THE NATIONAL ORPHA.NI9, Opening ofthe Waabington Fair—Speech - of Frestaent, Johnson, de. "WASHENGTON, _Jane _B.r—The Nations]. Fair for the benefit of the Home for Soldiers' and Sailors' 'Orphans' was inaugurated. to night, at the spacious and beautifully adorned building purposely, erected for the occasion. At nine P. M. President John son entered, amid the plaYing of music by afull band and the cheers of the multitude, and was, 'together with _Colonel Cooper, his _Private Secretary, and others _whoaccorn panied liim, conducted to the Platform. _ Senator Wilson's Speech - . Senator Wilson addressed the thousands present, saying he had been requested to preside on this occasion, and to introduce the distinguished gentleman who addressed them when the echo of -the- cannon turned upon. Sumter fell - on the, startled ear of the Nation. The ladies of our' country were — called on to give their husbands, eons and brothers to the defence of the Republic. More than two millions of our countrymen, in the pride and bloom of, manhood, left their homes; the mothers who bore them, and the wives and sisters that loved them, to follow the flag of the Republic on more than six hundred battle.fields: They bravely upheld the banner of our unity, and the larger number have come back to receive the applause of a grateful nation. But more than - bhree fiandred thou sand of them sleep inSoldierS l graiss, and, they have left 'behind them • 'children,-who must be forever the children of the people of the:United States, to be lo'ved and cared for. Dining , the contest the ladies of the- country followed our soldiers to the battle fieldi and hospitals, to toil and labor for the defenders 'of the Reptiblic, and the same ladies, now that 'peace has come, will take care of the sons and daughters of the brave men whom , they untied in the hospitals and on' the battle-fields. ' / • This assemblage to-night has gathered in obedience-'to that diity, and it was meet that the Chief Magistrate of the Republic shetild come here to give to this cause his sanction.' It, was fit that brave soldiers, who. have fought on many battlefields, should COMO here to speak for the children of the men who fell so gloriously for their country. It is fit the public men' of the country should, one and all, bid God speed to - the noble work of caring for the sons and daiighters of the men who died that the nation might live. Senator Wilson then presented in succes session Major-General Banks, Major-Gen. Howard, Colonel McKee, Representative from Kentucky, and Senator Lane, of In diana, whose remarks were altogether ap propriate to the occasion and were received with repeated rounds of applause. Senator Wilson said : Ladies and gentle men, I now have the pleasure of pre senting to you the President of the United States. Address of the President. The President remarked that he came there to-night merely to say a word in the cause of humanity, and to unite in the ex pression of gratitude of the nation for the nation's defenders. He did not come pre pared to make a speech, but simply to give his countenance and encouragement in aid of the enterprise which the ladies had so nobly undertaken. He appeared here with no 'set phrase of speech or nicely rounded periods, to play upon the ear and to please but for a moment. If there was a cause which, more than an other, should engage their sympathies it was that of the orphans, especially of th ose who lost their all and periled their lives to save the Government. What nobler and better work would you be engaged in? He was proud that this great move should have its origin here, at the seat of the National Government. Women, God bless.. them, have been instrumental in the performance of great and noble acts in all periods of his tory, and it is lioness becoming to them now than in times gone by. But it wax not his intention to invite his hearers to go back and renew the causes of the new-made graves of this nefarious re bellion, nor to excite angry feelings in con nection with the contest, nor to revive the scenes of the battle-field, where brother was arrayed against brother. No, ao ! God for bid and relieve us from the repetition of such oalamities! We now rejoisa that the land is no longer to be drenched by fratricidal blood. He would not reopen the wounds and make them bleed afresh. That was the work of war and contest and struggle, grow ing out of mistaken apprehensions. Yours is the work ofpeace, to pour the balm, that healing may take place; and what is more proper to that end-than to take up the des titute orphans and educate and guide them throughout their future lives. You will find in these caskets precious gems, though snow dimmed by poverty. Talents and ge nius are not coupled to particular localities and places. Let them be provided for and edncated, and you cannot fail to accomplish the great end you have undertaken. You all remember the story of Cornelia, the mother of the Gracchi, the two greatest Romans who ever lived, and who lost their lives in vindicating the great cause of the people. A number of distinguished ladies in whose company she was, expatiating on their fine dress and accomplishments and the jewelry with which they were decorated and adorned. Cornelia attentively listened to each in turn, and then looking out at the door, saw her two boys running homewards from school, her cheeks flushed with ma tronly pride, and clasping them one on each aide; she eXclaimed, "These are my jewels." You ladies can gather around you the or phan, the little boys and girls, and say, "These are our jewels."' This is your work, and no doubt it will be' well 'accomplished. Let women be engaged in this noble work, 'God bless them. Yes, women can accom plish it if they will. "None on earth above her, Eke pure In thought as angels are, To see her is to love her,' Go on, your efforts will be crowned with success. One 'view is of war, the other of peace. The other day, near Lis 'city, and not only once, 'but several times, he was among the graves of the dead, and when he passed along and looked at the head-boards, he saw the names of the heroes, from New.. York, Indiana, and other States, regiments of the Federal army. There they sleep in peace, the green sward growing upon their graves. They were Federal soldiers. He looked next on the other side, and What did he see? A rebel soldier, belonging to such a regiment. The strife had ended, the contest had ceased, and there was perkee. When .they were on the field engaged in strife, it was war; now they sleep in alter nate graves, while it is peace, and let peace do its work. He trusted our country and Government would be blessed with peace, and that' confidence and-respect for one ano ther everywhere would be restored, that these warring and disturbing elements which separated and divided us in the past may pass away. He trusted, too, that the asylum which it wasproposed to establish might be exten sive enough to bless all thei orphans. We should not iniluire whatmade them orphans. Charity doth not thug behave. They are human beings . , and deserve your protection, kindness and instruction. The President thanked the ladies and gen tlemen for the compliment of inviting him to be present. He should not have liked to come as an intruder, but in an assoc.ation of this kind, he' was not sure that he would be anintilider. This was a cause in which he had a large amount of stock and interest, [Laughter.] r He knew how to appreciate and admire the efforts and Motives of the friends of or ganizations of this kind, and Sofar as in him lay, physically , , mentally, pecuniarily, and Intellectually, he would give this great work , It was not his purpose to, make any alltt sten to politics or the condition of the wan try, but as this asylunalutd been commenced at the seat of: the General Government, at 'the metropolis' of the nation, he" trusted it would take the character of a National orphan asylum. If it is a misfortune to be an orphan, it ought to be our pride, as it is bur duty, to care for him. He wished agreat National Chdrch - dould be niovided;rim.by law, but by the consent of the American people, so that in this church there could be a pew for every orphan, and a peNV..for - every loyal man from every State. Ler our religion be na tional, and this orphanasylum be national; let them, be the ;clintrolling and • 'supreme idea which runs through' ell our national institutions. The President thanked theladies and gen tlemen for indulging him in his desultory and crude remarks. tinder no circum stances, though he had long been in_the habit of pliblia speaking,' has it been:his cus tom to prepare written addresses. He had always thrown them off without preparation. He always tried to address himself to the brains and•sense of males and. fentales,.and; not merely to please.the fancy. The work in which they were engaged was a reality, and should have a lodgement in their minds and hearts.
