SENATE.—The bill _for the b cider 'selection •of jurors in Fayette, York, Cambria, Wash ington, Union, Adams, Arinstrong and Montgomery counties came up on third reading, find having been amended so as to emit Cambria, was passed finally_ by a vote of 20 to 8. Mr. Clymer called up the bill extending the provisions ofthe act of 1865, relative to ?he borrowing of money for bounty pur poses to the year 1865. Passed. The bill incorporating the Allen Mining -Company was called up and passed. Mr. Ridgeway called np and had passed a :supplement to the act incorporating the Union Gold and Mining Company. The bill supplementary to •the act for the assessment and recovery of damages upon the North Branch and 'Wyoming Canals -was passed. The bill incorporating the Gilson Gold Xining Company was passed. Mr. Hall called up and had passed the act :authorizing the reorganization of the Penn sylvania Steel Company, allowing them to increase their capital to $1,000,000, to own not exceeding 2,000 shares, and for other purposes. Mr. Connell called up and had passed the bill incorporating the Triumph Silver Min ing and Commercial Company. Mr. Ridg.way,talled up and had paised the bill a ll oWing the Germantown Water Company to sell their property , to the city. Mr. Royer called-upand had passed the bill refunding to Mrs. Ann Munshower moneys erroneously paid to the State Trea, , Mr. RandalPs'bill, above referred to;is'Of importance to all persons who hold real -estate under tax or original titles. It wakes it the duty of alrcollectors of taXes assessed upon real estate , to return the" same to the County Commissioners in all eases where personal property cannot be found or the said real estate is sufficient to pay the taxes • assessed, and where the owner thereof ne ,glects, or-refuses to pan the real estate so returned shall be: sold. In all cases where the lands. have - bean or may be sold Undei the provisions -of the act of April 29, 1844, reducing the State debt,and ' incorporating • the Pennsyl -vaniaCoaland Railroad Company, and the Treasurer of the county , has not been able to ascertain the' actual 'owner, it shall be lawful fo post on the.premises a notice that such lands have been sold, and the notice shall be as good and legal as if served per sonally. No alleged irregularity in assess ment, in the-return, in the process, or other wise, shall be construed to affect the title of purchase, but is declared good and legal. The:following is the supplement to the act incorporating Philadelphia, regulating the filing and collecting of municipal claims, offered by Mr. Connell: "Whereas, Frequent and just complaints have been - made that great expenses are imposed upon the owners of real estate in the city of Philadelphia by the necessary costs of advertising municipal claims before suit brought, as required by existing laws, and great injustice is frequently done to the owners of property liened by the city, who are ignorant of the existence of claims against the same by.. the accumula tion of the costs of suit thereon, and by selling said properties without actual notice to them ; And whereas , it is just that these grievances should be remedied; therefore, Szerfox 1. Be it enacted, That all laws land parts of laws requiring the ad vertisement before suit brought of muni cipal. claims of every description, so far as said' requirements are concerned, are hereby repealed, and in lieu thereof, and as a suffi cient, substitute therefor,. it is hereby de clared that before any sane facias shall be issued on any such claim, it shall be the duty of the City Solicitor to cause diligent search to be made by an assistant or olerk for the owners or reputed owners of all real estate against which there has heretofore been or may hereafter be filed any claim in the name of the city of every kind, and to .serve him or her with a written or printed notice to make payment to the City Solicitor within ten days. SECTION 2. If said claims are not paid within said time they shall be sued out by the City Solicitor, and the writs of seire jacias Shall be served by the Sheriff, by atvertis'ng and posting • as now by law required, but before any judgment, by default, shall be entered thereon the Court shall be satisfied, by en affidavit, to be filed on record, of the followingfacts : Pirst. That if the owner or reputed owner has any knoimn residence in the said city, that he has been served, before snit thought with notice of said claim in writing or printing, either by handing the same to him personally, or by leaving the same with an adult member of • his family, at his said residence, at least ten days before issuing said writ of scire facia& Second. That if.-the owner or reputed owner hasThe' knoWn residence in the said city, but upon making inquiry for him in the manner hereinafter directed, it has been ascertained that he has a certain residence outside of said city, then said`affidavit shall state, that at least fifteen days before suit wasbrought,notice of said claim was mailed, post paid ? and directed to said owner or re- puted owner at his said address outside of said city. Third. If said affidavit shall state that the name and address of the owner or reputed owner could not be ascertained, then it shall appear by such affidavit that before suit was brought the following efforts to serve said notice were made: _ That the premises liened were visited by the deponent, :„1 d if the 'same were occu pied by an ad .i , that notice of said claim was served upon said adult, and inquiry made for the owner or reputed owner. If said premises were unoccupied, or the in •quiry made thereon was fruitless, the affida vit shall further state that the deponent served a notice of said claim on said pro perty by affixing the same to any post, tree, fence, or structure thereon, and that he made ;inquiry for the reputed owner of the occu pant of 'nearest dwellings and of the _nearest Ward AssesSor, and if said inquiries .have been also fruitless, that he servedvo tices of said claim upon such AsSessbr, who shall forthwith report the same to 'the Board of Revision, to be there filed .alphabetically, according to the different wards, for the information of all whom it may concern; and ,if such inquiry shall :ascertain the name of the true owner, he .shall have notice as aforesaid, and his name shall be suggested on the record, and he or :she made a defendant in any suit to be brought for such claim. And there shall be paid,to the City Solicitor, as costs, five per •cent. upon said claims to reimburse him for carrying into effect the provisions of this .act, which percentage shall be in lieu of all costa heretofore and now chargeable for advertising claims and liens before suing them out, and in lieu of all percentage and -commissions of all kinds whatever now allowed or charged on any claim of what-, :soever nature filed in she name of the city. • • 'The provisions of this section shall not go into effect until three months hereafter, nor :shall they apply to any scire facias issued before the expiration of the said three - months. . • This act shall apply toall claims and liens •of whatever kind filed and to be filed in the name of the city, whether to use or other -wise, and all laws and parts of laws incon sistent herewith, are hereby repealed. Having an ore that readily yields poo per ton, come estimate can be made of the value of this property, with the present Imperfect system of mining. Ten con■ of this ore can be taken out and reduced daily from every shaft opened at an expense not exceeding 14 per ton leaving a net daily pro= of $l,llO for each worked by the Company. The large working capital reserved will enable the Company at once to procure and erect the best modern machinery for:manipulating the ores, by means of which the yield will be largely Increased. These mines, whilst they proclaim ores richer than those of Cciorado or Nevada, have many advantages ever them, particularly in an abundance of fuel and cheap labor, and the facility with which they can be worked during the entire year, whilst those of Colo. rado and Nevada can only be worked daring the warm weather.
