Germany has ,been the scene of war at various times, through so many oen tulles, that theprospect of a new war on German soil ought not to be very sur prising. But the people of the United States, who have had such recent and terrible experience, look with dread and horror upon all signs of war, in what ever country they may be visible. They especially deprecate it in this case of Austria and Prussia, where there is no great principle of nationality or freedom involved, and where the dispute is be tween two greater powers for the pos session of provinces most unrighteously wrested from a smaller power. There must be some means devisable for preventing a war about such a mat ter. It is monstrous to think that to gratify the ambitious and aggressive spirit of the rulers of Prussia, a war should be begun which must un -questionably bring inconceivable misery upon millions of people. For a war be tween Prussia and Austria would soon involve other nations. The smaller German. States, Bavaria and Saxony especially, could not well be kept out if the conflict, for their own territories would probably be occupied by the con tending armies. There are plausible grounds for suspecting that Italy would join Prussia, for the sake of obtaining Venetia. France is already supposed to be organizing an army of observation to be sent to the Rhenish frontier, and this would make the positions of Belgium, Holland and Baden decidedly critical, and perhaps they would become in volved in the conflict in one way or an other. Russia and Turkey could get into itwithout much difficulty,Russia on the side of Prussia, and Turkey on that -of Austria. Indeed, the only important European States that would be sure to keep out are England, Spain, Portugal and Switzerland. In addition to the natural horror that all human creatures have of any war, Americans have other and practical reasons for hoping that peace may now be preserved in Europe. A war would certainly bring on a commercial and fi nancial crisis on the Continent, and we should feel its effects in this country. There are large amounts of German capital invested in American securities and there is danger that considerable amounts of these would come back to us to 'cc converted into cash, at a rAme T. ohen we should have no cash to ripare. It would probably hasten the withdrawal of all the European troops now in- Mexico, and this would of course bring on the downfall of Maximilian and his bastard empire. For this we should rejoice; but we trust that the same end may be at tained,within a reasonable time without having a whole continent convulsedi by a bloody war. Although law and punishment have done something towards the repression of this vice, it is still far too prevalent and there is necessarily much of it that is wholly unwitnessed, and therefore un checked. We see what is done on the highway, but that ie all, and we ca only judge from that of what is done elsewhere. In one case, however, which happened here some yaars since, impu nity did not accompany concealment, and the circumstance is sufficiently cu rious to be worth relating. A gentleman, who chanced to see a driver cruelly treating a mule, had him brought before a magistrate and lined. The driver,determined to be avenged on what he chose to consider the source of his disgrace and humiliation, took the mule to his stable, tied the animal up, and commenced giving it there, where no one could interfere, a most savage treating. The animal, in its agony, gave a desperate kick, striking him full in the head; the man fell down dead. Lessons like this, and even the pun ishments of the law, do not come often enough, or certainly enough, to accom plish the end required. There is one way, and but one way, in which this can be done. It is in the education of the young. Tenderness and forbearance to the whole brute creation should form a regular part of the instruction of our public schools. The children should be taught that if animals are made subject to us, we are absolutely responsible to our common Maker for our conduct to them. It is our duty to treat them well, and to teach others to do so. Ten derness to animals is not an instinct with man; it comes only by thought and by teaching. To the young such teaching is as essential as any other, and if neg lected by parents, it should not be over looked either by those whose business it is to systematize the instruction of the young in our public schools, or those who have education committed to their care in any of its forms.
