One by Mr. Connell, incorporating the Dacotah Gold Mining Company. Adjourned to 3 P. 111. Afternoon Session.—Gov. Curtin nomi nated as Trustees of the State Lunatic Hos pital F. B. Penniman, of Wayne, J. C. Bom berger and George Bailey, of Dauphin. Mr. Wallace offered a resolution instruct ing Congressmen to initiate and pass such a law as will secure to our own soldiers the balance of enlistment bounties due them for bounties offered during July, 1864. , The bill allowing the Susquehanna Boom Company to build a dam and charge in cretused,toll. Passed. FlocrsE.—An act to punish frauds on the national currency was passed. An act appointing commissioners to pro vide for the construction of a free bridge at South street was passed—ayes 54, nays 12.. The Philadelphians voting aye were Adaire, Davis, De Haven, Donnelly, Ghegan,Hood, Josephs, Lee, Marks, Quigley, Rudiman, Sterner and Watt. Those voting no were Freeborn, Subers and Wallace. Absent, Thomas and Kerns. Afternoon Session.—The following bills passed One requiring suits for legal damages to be brought within five.years. A supplement to. the 'Union- Canal Com pany. Mr. Markley called up an act authorizing the Board of American Missions of the Presbyterian General Assembly to hold ad ditional real estate. Mr. Donnelly brought up an act autho rizing marriages to be recorded on proper avidence in cases where the certificate is lost. Mr. Ghegan called up an act requiring the City• Controller and Treasurer to investigate and settle The accounts of Casper M. Berry, which was lost. Mr. Ruddiman called up an - act authoriz ing the Phcenix Park Coal Company to bor row money, which passed. • Mr. J. S. Thomas introduced an act to provide for suitable room for the Supreme Court at Harrisburg, which passed. Mr. Freeborn called up an act incorpo rating the Hall of the Grand United Order of Colored Odd Fellows of Philadelphia, which passed, Mr. Kerns, an act providing for the ap pointment of an Inspector of Gas Metres in Philadelphia, at a salary of $2,000 per an num. The bill was favored by Mr. Quigley, and opposed by Mr. Donnelly. Passed. Mr. Sterner presented a bill incorporating the People's Accident Insurance Company of Philadelphia, which passed. Adjourned. CITY COUNCILS. The stated meeting was held yesterday afternoon. SELECT BRANCH In answer to a resolution requesting the opinion of the City Solicitor whether the Controllers of the Public Schools may lawfully make contracts for school build ings, such contracts to contain , a stipulation that the contractors shall accept in pay ment certificates of City Loan, the Solicitor answers that the contractors could be paid as desired in such manner as to involve no issue of law, except upon the terms and with the provisions for interest. Mr. Barlow submitted an ordinance pro viding for the cleansing of the streets of the city, which was adopted. The ordinance is the same which passed a few weeks ago, - authorizing the Mayor to enter into a con tract for• five years for cleansing the streets, and which was declared illegal by the Court, and subsequently legalized by the Legislature. The Committes of Conference on the bill making the annual appropriation to the fire liepartment reported the bill as passed by the Common Council, except that the rural companies are left with the same amount as last year. Adopted. Mr. Hodgdon, from the Committee to verify the Cash Account of the City Trea sureroubmitted a report showing the state of the books up to the Ist inst., as follows; Cash account—balance, $1,066,017 01; Trust fund, $13,936 61. Mr. King submitted a resolution protest ing against the passage by the Legislature of a bill giving power to the Board of Di rectors of Girard College to send incorrigi ble boys to the House of Refuge. Adopted by a unanimous vote. Col. Page submitted a resolution request ing the Legislature to suspend operations upon the bill requiring culverts and gas pipes to be laid so as not to interfere with railroad companies. Adopted. Colonel Page offered a resolution instruct ing the Committee on Law to report, if deemed advisable, an ordinance requiring the Corqner to publish a description of the unknovVn dead. Agreed to. Mr. Wagner, of the Committee on Law, submitted a report with reference to Mr. McArthur's complaint that the new Court House is being erected in violation of the original grant of land to the city. The -Committee say that authority was granted to the city to use Independence Square for .the purpose of erecting public buildings. Mr. Wagner, from the same Committee, .sulmittted a further report in regard to the -communication of Thomas W. Price, com plaining of .a contract made by the City Commissioners for supplies, in 1865. The Committee report that the contract made by the Commissioners in 1865 was illegal. The contracts were awarded not to the lowest bidders, but to the highest bidders, in viola tion of law. The Committee reported a resolution, directing the City Solicitor to commence legal proceedings on the bond of the City Commissioners for the loss sus tained by the city, in consequence of the contracts being awarded to the highest bid ders. The resolution was adopted. " ' The amendment of Common Council to the Street Cleaning bill was concurred in; also, the resolutions with reference to the salaries of assessors; also, the resolution with regard to the Receiver of Taxes. Colonel Page introduced the following: _Resolved, That the Committee on Law be directed to ascertain whether the .Councils of Philadelphia are competent to success fully prosecute the City Commissioners for misdemeanor in office for the unlawful pur chase of goods in 1865. Agreed to. . Ad journed. COMMON BRANCH, Amos Hilborn was elected a Manager of Wills' Hospital,in the place of M. R. Moore, deceased. The Highway Committee, reported a reso lution providing for the grading of Chris tian street from Gray's Ferry road to Suth erland avenue, the work to be given out to the - rowest bidder, providing the cost does not exceed $2,100. Adopted. The Committee on Surveys reported 'an ordinance making an additional appropri ation of $16,500 to pay for the rebuilding. of Penrose Ferry bridge. The original ap propriation was7sso.ooo. The motion to postpone was voted down, and the ordinance passed. Mr. Stanton offered a resolution, chang ing the site of the new court house. Laid on the table. Mr. Stanton submitted an ordinance, ap propriating $l,BOO to have Filbert street wharf, on the Schuylkill, improved, pro viding that a rent of not less than $.300 per annum can be obtained. After a discussion, during which it was stated tbt - i t,t the improvement was not needed at the present, the ordinance was recommitted to the Committee on Wharves and Port Wardens. The ordinance from Select Council, autho rizing the Mayor to enter into a contract for cleansing the streets, was concurred in. Mr.,Efetzel submitted the following:. Resolved, That -these Cannella, - Mini= with joy the recent proclamation ofthe pre sident of the Unit States declaring the re bellion at an_end, and,. henceforth to be so regarded, congratulate their fellow-citizens of Philadelphia, interested to an equal de gree with sister communities in the resump tion of intercourse between-the two sections separated since the outbreak of hostilities, upon the happy and consistent termination or a war waged to'restore the Union on the basis of the Constitution, with the dignity, equality and rights of the several States un impaired. • Resolved, That these Commlls indulge the hope that the realization of the practical benefits to be derived from - the return of thrice blessed peace, thus fitly and officially recognized and promulgated, and the ,re newel of the era of good feeling and frater nal intercourse thus happily- invoked, may not be thwarted by any sectional legislation exercised for the continued possession of political party at the expense of the social, political and material welfare af the Ameri can people. Resolved, That the Commissioner of City Property be and he is hereby directed to raise the National-flag upon all the public; buildings. Laid on the table. Yeas 21, Mr. Marcer offeied a resolution protest ing against the passage of a bill, now before the Legislature, increasing the salaries of the Assessors of the city of Philadelphia. Adopted. The resolution of protest from Select Council in reference to a bill before the Legislature, giving authority to Directors of Girard College. and in reference to culverts, were concurred in. The resolution .from the same Chamber, authorizing the Chief Engineer of the Water Works to make surveys for the extension of the Water Works, was indefinitely post poned. lir. Hancock (in place) submitted an or dinance, giving authority to open water plugs, when required for building pur poses. - . Mr. Evans said the Committee on Water had agreed to give the use of water for building purposes. , Mr. Harper said the Committee had no power to give such authority—it was per forming executive duty. He hoped the ordinance would be referred to the Commit tee on Water. Air. Miller said that if the Committee had authorized any such privilege, it had not been extended to him, for he always paid. He was opposed to opening the fire pings for any such purpose consemplated in the ordinance. The ordinance was indefinitely postponed. The ordinance from Select Council, pro viding for the sale of certain real estate, was taken up and indefinitely Postponed.
