Mr. Wilson (Mass.) called up a joint re solution to pay Miss Clara Barton $15,000 for: searches for missing soldiers of the army, and, for the further prosecution of the. same. The resolution was passed unanimously. • Mr. Stewart (Nevada) introduced a bill to amend the act to provide for reports of the Supreme Courts, which was referred to ' -.the Committee on the Judiciary. ' On motion of Mr. Doolittle (Wis.) a bill to grant certain. lands to the Winnebago ..s d indrans in Nebraska was taken up and .Vss . 1 • , Qn motion of Mr. Brown. It appropriates six million six hundred and, seventy-fvfre thousand dollars to carry its provisions into effect.. HOUSE.-Mr. Ashley (Ohio) asked leave oc, to introduce concurrent resolutions, as fol lows: - ...Resolved, By the „House otßepresenta zAves, the Senate concurring, That the Con stitution of the United States confers on Congrees ample power for the protection of theernancipated slaves and freedmen in the States recently in rebellion. • < Resolved, That in behalf of the loyal Arne people the Congress of the United Stares pledge 'full and col:nplete protection to • all loyal men, irrespective of race or color, residing in the States recently in rebellion, and especially to the soldiers and sailors who served in the Union army and navy, end to this end the Congress will demand such guarantees as to them shall seem suffi cient, before recognizing any of the new State governments which now are or which hereafter may be organized, either under the order or direction of the President, or by an independent movement of the loyal • people in any such State. Resolved, That the Union party of the nation represented in Congress earnestly desire that all States recently in rebellion, shall, at the earliest moment consistent with the safety of the national Union, be restored to alllhe privileges, rights and dignities of the States of the American Union which have not been in rebellion; and that so soon as constitutional State governments are .no - : organized therein, which .shall secure by constitutional provisions the rights of all loyal men, without regard to race or color, and when-the people of suf.th States shall ' t have elected men of undoubted loyalty as , s. Senators and Representatives, the Congress ••-- of the United States will recognize such government as the constitutional govern ment of such State. Resolved, That in addition to the fore going, Congress will also demand as a con dition to the complete restoration of any re organized State - the entire exemption of every citizen from liability to taxation for payment of the rebel debt,.or reimburse '4l4,,, meat either of expenditure incurred either State or local authorities, in aid of the 'Cr4obellion, or for loss incurred by the eman 'i"'Anation of slaves. • • Speaker—The morning hour having `. 4 • 4 7Expired, the resolutions go over for two walks from to-day. Mr. Bingham (Ohio) from the Joint Com mittee on Reconstruction, reported the fol lowing joint resolution : Resolved, By the Senate and House of Representatives in Congress assembled, That whereas the people of Tennessee have spade known to the Congress of the United 'States their desire that the constitutional re lations heretofore existing between them and the United States may be fully estab- dished, and did, on the 22d day of February, 1865 by a large popular vote, adopt and ratify a constitutional governmeat, repub licanin its form, and not inconsistent with the Constitution and laws of the United States, and a State-government has been or ganized under the provisions thereof, which said provisions and the laws passed in pur suance thereof, proclaim and denote loyalty to the Union. And whereas, The people of Tennesse are found to be in a condition to exercise the functions of a State within this Union, and can only exercise the same by the con sent of the lawmaking power of the United States; Therefore, The State of Tennessee is hereby declared to be one .of the United States of America, upon an equal footing with the other States, upon the express condition that the people of Tennessee will , maintain and enforce in good faith their existing constitution and laws, excluding those who pave been engaged i n rebellion ' 3 against the United States from the exer ...,•cise of the elective franchise for the respec , -•,;•tive periods of time therein provided for, ' and stfall exclude the same persons for the ' like respective periods of time to eligibility to office, &c.; the State of Tennessee shall never assume or pay any debt or obligation contracted or incurred in aid of the late rebellion, nor shall said Slate ever in any manner claim from the United States or make any allowance or compensation for • slaves emancipated or liberated in any way whatever. Which conditions shall be rati fied by the legislature of Tennessee, or the people thereof, as the Legislature may direct, before this act shall take effect, The joint resolutioa was read a first and a second time, and on motion of Mr. Bingham, was recommitted and ordered to be printed. ts • • Mr. Bingham also presented a memorial • and testimony in relation to Tennessee, with 'Accompanying documents, and moved-that they be printed. Mr. Bingham moved' to suspend the rules seas to dispense with the reading. ✓ After some little skirmishing the rules were suspended, and the reading of the * document dispensed with. Mr. Rogers (N. Mr. Stevens (Pa).—l object to the recep tion of the paper. - The Speaker—The question is whether the House will receive it. The yeas and nays being ordered and taken, resulted in a vote of yeas, 37, nays 100; so the House refused to receive the paper. Mr. Stevens offered a resolution, which was adopted, requesting the Secretary of the Treasury to prepare a statement show ing the amount of money now in.the United States Treasury, including all the sums in the hartds of assistant treasurers, national banks, and all other depositories, designat ing the amount in each separately, and re port the same to the House. Mr. Stevens also •offered a resolution, which was adopted, requesting the Presi dent to communicate to the House infor mation on the ,following points: To how many persons, worth more than $20,000 each, he has issued special pardons, and what are their names; how much property, real, personal and mixed, seized and for feited as enemy's property, has been taken froth the enemies of the Government, who claimed to be the original owners, and whe ther such persons had been soldiers in the army of the so-called Confederate States, or had been giving aid and comfort to the enemy. How much abandoned property, hat. bad been taken possession of by the United States under the act of Congress,and bad been allotted to ,freedmen and 'occupied by them, has been ordered to be restored to returning rebels and the occupants (freed men) displaced, stating the particular pro perty thus restored, and by whose order the same was done. The House then went into Committee of the Whole on the state of the Union, Mr. Brandagee (Conn.) in •the chair, and pro ceeded to the consideration of the military appropriation bill. Several amendments were adopted, in cluding one offered by Mr. Benjamin to en force,the provisions or the test oath, and one offered by Mr. Schenck, appropriating five thousand dollars for continuing the erection of the memorial tablets and mural monu ments to deceased officers of the regular army and of volunteers, and for arranging and preserving the trophies of war, and for marking with proper inscriptions guns cap tured during the rebellion. The bill was laid aside to be reported to the House, and the Committee took up the army appropriation bill. ;The bill appropriates, among other smaller items, for the pay of the army, $10,712,000; for commutation of officers' sub sistence, $1,650,000; for subsistence in kind of regulars and volunteers, $5,300,000; for regular supplies, Quartermaster's Depart ment, $4,134,000; incidental expenses of the same, $1,000,000; transportation, $5,000,000. The committee rose to close the debate, and the Military Academy bill was reported back, with the amendments,: Which were concurred in. Mr. Schenck moved to amend by adding the following: And Provided, moreover, that no part of the moneys hereby appropriated shall be applied to the pay or subsistence of any cadet appointed from any State, lately in rebellion, against' the Government, until such State shall have been restored to its original relations with the Union under and by virtue of an act of joint resolution of Congress for that case made and provided. Mr. Farnsworth (Ill.) demanded the yeas and nays, which were ordered, and which resulted in yeas 75, nays 21; so the amend ment was agreed to. The army appropriation bill was then passed.
