Colleday was the lowest bidder "for the con struction of,the new Court House, at Sixth and Chestnut streets; that his bid was 832,- 936. resblution apPended provides that .-ths securities presented.by. Mr. Colleday be accepted. Agreed to.' From the same committee was reported an ordinance to sell the tobacco warenouses in Front street, between Spruce and Dock; five court houses, running north from'Race street, below Fifth; a house and ground in "Front street, near Noble, and a lot at South street and to little street. called Carpenter "street. `Agreed to. 1 -The bill providing for the sale of the deer -in the public erputres was taken up. - 2 311. r. Omerly offered , an amendment pro viding for the disposal (not . the sale) of all deer in question except six. The subject was debated' at considerable length, and ultimately was indefinitely postponed. The bill for the improN;eimiiit of Broad street was taken up, debated at length, and then recommitted. The ordinance returned from .Common Council, making appropriations to the Fire Department for 1866, was now. called np. Select Council insisted on their amendment to the bill in which the other Chamber' re fused concurrence. Mr. Page introduced a resolution calling pon the State Legislature to defeat a bill bout to be 'presented to them, providing for be removal of .the market wagons in ; the freets of Philadelphia. Mr. King introduced a resolution. It re quests the Legislature to pass an act re leasing .the city from the payment of a judgrhent of $139,228, obtained against it in the Courts by the State. The preamble to the :resolution claws that Philadelphia bar expended twelve millions in the payment of bounties to volunteers, and for tee support of their families. It further sets forth that these extraordinary expenses should have been paid by , the State, and that the city should have been released from the heavy burden already resting upon her tax-payers. Agreed to. - A resolution and preamble were offered by Mr: Snoring, setting forth the action of the_Board of Control in asking for legisla tion setting apart a portion of the taxes for school knirposes, and protesting against such legislation. Agreed to. The ordinance making an appropriation for the payment of the reward for the arrest and conviction of the murderer of Mary L. Watts, of Germantown, was passed. The bill making annual appropriation to the Commissioner of City Property finally passed. The ordinance from Common Council, authorizing the Mayor to enter into a con tract for cleansing the streets, was post poned and made the Special order of the day for Thursday next. Mr. Gray introduced an ordinance mak ing.. an appropriation for the purpose of Idealising the streets. Without taking ac tion on the bill, the Chamber adjourned. COI ON BRANCH Petitions were presented from citizens on Broad street, remonstrating against /the oidinance providing for the removal of the railroaas on Broad street. Referred to Com mittee on. Law. The ordinance providing for cleansing the streets, by entering into a contract with Henry Bickley, for the period of five years, fora sum not exceeding $95,000 per annum, was taken up. After various propositions to amend, I nd considerable debate, the, bill was passed'ohy vote of 28 yeas to 12rnays. A. resolution requesting the Legislature to prohibit'the Lombard and South Street Pas senger Railway Company from laying tracks on Front street, and authorizing the Presidents of both branches of Councils to proceed to Harrisburg for the purpose of carrying said resolution into effect, passed. - A resoltition approving the security of • the-Chief Inspector of Streets was post poned; to await the action of Counolleon the street cleaning bill. The Committee on Highways Offereii a resolution authorizing the paving of Tultie hocken, Penn and Church street, in Ger mantown. Passed. The Committee on Trusts and Fire, re ported an ordinance appropriatingllso for fixing a fire-alarm telegraph apparatus in the Pheenix Hose house. Agreed to, The Committee on Surveys, offered are ' solution authorizing the preparation of maps of the Second, Third, Fourth and part of Twenty-sixth Wards. Passed. The Committee on Law, to whom was re ferred the matter of the election of Jas. M. Gibson as a memberfrom the Second Ward, reported, that, in their opinion; Mr. Gibson was not properly elected. The law allows each Ward one Common Councilman for each two thousand taxables. In 1865 there were 5,853 taxables returned, and it was claimed by the citizens of the Second Ward that, with proper additions and corrections, they had 6,000 taxables,and without a proper. proclamation held an election for an addi tional member of Common Council and elected Mr. Gibson. The opinion of the City Solicitor was read. It was that the number of Councilmen was to be determined by the number on the list, and not by addi tions and corrections. The report of the committee was adopted. The resignation of Mr. Gibson was read and accepted. Mr. Dillon offered a preamble and resolu tion setting forth that whereas each ward is by lawlentitied to one member of Common Council for each 2,000 taxables; and whereas, the First Ward contains 3,855 taxables, the Eighth Ward 3,857 do.,the Ninth Ward .3,671 do., the Thirteenth ard 3,797 do., and there are two members of Common Counci I from each of said Wards; therefore the Com mittee on Law is relquested to inquire into the legal right of Wm. Calhorm, Esq., of the First Ward, John C. Martin, Esq., of the Eighth Ward, Walter Allison, Esq., of the Ninth Ward, and Wm. Palmer, Esq., of the Thirteenth Ward, to hold the offices of Common Councilmen from their respective Wards, and report at as early a day as pos sible. Referred to the Committee on Law. Mr. Hetzell offered a resolution instruct ing the Committee on Law to inquire by what right members of Council hold posi tions in the Gas Works. Passed. A motion that when the Chamber adjourn - it adjourns to meet on Monday next at 3 o'clock, passed. .Mr. Harper offered the following : Re i solved, That in the crisis to which the effaila of the country appear to be tending, it is the duty of loyal citizens to express, without fear or favor, their adherence to the principles that have guided them in the • terrible struggle for existence through which the government has just passed, and which they had hoped that. the conquering armies of the Union had ended.
