xNICIXTIL CONGRESS—FIRST SESSION. WAstimretratr, Feb. 24.' The Senate is not in session to-day. !. HOITSE.—The House went into Committee of the Whole on the State of- the Union. Mr. Clarke (Ohio) submitted his views on `the sullect of reconstruction. He did not _consider it important to argue the question of dead'or living States, but to look forward to such measures requisite - to restore at the earliest practicable day those States to their original harmonious relations as faithful .and loyal StaleS of the Union, with all the rights and_immunities of the most favored - - States, insisting upon such as demand ad , mission that they establish unquestionable :loyalty in their representation and constitu ency, and manifesting his willingness to vote for the admission of Tennessee and Ar 'ykansas at any hour when the ' committee shall submitothe question to the House, un less unexpected developments should shay,' sfiliese States unqualified for such admission. He proceeded in a liberal and temperate "'"View, adhering firmly to a distinct manifes tation of loyaltv as the chief requisite to the reconstruction of the States, and loyal men as Representatives who can take the. oath required of members of Congress. Mr. Plants (Ohio) next addressed the House. In the opening of his remarks he alluded to the amendments of the Constitu tion, and declared thaPdt needed modifica tion, as the nation progressed, though the progress of the country could not be re stricted even if the Constitution was not amended. The Constitution was the re sult of the ideas of men eighty years ago, while the Constitution of England was the outgrowth of a thousand years. While the Democrats were in power they deliberately perverted the Constitution to serve the interests of slavery. He yielded to no one in his admiration of the Constitu tion, but he did not submit to every inter pretation of it, and the evil of the compro mises on slavery is now apparent. The agitation of the negro question here on the Democratic side served only the interests of political aims. The leaders of the re bellien were- the leaders of the Demo oratic party, and when they went into rebellion s they counted on and .and received the support of the Northern branch of that party, and to-day the Demo crats are responsible for all the outrages in the South and for:the obstacles in the way of a restoration and they seemed to possess the ingenuity of fiends in inducing these outrages and establishing the obstacles. He said he had full faith in the wisdom and patriotism of Congress, with or without the aid of the President, and concluded with a peroration on the future of the country as established on the broad basis of freedom. Mr. Beaman (Mich.) said that in April last the country was electrified by the de clarations of Andrew Johnson that treason was a crime, and must be made odious, and that mercy to individuals was treason to the State. These sentiments met the ap probation of all the loyal North; but for -expressing the same sentiments now we are denounced as fanatical, and even as traitors. He would ask, who were the men Jwho were thus abusing us for these opinions, i" - -and where they were when armies were being raised toput down the rebellion, ..s when Vallandinghatn was arrested, when habeas corpus was suspended? , They were, he would reply, the same men who cried peace in 1863 and 1864 at the sacrifice of - national honor. There was nothing, he would add, which he so much desired as the admision of these Southern States; but he was not willing to effect that end without - securing a guarantee of good faith and loyalty of their people to this government. The Democrats, who were so lately vilify ing and traducing the President, were now bis champions and admirers. Mr. Beaman proceeded to show that the ao-called Southern:loyalty consisted mainly in hating the government, killing Union men and abusing the freedmen. Tennessee has apriinafacie disloyal record. She had passed an ordinance of secession, and been , - without representation here since 1863, and the greater portibn of her people were dis loyal, though admitting that the State gov ernment was loyal. He then read evidence going to show that there was a disloyal sen timent in Middle and Western Tennessee; That Union soldiers were indicted by rebel grand juries for acts committed as long ago as when Rosecrans was in that State. . It was the duty of Congress to protect the loyal men of Tennessee; but Congress has • the higher duty of defending the national warfare. He read an extract from the Knoxville Whig of February 14,stating ttiat • the loyal men of East Tennessee stood • the radical party in Congress, and declaring that the rebels of the South supported the President. Coming from GOvernor Brown ' , low's organ, Mr. Beaman did not think that - it was a very strong recommendation for n the representation of Tennessee in Congress. The question rose here above party and power, and he would not consent now to the representation in Congresss of the millions of rebels now in the late insurrectionary states. Mr. Bromwell (Ill.) nest addressed the House. All loyal men, he said, agreed that there should be some guarantee obtained from the people of, these insurredtionary districts overcome by the Union army. He ' contended that the whole question of rest°- . • ration belonged in the hands of Congress. • .He 'then proceeded to elaborate the argu ment-that the insurgent States had forfeited some of their rights by the violation of the compact which made them members of the Federal Union. The naked question before • this Congress was whether these States were - living, moving, actual States, or whether • they were territories within our area, sub ject to the control of the people of the United • States. The issue was, if the compact had been violated, could the violators of that compact retain all of their rights under it? • He contended that Alabama and otheru . Southern States had violated the compact, • and thereby forfeited their rights in it. If there were thirty-six States in the Union, as Mr. Seward 101 l recently announced, he • would ask whether the State governments ' of 1861 or those of 1866, in the Southern States, the latter, being made by a single stroke of the Executive pen, were recog nized. He contended at length, in conclu sion, that the States that had rebelled had not the right to, come into Congress, and to participate on an equality with the other States in the legislation of the nation. It was true that they had sent some loyal representatives here, but they had been 1 ! • forced to do so through the fear of the • bayonet. The constituencies which they . represented were as disloyal - as ever. He • ,urged restoration on an enduring basis of security and freedom for the future. McKee (Ky.) obtained the floor, and • - 11;te house at 4P. M., adjourned. The Maine Legislature. AUGUSTA, Me., Feb. 24.—The Legislature of this State last evening adopted a series of resolutions reposing confidence in the wisdom and patriotism of the Union mem bers of Congress, expressing belief in the -equality of civil and political rights, and approving of the efforts made in Congress to secure the elective franchise in every State, irrespective of race or color. A reiolution, declaring that the Legisla ture expresses the opinion that the loyal .offizens of Maine will give their hearty sup port to President Johnson, and all Thoper •efforts for a complete and perfect restora tion of the Union on the basis of human • rights and the civil •and political equality of the American people, irrespective of color, vas passed in the House, but rejected in the Senate.
