THE NEW TAX BILL. What this Proposed Amendment to the Internal-Revenue Aet Provides. WASHINGTON, April2s.—The bill to amend the internal revenue act, reported to-day, :provides as follows : On and after the first day of July, 1866, in lieu of the duties on unmanufactured cotton, , there shall be paid by the produces, owner, 'or holder upon all cotton produced within the United States, and upon which no taxes have been paid, a tax of• five cents per .pound. - Upon articles manufactured exclusively from cotton, when exported, there shall be :allowed, as a drawback, an amount equal to the internal tax which shall have been .assessed and paid upon such articles in their finished condition, and in additionlhereto a drawback or allowance of as manyZents per pound upon the pound of cotton cloth, yarn Jar other articles manufactured - exclusively to the same extent as on raw cotton. The bill provides that distillers shall pay VOO tax instead of $5O. Distillers of apples, grapes and peaches, distilling or manufacturing less than 150 barrels per year, shall pay $5O. Brewers, $lOO instead of $5O ; and those making less than 500 barrels a year to pay Insurance agents, $10; and when the re ceipts do not exceed $lOO he shall pay $5. Any person who peddles jewelry ? distilled spirits, fermented liquors or wines, $5O license. Express carriers, $lO license. Buliders„and contractors, $lO instead of No tax to be imposed upon apothecaries, -confectioners, keepers of eatins-houses, ho tels, inns or taverns, tobacconists, or retail 'dealers, exc.bpt retail dealers in spirituous -and malt liquors when their annual gross receipts on sales shall not exceed the sum of 14 00 0. On illuminating, lubricating or other min eral oil, the product of the distillation, re .distillation or refining of crude petrolenth, 20 cents per gallon; and all coal oils between the specific gravity,by the hydrometer,of 30 .and 55 degrees, inclusive, shall be deemed refined illuminating - coal oil ; such oil, re fined and produced by the distillation of coal, asphaltum or shale exclusively, shall pay a tax often cents per gallon only; pro .duced by a single distillation of the same materials, peat or other bituminous sub stances, ten cents per gallon. Spirits of turpentine, 10 cents per gallon. Molasses from sugar-cane, 3 cents per Syrup of molasses or sugar-cane juice, when removed from the plantation, concen trated molasses and cistern bottoms, of sugar produced from the sugar cane and not made from• sorghum or imphee, a tax ,of three quarters of one per centum. Sugars above No. 12 and not above No. LS, Dutch standard in color, a tax of 1-tc. per per pound. On all soaps valued at about three cents per pound, not perfumed, and on salt water soap made of cocoanut oil, a tax of kc. per pound. On all other perfumed soaps 3 cents per pound. Salt 3 cents per- 100 pounds instead of 6 cents. On reapers, mowers, scales, brooms and wooden-ware 3 per cen:nm ad valorem. On tinware of all descriptions not other 'wise provided for,s per centum ad valorem. On railroad iron the duty of $3 per ton is 'continued. • On tubes made of wrought iron, $5 per ton. On copper, zinc and brass nails or rivets, and shot, sheet lead and lead pipes, 5 per -cent. ad valorem. On articles of clothing manufactured or produced for sale by weaving, knitting or felting, and on hats, bomlets and hoop skirts, and on articles manufactured or pro duced for sale as constituent-parts of cloth ing, or for trimming and ornamenting the same, and on articles - of wearing apparel manufactured or produced for sale from India rubber, gutta percha or paper, :or from fur or fur skins, dressed with the fur on, 5 per cent. ad valorem. On boots and shoes two per centum ad - valorem, to be paid by every person making, manufacturing or producing - for sale boot and shoes, or furnishing the ma terials, or any part thereof, cr employing others to make, manufacture or produce for them; provided, - That any boot or shoemoker making = boots or shoes to order as custom work only, and not for general sale, and whose - work does not exceed annually in value $l,OOO, shall be exempted from this tax. On ready-mide crothing, and on gloves mittens, moccasins, caps and other articles -of dress for the wear of men, women and children", not otherwise assessed and taxed -one per, Cent. ;ad valorem, to be paid by every perion making, manufacturing or producing for sale clothing, gloves, mittens, moccasins, caps, and other articles of dress, or 'furnishing the materials or any part -thereof, or employing others to make, manu facture or produce them, provided, that any tailor or maker of gloves, mittens, m icca- Sins, caps, and other articles of dress to order as custom work only, and not for general sale, and whose work - does not exceed an nually in value $l,OOO, shall be exempt from this tax; and articles of dress made or trimmed by milliners or dress makers for the wear of women and children, shall also be exempt from this tax. On smoking tobacco of all kinds, and imitations thereof, 25 cents per pound in stead of 35 cents. Ori smoking tobacco made exclusively of stems, 10 cents instead of 15 cents per pound. On cigarettes, or small cigars, made of to bacco enclosed in a wrapper or bladder, and not over three and a half inches in length, the market value of which, tax included, is not over $3 per thousand, a tax of $2 per - thousand, when the market value is over $6, _and not over $lO per thousand, tax included, and on cheroots and cigars known as short sixes, and on any cigars made with or with out pasted or tinseled heads, the market va lue of which, tax included is not over $lO • per thousand, a tax of $4 per thousand. • On all other cigars, cheroots and cigarettes, made wholly of tobacco, or of any other sub stitute therefor, $lO per thousand. Section 39 provides that all sales made by brokers and bankers doing business as bro kers, whether made for the benefit of others or on their own account, shall pay a tax at the rate of 5 cents on:every $lOO, and upon all sales and contracts for the sale of stocks, bonds, foreign exchange, gold and silver bullion and coin, nncurrent money, pro missory notes, or other securities, $2 for ev ery $lOO of the amount of such sales or con tracts; and on all sales and contracts for sales negotiated and made by any person, firm, or company, not taxed as a broker or, banker, of any gold or silver bullion, coin, uncurrent money, promissory notes, stocks, bonds or other securities, not his or their own property, a tax at the rate of 5 cents for every $lOO of the amount of such sales or contracts. All of schedule .A -is stricken out ex cept billiard tables, carriages valued over 4 . 700; in other words, these are the only ar ticles in that schedule now retained for tax ation. It is now provided that on and after the first day of July, 1865, the receipts derived from transporting property for hire shall be exempted from the tax imposed by the 102 d section, but such exemption shall not apply to any receipts of railroads, ferries or bridges nor to transportation of the mails of the United States upon contracts made prior to the passage of this act. • The tax on express companies is increased from three to five per cent, on gross receipts; when gross receipts do not exceed $l,OOO they are exempt. The banking section is amended by adding the deposits in associations or, companies 'known as provident institutions or savings banks, having no capital stock and doing no other business than receiving deposits to be loaned or Invested for the hole benefit of the Parties making:: such deposits without profit or compensation to the association or company, shall be'exempt from tax or duty on so much of their deposits as they have invested in securities of the United States, and all deposits leas than $3OO made in the name of any one person. • The income tax is five per cent. on the ex cess of $l,OOO, in lieu of the former tax. The deductions are all about the same as in the present law. • The stamp duty on gaugers', measurers' and weighers' returns and all receipts are stricken out of schedule B, and the follow ing is inserted in lieu of the same : Receipts for any sum of money, or for the payment of any debt exceeding $2O in amount, not being for the satisfaction-of any mortgage or judgment or decree, endorse ment or any stamped obligation in acknow ledgment of its fulfilment, for each receipt two cents; provided that when more than one signature is affixed to the same paper, one or more stamps may be affixed thereto, rep resenting the whole amount of the stamp required for such signatures. There is to be only one grade of tax on playing cards, namely five cents. . One and two cents on canned and pre served meats, vegetables, (Sze., according to value. Ground coffee, or any eompctuuad or mix ture ground or prepard; for sale as a substi tute for coffee, one cent per pound, and one cent for each pound in excess or one pound; provided that any fraetion of a pound shall be considered as one pound, and stamped accordingly. Ground pepper, cloves, Clove stems, or any mixture intended to represent them,one cent per half pound. Sections 2,5, 8 and 9 of the act of March 3, 1865, are repealed. The effect of this is to remove the tax on lucifer matches, and reduces the tax on manufactures from six to fiv.3 per cent., and removes the tax of one dollar per barrel on crude petroleum. From and after the passage of this act the following articles and products shall be exempt from internnl tax or duty. Animal charcoal or carbon, beeswax, bar rels and casks other than those used for the reception of fluids, packing-boxes made of wood, bristles coffins and burial cases, cru cibles of all kinds, crates and baskets made of splints, crutches and artificial limbs, eyes and teeth, feather beds, matresses, pallets, bolsters and pillows, fertilizers of all kinds, flasks and patterns used by founders, gold cap and gold foil, keys, actions and strings for musical instruments, lamps and lan terns, the glass and metals of which have paid the tax assessed thereon, medicinal and mineral waters of all kinds sold in bot tles or from fountains, mineral coal of all kinds, oakum. photographs or any other sun pictures being copies of engravings or works of art, when the same are sold by theproducer at wholesale at a price not ex ceeding ten cents each or are used for the illustration of books, and on photographs so small in size that stamps cannot be affixed. Paper of all descriptions, books, maps, charts and all printed matter, and book binding, productions of stereotypers, litho graphers and engravers, repairs of articles of all kinds, starch, soap valued at not above three cents per pound, umbrellas and parasols and umbrella strips, value of bullion used in the manufacture of wares, watches and watch-cases, and bullion pre pared for the use of platers and watch makers; steel in ingots, bars, sheets, plates, coil or wire, and steel springs and axles made and used 'exclusively for vehicles, cars or locomotives, metallic, nickel, quick silver, magnesium, aluminum, speller, cop per, lead and tin in ingots, pigs or bars, metallic zinc in ingots or sheets, rolled cop per, yellow sheathing - metal. brass not more advanced than rods or sheets; hulls of ships and other vessels; masts, spars, ship ' and vessel blocks, sails.' tents, shades awnings and bags made by sewing or pasting; building-stone of all hinds, including state, marble, freestone and soapstone, burrstones, millstones and grindstones, rough or unwrought; moan inentti of stone of all kinds,not exceeding in value the sum of $100; roofing slate, slabs and tile; Roman and water cements and lime; brick,fire-brick,draining tiles,earthen, i.nd stone water pipes; ploughs, cultivators, barrows, straw and hay cutters, planters' seed, drills and winnowing mills; hobs, spokes and felloes;wooden handles for agri cultural, household and mechanical tools and implements; mouldings for looking glasses and picture-frames; quinine, mor phine and other vegetable - alkaloids and phosphorus; tin :cans used for meats, fish, shell-fish, fruits,vegetablesjams and jellies; hemp and jute prepared for textile and felt ing purposes; yarn and warp for weaving purposes exclusively: Provided. That the exceptions aforesaid shall in all cases be confined exclusively to said articles in the state and condition spe cified in the foregoing enumeration, and 'hall not extend to articles in auy other torm, nor to manufactures from said arti cles: Vinegar, alum, analine and analine colors, bleaching powders, bichromate of potash, blue vitriol, copperas, oxide of zinc, paints and painters' colors, putty, soda ash, :-alieratus, bicarbonate of soda and siliciate of soda, sulphate of barytes, salts of tin, ver digris, white lead, whiting, vegetable and animal, and fish oils of all descriptions, in cluding red oil or oleic acid, paraffine oil of specific gravity, not exceeding in specific gravity thirty-six degrees, Baume's hy drometer, the product of a)residnum of dis tillation; crude petroleum and crude oil,the product of the first and single distillation of coal; shale, asphaltum, peat or other bitu minous substances; • tar and crude tur pentine, naraffine and illuminating gas, manufactured by educational institutions 'or their own use exclusively; pig Iron, blooms, slabs and drops; railroad iron rerolled (Provided, that the term "rerolled" shall apply only to rails for which the manu facturer receives pay for remanufacturing - , and not for new iron), iron , castings for bridges; malleable iron castings, unfin ished; spindles and castings of all descrip tions made for locks and machinery, Upon which duties are to be assessed and paid ; railroad chains, railroad, boat and ship spikes, axe poles, shoes for horses, mules and oxen, rivtes, horse-shoe nails, nuts, washer and bolts, anvils, vises, iron chairs, and anchors, when such articles are made of wrought iron which has previously paid the tax or duty assessed thereon, stoves composed in part of cast-iron and in part of sheet-iron, or of soapstone or freestone, with or without cast-iron or sheet-iron, provided the cast or sheet-iron shall have paid the tax or duty previously assessed thereon. The above are the principal features of the bill, which also contains amendments to the administrative section, and reorgan izes the internal revenue bureau. From the Pacific Coast,. SAN FRANCISCO, April 25.—The patriotic Mexicans yesterday celebrated the splendid victories said to have been obtained over the French at Presidio and San Sebastian. Colonel Itoig, who commanded the French at Presidio, gives an official account of the battle, in which he states that his small ex peditionary force was attacked by 3,200 Liberals,who were repulsed after four hours hard fighting, with the loss of 300 killed and 200 wounded. The Imperial loss was 16 killed and 67 wounded. The Imperialists were unwilling to remairt,longer where the putrefaction of hundreds of corpses would breed pestilence, and opened the way to Mazatlan, bringing in all their wounded. A Durango letter,of March 19th, states that the - French abandoned Chihriahna in two columns, one moving to Monterey and the other to San Luis Potosi. SAN FRANCISCO, April 25.—The Collector of this port has , taken measures to stop the introduction of cattle by the Isthmus, and has notifiedofficers of the customs along the coast to prevent cattle and hidet3 coming in from foreign ports. An omnibus line was organized here to day in opposition to the street cars. Mining stocks are dull. The most prosperous whaling season ever experienced has now closed until August. Steamboat Disaster. CINCINNATI, April 25.—A Memphis des patch to the Gazette says the steamer. John Raymond exploded her boilers and took fire near Island No. 40, at 10 o'clock yester day morning. The first engineer was blown overboard and was lost. The second,engi neer was badly scalded, and six. firemen and deck hands were more or less injured. After floating five miles down the river the fire was extinguished, and the passengers were rescued by the steamer Tennessee and taken to Memphis. The Raymond was valued at $15,000, and the damage amounts to about $2,000. From Vancouver's Island—By Telegraph. VICTORIA, VANCOUVER'S ISLAND, April 24.—The last stretch of telegraphic cable connecting this island with the main land, was safely landed at Ludd Bay, San Juan Island, to-day. The signals were found perfect, and direct communication was had with,Portland and New Westminster, after which Victoria was connected. The an nouncement was rbeeived amid the roar of cannon, ringing of bells, and cheers of the people. Congratulatory messages then passed from place to place. From Louisville. LoutsviLLE, April 25.—Collector Speed has taken possession of the Cigar Establish ment of Myers tt, Co., for non-payment of taxes. Myers went to Vihksburg some months ago with a large portion of his stock, and purchased largely at the same time for Samuel Lowenthal, of Cincinnati. Eight or ten distilleries have been seized within three or four days.
