' Mr. Henderson renewed his motion, and the Senate, at 1.30 P. M., adjourned. HOUSE.-Mr. Hooper (Mass.) from the •Committee on Banking , and Currency, re- Torted a bill to secure and regulate the safe keeping of public money intrusted to dis bursing officers of the United States. Mr. Randall (Pa.) asked that the bill be Tut upon its passage. Mr. Moßuer objected, and the bill was re .committed with leave to report at any time. -Mr.- Schenck (Ohio) from the Committee -on Military Affsirs, reported back a substi tute for the Bounty bill, and asked the Molise to pass it immediately, appealing to members to forego any arguments in its favor, and saying that they might have an -opportunity - unity-to deliver them some Saturday for - influence on the Senate, he moved the vrevious question. - • ' - Mr. Ward asked him whether he would - mot allow a substitute for the bill to be of iered. Mr. Schenck declined doing so, and the House, by a vote of 81 to 24, seconded the - previous question. The substitute was agreed to =by a vote, by tellers, of 84 to 33, the yeas and nays having - been refused. i And the question recurred on the passage •of the bill. The bill was then passed by a vole of 139 to 2. . . Mr. Darling called for - the reading of the votes in the negative, and the Clerk read the names of John A. Nicholson (DeL ), and :Zawrence S. Trimble (Ky.) The bill, as passed, gives a bounty of eight :and one-third dollars a month, or $lOO per . - year for:time of actual service; and in case of discharge on account of wounds received in line of duty,the bounty is to be paid up to the -end of the term for which enlistment was made - . In case of the death of any so die -charged, before the end of his term of enliat meat; the allowance shall be paid to his - widow, if not remarried, or, if he have no widow, to his minor child or children under 16 years of age. In computing the bounty, all bounties already paid by the United States or by any State, county or municipal organization, or by any voluntary associa tion, shall' be deducted, and in case of sailors and marines prize money shall also be de ducted, and only such amount paid as with other bounties or prize money paid or paya ble, will make in the aggregate the sum above allowed. No bounty is to be paid to substitutes, or those discharged at then/own request, except with a view to promotion, re-enlistment or transference to another branch of the service. All sales or transfers -of interest in bounty claims are declared null and void, and no payment of any claim will be made unless application is filed within two years from the passage of this act. The House went into Committee of the Whole on the State of the Union, Mr. Dawes in the chair, and resumed the consideration of the Tax bill, the free list being under dis cussion. The Committee had proceeded , in the bill as far as the twenty-third section, when the House took a recess till 7i. Evening Session.—The Committee resumed its sessions at ` 7.30, and resumed the con sideration of the Tax bill, commencing at the twenty-third section. About 10 o'clock, having progressed through the day over 32 pages of the bill,the Committee rose and the House adjourned. From Baltimore. BALTIMORE, May 25.—Itt the United States District Court, to-day, Judge Giles decided the petition for an injunction against the City Passenger Railway, for refusing to al low the petitioner, A. A. Bradley, colored, to ride in said cars. The Judge ordered that the facts stated in the petition do not present .a case for the equitable action of the Court by way of injunction. The petitioner in this case claims to be a lawyer from Boston. The colored people generally protest against his course as an uncalled for interference in their behalf. From Fortress Monroe. FORTRESS MONROE,May 25.—Instructions from Washington were received this morn ing by General Miles to give Jeff. Davis, on his parole, the freedom of the fort, he retiring to his own room in Carroll Hall at night. Messrs. Shea and O'Conner, his ..cotmsel, have been allowed access to the fort and private interviews with him at any time. Mrs. Davis left here on the 23d, and was in Washington yesterday, the date of the in structions sent to General. Miles. Disfranchising Rebels. WHEELING. W. Va., May 25.—The elec tion in West Virginia, yesterday, on the ra tification of the Constitutional Amendment, 'disfranchising persons engaged in rebellion, passed off quietly. Returns from the in terior counties come in very slowly. Full returns from eleven counties indicate a large majority for ratification. Wheeling city and Ohio county give 30 majority for rejection.' • ' Front Boston. BOSTON, May 25.—1 n the Superior Court to-day, in the case of James Mulcachy vs. Dr.. Henry J. Bowditch, for damages, for illegally branding the plaintiff with the let ter "D" (deserter), while Examining Sur geon in the Provost Marshal's office; the jury returned a verdict of one thousand dollars damages for the plaintiff. Fire at Yonkers. YosirEss, N. Y., May 25.—The large building known as the "bedstead factory" vas burnedlo-day. The loss on building and machinery is $lO,OOO. A large quantity of cotton stored in the building was de stroyed. From Richmond. RICHMOND, May 25.—The long bridge over the James river, on the line of the Richmond and Petersburg Railroad, erected in the place of the bridge burned in April, 1865, was completed to-day.
