sincerity, that I looked for no other reward than that of an inward gratification, at having -been enabled to render resistance to fel „low seamen. - Please acknowledge my gratitude to Her Majesty's Government, and allow me to thank you for the very.compli- mentary manner;in which this valuable gift has been conveyed to me at your bands.
