NEW ORLEANS, March Ist.—The steamer Star of the Union has arrived from New York. The case of the United States vs. Colonel U. Robinson, charged with receiving bribes and bribing or attempting to bribe Gen. S. A. Hurlbut, formerly commanding the De partment of the Gulf, has come up before the United States Circuit Court for trial on demurrer. It is held under advisement. The House to-day passed a bill requirin: for two years the full appraised value to be realized on forced sales on claims due before June, 1865. The Mexican Times of January 27th says fresh foreign , troops are daily arriving. The Third Michigan Cavalry has arrived from Texas bound for home. The approaching city election attracts general attention. Mr. Nixon, of the‘Cres cent, is a candidate for Mayor. A number of prominent and influential citizens have requested Judge Ogden to run. The indebtedness of the old city of New Orleans was, on the 31. st of December last, - what is called a consolidated debt of $687;000, being a diminution of ~Qalo,ooo in one year. A committee' of the Legislature left for Washington to-day for the purpose of placing before the President their views of affairs in Louisiana. The Fenian Uprising. WORCESTER, Mass. March 2.—The Fe nians of Massachusetts are on the alert. The news by the Asia of the suspension of the habeas corpus in Ireland, has caused great excitement amongst the Brotherhood. Major McConville, State Centre of Massa chusetts, has issued a stirring call to the brotherhood in the State, to hold themselves in readiness for immediate action. Death of a 9eeretaz9 of Le,,a•ation . _ WASHINGTON, March 2d. William A. Browning died here this morning after several weeks sickness. He was Secretary to Andrew Johnson before and while the latter was Governor of Tennessee, and after wards became President Johnson's private Secretary. About two months since he was appointed Secretary of Legation to the Re public of Mexico. From Fortress Monroe• FORTRESS MONROE, Va., March 2d.—The U. S. steamer Wyoming,frona Jacksonville, Florida, for New York, has arrived, short of coal. She encountered heavy weather. The Spanish Paddle Squadron NEW Youx, March 2d.—A letter from Havana to the. Connell and Donovan presented remonstrances against the Lom bard and South Street Railway supple ments. Mr. Ridgway presented a petition, signed numerously, in favor of Sunday travel, and Mr. Connell one against. Mr. Ridgway presented the resolutions of the German Union Club.- Mr. Connell a petition from teachers ask ing that the school tax be applied to the payment of city warrants. Messrs,Connell and Donovan ono favora ble to a free bridge at South street. The following bills were passed: One legalizing acknowledgments taken in the territories in certain cases. - - _ One exempting from taxation the pro perty of the Manayunk Division of the Sons of Temperance. It was resolved that when the Senate ad journ, it do so until Thursday afternoon next. Resolutions were passed by a party vote, asking Senator Cowan to resign, as he does not represent truly the majority of the - I . )eople of Pennsylvania. 13.0IISE.—The City Railroad Committee reported without amendment the act allow ing the people to vote at the October elec tion in favor or against a law allowing Sunday travel. Numerous petitions were presented, prin cipally for and against Sunday travel and the removal of Farmer's from the streets. The prisoners were taken immediately into Court, and were tried and convicted. They were sentenced to an imprisonment of two years and within less than ten ;hours after their arrest were in prison for the purpose of serving out their terms. The arrest was made by Officers M. Murray and Ahern of the First District Police. FUNERAL ;OF A FIREINIAN.—The funeral of Edwin H. O'Neill, a member of the Co lumbia Hose Company, who was killed at the fire on Monday night, in Third street, near New, took place yesterday afternoon, and was attended by a large concourse of persons. The members of the Columbia Hose Company, delegations from several other fire companies, and the members of the 29th regiment P. V., attended the fune ral. The services were held in St, John's (R. C.) Church. FATAL ACCIDENT.—A man named Frank Kerrigan, employed as a brakeman on the Pennsylvania Railroad, was killed last evening, near Parkesburg. He was upon the top of the car and the back of his head came in contact with a bridge. His body was brought to the city and Coroner Taylor was sent for to hold 4 an inquest. The deceased was about 25 years of age, and had a wife and two children. He resided. at Sixteenth and Thompson streets. THE FENIAN ExcrrnmErrr.—Considera ble agitation prevails among the Fenians of this city regarding the recent stirring intel ligence from Ireland. A special meeting of all the circles has been called by District Centre Andrew Wynne for to-morrow night, to be herd at the Fenian Hall, southwest corner of Twelfth and Chestnut streets. A grand mass meeting of the friends of Irish nationality will be held early next week. BOLD ROBBERY.—Patric; Branigan was before Alderman Shoemaker, this morning, upon the charge of larceny. It is alleged that he seized by the ear a lady who was passing aleng a street in the Seventeenth Ward, on Wednesday, and then robbed her of the shawl which she wore. Branigan was committed in default of $l,OOO bail for trial. FOUNDLING.—Last evening, about nine &clock, a female child, apparently about three days old, was found on the pavement on Green street, above Sixteenth. The infant was neatly dressed and was nicely wrapped up in a blanket and shawl The foundling was taken charge of by a lady re siding in the neighborhood. [Special Despatch to the Bulletin.] WASHINGTON, March 2.—There are now a large number of leading politicians from Pennsylvania, representing both parties, in Washington, conferring with their respec tive friends, relative to the course to be pursued in the Gubernatorial campaign in that State. Both parties seers to be in a fog about the Administration. An effort will be made to-day to push the Reciprocity Treaty through the House under the previous question. It appears that its provisions are all that the Cana dians desire, and they have organized an immense lobby to drive it through Con gress. American interests are almost en tirely overlooked. Alexander H. Stephens is expected here in a few days. It is said he has the per mission of the Government to come. A special meeting of the Reconstruction Committee has been called for to-morrow, to take final action on the admission of the representatives from Tennessee. The Com mittee will probably report favorably. XXXIXtb Congress—First Session. WAsinNe'roN, March 2d 1101.75 E- The Speaker laid before the House a communication from the Secretary of the Navy with the names, of the Chaplains in the Navy. Also, a report from the Secretary of the Treasury as to the cost of paper, printing and advertising for the Department for .1865. Mr. Higby (Cal.) presented a memorial from the Legislature of California concern ing an act to aid in theconstruction of an overland railroad and telegraph line. Mr. Schenck (Ohio) presented the joint resolution of the General Assembly of the State of Ohio, relative to the increase of the regular army, and recommending the ap pointment of competent volunteer officers to fill positions therein. Referred to the Committee on Military Affairs. Mr. Eggleston :(Ohio) introduced a bill further to provide for the safety of the lives of passengers on board of steam vessels. Referred to the Committee on Commerce. On motion of Mr. Perham (Me.) the Com mittee on Military Affairs was directed to inquire into the propriety of providing by law that soldiers who enlisted in 1861 and 1862 and served more than a year and were discharged on account of disease contracted in service, shall receive the Government bounty to which they would have been en titled bad they served two years. Mr. Yanhorn (N. Y.) from the committee on roads and canals, reported a bill to con struct a ship canal around the Falls of Ni agara. which was read twice and recom mitted. Mr. Boutwell (Mass.) presented a petition from 568 colored citizens of Georgia., which was read, as follows: "We, the undersigned, colored citizens of the State of Georgia, respectful:y represent that we are loyal, always have been loyal and will remain loyal; and in order to make our loyalty most effective in the service of the Government, we humbly petition to be allowed to exercise the rights of suffrage." Mr. Boutwell also presented the memo rial of white citizens of Alabama to the Pre sident and Congress, setting forth their de plorable condition, socially and politically, and asking for relief. They earnestly peti tion the President not to remove thenational troops from that part of the country. They also protest against the organization of mili tia, as it would be officered entirely by rebels ; and they represented that thousands of people there are in the utmost destitution. The petitions were referred to the Committee on Reconstruction. Mr. Baker (Ill.) asked leave to offer an amendment to the Constitution excluding from the Presidency, Vice Presidency, Congress, the Army and Navy and Judiciary, ate., of the United States, all who have voluntarily aided the rebellion in civil, military or naval service. SUICIDES IN FRANCE.—The well-known physician and literary man, Dr. Boismiont, has published very interesting statistics. He kept a strict record of all suicide cases in France since 1827, and gives the follow ing table of suicides committed during the thirty-three years following the year 1827 ; 12,242 Frenchmen and 2,000 French women committed suicide by hanging themselves, 9,668 men, and 2,172 women by drowning; 4,337 men and fifty-three women by shooting; by suf focating with charcoal gas, 1,917 men and 1,307 women; by cutting and stabbing, 1,272 men and 250 women; by throwing them selves from windows in upper stories of buildings, 862 men and 518 women; by poi soning, 474 men and 282 women; 228 men and 54 women committed suicide by differ ent Other means. Total during thirty-three years, 31,000 men and 6,636 women. Grand total, 37,636. Average per year, 1,140 per sons.
