The President has sent a message to the House, enclosing a report from the Secre tary, o the , Treasury, in answer to a resolu tion requesting informatiOn concerning dis criminations made by the so-called Maxi milian of Mexico against American commerce, or against commerce from particular American ports. The. Secretary encloses a copy of a com munication of the 7th of January last, from the collector of customs of the port of BrownsSille, Texas, in which the Secretary says mention is made of an order promul gated in the city of Matamoras, Mexico; a few days before the date of the letter, to the effect that all goods coming to Brownsville, fromlhat city, or going to Matamoras from Brownsville, should pay fall duties. This order is represented to be in conflict with the: olicy which for years had been recog nimi in that section, under which all goods entering Matamoras were free of duty, being subject thereto only when sold to go into the interior of Mexico; or having en tered Matamoras, if they were exported to a foreign country, they are said to have been subject to one-quarter ,of the full duties. , As the order referred to is alleged not to extend.to Bagdad,Mexico,the collector con sidered its object te• be a discrimination against the trade of Browniwilie,bathe fails to state by what autlierity,. Wliether purely local or otherwise, it was promulgated. The "collector in his letter says the reason of this order'is pure anger and fear that Browns ville will do.all the business of Mexico, as it did before' the war. They hope by a decree•against Brownsville to force all the trade through their port, and put all the freights in, their own hands. The working of the decree is as they hoped. No business can be done at Brownsville. As the wawa business of Brownsville is with Mexico, of course all trade is paralyzed. There is, he says, one mode of redress which would have the immediate effect of showing them that the role will work both Ways. An order from the treasury to the collectors of the ports of New Orleans, Gal veston andindianol% not to clear any vessel from the port of Bagdad or lklatamoras, Mexico, until you had laid the matter before the authorities at Mexico, would cause con sternation at Matamoras, as they draw all their supplies of corn, hay, lard, flour, and, in fact, nearly all their groceries from those cities. The cities of Tampico and Vera Cruz would then do all the business of the interior of Mexico and San Antonio, Texas, and the trade of Chihuahua, while this place would feed all the Rio Grande Valley. In justice to many of the prominent merchants of Matamoras, the collector states that they are entirely opposed to this decree, while others interested in the promotion of Bagdad are the originators. Transportation for Soldiers. The committee on transportatioL, for the soldiers to attend the presentation of the battle flags in Independence Square, on the Fourth of July ensuing, have agreed upon the following programme: Gen. J. S. Negley is chairman of the com mittee. The committee will furnish tram portation to and from Philadelphia for the color guard of each flag, to be composed of not more than five persons, provided, how ever, that a greater number may accom pany the color, if in the judgment of the commanding officer of the regiment, under the supervision of the committee, such greater number be entitled to the post, and transportation be furnished by the regimen tal organization or other parties. The commanders of regiments are re quested to report immediately to the merit bars of this committee for their military division the number of the members of such color guard. Also, that the several members of this committee report to the chairman, before the 26th inst., the number of men within their divisions to be furnished with trans portation. Generals Tyndale, Brook and Jordan were, delegated with authority to communi cate withithe officers of the several railroad companies with reference to obtaining facili ties for*. transportation. This committee will meet at 9 o'clock on the morning of the 15th of June, at the Continental Hotel. The Veto of the Colorado W. The President's acting private secretary,' CoL Cooper, delivered to the Senate yester day a messagek in writing, containing the objections of the President to the bill for the admission of Colorado into the Union as a State. The announcement created some little surprise, as an nnanthenticated rumor just previously prevailed that the bill had been approved. Later in the afternoon an efforiwas made to proceed with the consid eration of the message, but the majority preferred to take an early start with it day. .It was not formally laid before the Senate, and therefore not read. For this reason the message cannot now be presented to the country, but it was privately perused by several Senators, who says that it takes the ground that the erection of Colorado as a State is at present unnecessary for the wel fare of the people, nor is it clearly estab lished that the majority desire or are pre pared for such a change. The population is insufficient, and has diminished rather than increased. In addition to these and other reasons, the Presideat says caution should be exercised in the admission of new States, especially as eleven of the States are now without representation and all should be consulted in deciding who shall become members of the Union. er Fire and Eons of Life. Moivrrzt.mt, Vt., May 15.—A fire, at tended with shocking loss of life, occurred at North Royalton, Vt., last night, upon the premises of Mr. Lyman Burbank. The house was occupied by Mr. Burbank, a hired man named Ballon, an adopted daughter of Mr. 8., and Miss Dickerman, of Tunbridge, who was temporarily residing there. All were sleeping at the time, and Miss Dickerman was the first to 'discover the house in fianies, and immediately gave the alarm. Finding it impossible to descend the stairs, Mr. Ballon jumped out of a win dow and procured a ladder to enable the others to escape, but on returning he could see nothing of the two girls, and could only save the body of Mr. Burbank, who had been suffocated by the smoke. Nothing was afterwards discovered of the girls but their calcined bones. The home, and also the outbuildings, containing cattle, sheep, horses and hogs, were entirely de stroyed. Mr. Burbank was a well-known drover. The fire is believed to have origi nated from a defective fireplace, which had been used the previous day. Relies of a Philadelphian Found—lnveS• ligation of the /Stot. FORTRESS Mozmos, 'May 14.—A trunk marked on the aide with the initials W. S. H. was found yesterday floating in the water near the Rip Raps. It contained elothing, etc., and several letters, directed to W. S. Harrington, 1226 South street, Philadelphia. The United States coast'survey schooner Ben Pierce arrived yesterday from Balti more, and sailed to-flay for Arkansas bay, Texas. The - board of officers convened in Norfolk by order of Lieut. Gen. Grant, and of which Col. 'Burton, of the sth artillery, was presi dent has finished -its labors and closed its sessions. Destructive Fire at Salem, Mass. SALEM, Mass., May 15.—A destructive fire'occurred here last night, destroying the Lynde block, the old Saltonstall. school house and several buildings on Essex :and Library streets. The East India Marine Hall building was also greatly damaged, but the valuable collection of curiosities contained therein were saved. The Lynde block was owned by Francis PeabOdy. The loss is estimated at $75,000,. which mostly insured.
