The Reported Massacre at Fort Gkmdisla. SAN FRANCISCO, May 15.—The military authorities have information 'from General Mason, dated April 25th. who says nothing about the massacre at Fort Goodwin. A letter, with late date from Gaina, discredits the report. It is now believed here that the 14th Regulars could not have reached Fort Goodwin before April 29th. BAN FitAlcmene) ; May 14.—A letter from Charles Hamilton, dated Williamsfork, Arizona, April 30th, seems to confirm the massacre at Fort Goodwin. He states that the'. massacre occurred ten days previous, and that of the two companies of regulars, 3d liattalion,' 14th regiment, consisting of oneVindred men, only seven escaped, the zeznaincler being murdered and scalped. The Apaches reaped a rich harvest, carry ing off arms ' ammunition, commissary stores, etc. Anumber of supposed friendly. Indians had been admitted into the fort, and surprised the garrison. A tribe called Houlapes had murdered one man and com mitted other outrages in the vicinity of Williamsfork. Lieut. Cervantes, Co. A, with twenty-six men attacked the Apaches, forty-five miles east of Camp Lincoln, about March 24th, killing twenty-two, , wounding five and capturing two. The same party wa.s planning an attack upon the large ranches: Honolulu advices state that sugar is com ing forward freely from the plantoations,and is selling at 5108 c. May 16.—Advices re eeived at the military headquarters, from Arizona. states that the recent murder of Huafa Yams, chief of the Hualpi tribe, by a party of whites, in revenge for the mur der committed by vagrant Indians, caused the taking up of arms by the Hualpi tribe against' tho whites in Colorado valley. Arrived—Ship Star of the Union, New York. The steamer America sailed to-day for San Juan del Sur with $125,000 in treasure for New York. Arrived—Ship Cowper Shields. The steamer Orizaba has arrived from the Columbia river .with $106,000 in treasure. Mining stocks weak. Ophir, $500; Im prial, $128; Yellow Jacket, 8717; Hale & AOITIOSS, $950; Chollar Potosi; $350; Crown Point, $1,200. National Bank Notes. The following letter contains an import ant decision: ARITRY OF THE UNITED STATES, WASHINGTON, May 16, 1866.—Dear : Your letter of the 10th inst. has just now been received. You ask to what extent is the Government liable for the redemption of the notes of the national banks? I answer to the fall nominal face value of every note issued by the Comptroller of the Currency to a bank, and by a bank put into circulation. • You ask: "Should the bank deposits with the United States Treasurer to secure the circulating notes with the. banks depositing them be inadequate to the redemption of the notes of the bank, by reason of the de cline of the securities deposited, is the Gov ernment bound to redeem the notes at par?" The 47th section of the national currency act not only gives the right to forfeit all the securities held for any deficiency, but the Government has a first and paramount lien upon all the assets of a defaulting bank. I therefore answer this question affirma tively. You ask again, "Could the absolute fail- Ina of a national bank impair the value of the circulating notes of the bank making such failures?' , I answer,No. On the con trary, the notes of a national bank that has failed are rather better than those of a bank in good standing, if away from the business marts or commercial centres of the country; for the reason that the Treasurer of the 'United States becomes the cashier of such defaulting bank, and will, through his as sistants and all other Government officers, -redeem such circulation. You ask, fourthly. "Are the notes of the 'United States Treasury, beyond the fact of their being legal tenders, a greater security to the holders than the currency of the na tional banks?" The United States legal tender notes af ford no greater §ecurity is the holder than the notes of national banks. The only real difference between the two is that while the latter are only a legal tender from and to the Government, the former are such legal tender from and to all parties, whether mu nicipalities, cor porationa or individuals. Canby orders the board of survey reports sent to headqbarters for approval. The convention has organized. A TOITCHING TRIBUTE—HONOR TO THS MEMORY OF THE MARTYRS OF BELLE ISLE. -Miss Mary E. Tliropp has kindly favored us with an item fro'ba her sister's last letter, which may not be uninteresting to the friends of our martyred heroes: "On the first of May, a part pf the family here, including myself, went over to Belle Isle and placed a bouquet of flowers on every soldier's grave. "In the centre of the cemetery we erected a large cross of evergeens and flowers. In the centre of the cross was fastened a white lily, around which were wreathed magno lias and other rare and beautiful flowers. Every green grave has a neat white head stone, all ranged in rows, and fronting the West. Near the tops of these we nailed the bouquets. Nearly two hundred of our sol diers are sleeping here 'the sleep that knows no waking.' "After we had finished our work we all stood round the cross in the centre and sang some hymns and chanted the 'The Lord's Prayer.' "It had rained heavily during the morn. ing, but, just as we gathered round our flo ral cross, the clouds broke away, and the sun shone forth gloriously over the lowly graves, each bearing its badge of flowers. It seemed as if God smiled on our unobtru sive work. No sound broke the impressive stillness but the low murmuring of the James dashing against the rocks. The - whole scene will ever remain to me a pic ture in memory's picture-gallery, too solemn, too beautiful to be forgotten.
