Its credibility is beyond all dispute. The intolerant and blood-thirsty spirit of treason,whieli glutted itself with the lives of Union men in 1861, is evidently untamed about La Grange; and loyal people who have been true to the Government, carry their lives in their hands. We present this startling evidence to the country and ask if the partisans of the rebellion are so bold already, what will be the doom of Union men; if their old tyrants are suffered to regain their political power ? LA. GRANGE, (Tenn.), Dec..B,—Gov. Brownlow.—ant: The inclosed copy of a communication was droppod in front of Col. Welcher's store last evening, We de sire to call your attention to its character. It seems to us a renewal of the same spirit that existed in 1861. You have already ex pressed your opinion that "the rebels are not yet whipped," and appearances indicate there:may be a renewal at any time ofattacks on Union men. We wish at this time also,to call your attention to the fact that our town authorities were elected last June by them'. selves, and in July, authorized by General Smith to conduct the affairs of the corpora tion, - which they have continued to do to the present, although not one of them at the time was a legal voter in ,accordance with the present laws of Tennessee, and we have no evidence they have or can conveniently take the oath, with perhaps a single exception. The administration of affairs has been generally regulated so as to bring the burden of expenses on Union men, most of whom here have served in the United States army for three or four years—while the old citizens, and heaviest real estate owners, nearly all of whom have sympathized with, or participated in the rebellion, ar every nearly exempt from taxation. Th general talk is : "The d—d Yankees have destroyed the town, and have got to build it up again." We have paid our taxes and assessments quietly, hoping for a better state of things. The election for a new Board will take place on first Friday in January, and we see on every hand indications that the whole thing will be controlled by those who for four years have by deed or word tried to destroy our Union, We most respectfully and earnestly request you may take such early steps as will assist us to have a fair stand ing at that election. For instance, cannot some suitable person be appointed to re gister votes for the election, that only those properly qualitird, and who really are true Union men be allowed to vote. We would suggest some one be appointed here, who is a reliable Union man. As we have all resided the, necessary period to become legal voters, any one of our number would be acceptable. We have all served in the army, and ready to again "rally round the flag" if neecied, and do our best to sustain it with our lives, it' need be. This order also includes Baird, Alexander, Elliott, Banks (meaning Box), Rawlings, and all 'other negro worshipers in or about La Grange. Our motto is, peaceably if possi ble, • forcibly if necessary. We are deter mined to get shed of all such characters from among us. We are"determined!!" So you all had better leave! You all have fought us for four years, and now think to mak your fortune by selling arms and am munition to our former slaves, to murder ourselves, - women and children. But you will be foiled in your schemes. For the present, let it suffice that we are "imperative." We have given you all fair wart, iug in time. "MANY CITIZENS." • CITY COUNCILS. A stated meeting .was held yesterday afternoon. SELECT BRANCH. The ordinance imaking an appropriation of $118,400 to the tiirard College fur hitit3 was adopted as reported by the Committee. An ordinance making an additional ap propriation of $7,550 to the Department of Clerks for 1865 was adopted. Mr. Hodgclon reported an ordinance in cr. using water rents, which was postponed. Alter a long discussion, au ordinance, am thr.rizing the Philadelphia and Baltimore Rohroad Company to construct certain turnouts on Washington street, was post poned, and made the special order for Thursday next. The ordinance making an appropriation to the Department of Police fur 1866, was co'icurred in. •_n regard to the appropriation to the Guardians of the Poor, the Chamber re fused to recede from its amendment, and a committee of conference was appointed, The same Course was taken with regard to the appropriations to the Water Depart mucnt and Law Department: The ordinance making an appropriation to the Department of markets, Wharves and Landings for LSO, was concurredin without a men dru ent. The ordinance making' an appropriation for lighting the city (luring 1866 was con curred in. The. ordinance making an appropriation in the Department of Clerks of Councils, Ncrns amended, and then concurred in. Ad journed. COMMON BRAxcEr. Mr. Marcer, of the . Finance Committee, submitted ordinances making appropria tions to the Department of Street Cleaning and City Ice Boat, which were ordered•to be printed. The same gentleman reported a resolution approving the sureties of John Given, City Commissioner. Mr. Heitzel moved to postpone the resolu tion kir the present. He said a gross fraud had been committed in the election of John Given, and Councils sbould.not approve his securities until the legality of his election is legally decided. Mr. Marcel. stated that the Court had de cided that Mr. given should take his seat on the first of the year, and if this resolu tion was not adopte.3, he would , be acting as 'Commissioner without security. .. The resolution was then adopted„ A resolution was adopted providing for the appointment of a committee to make the necessary arrangements for the inaugu ration of the Mayor elect. Mr. Marcey reported an ordinance appro priating $8,404 60 to pay fees of Sheriff, Coroner, District Attorney, Judges of Elec tion, ezc. Agreed to. Mr. Evans reported an ordinance fixing a wharf line for Windmill Island, which was postponed. The ordinance appropriating $692,092 to the Department of Police for the year 1866, was considered and passed, after-being so amended as to reduce the amount $7OO. The ordinance from Select Council,appro priating $2,500 for cleansing the streets, was concurred in. The resolutions of thanks from Select Council,to the members of the Bounty Fund Commission, wero concurred in; also the resolution depositing ashes in South Broad street. The amendments made by Select Council to the Water, Police and Poor Bills, were non-concurred in. The ordinance appropriating $28,499 17 to the Department of Markets was passed. An ordinance appropriating $429,777 50 for lighting the city for 1866 was adopted. The ordinance appropriating $37,204 50 to the Clerks of Councils for 1866 was taken up, and after being reduced to the amount of $4,370, was adopted. The ordinance making an appropriation of $376,562 50 to the Highway Department for 1866, was next considered, and the sum of $43,400 stricken out, leaving the sum of $333,162 50. The bill was adopted as amended. Ad journed. British War Vessels in the Pacific. [From the Panama Star, Dec. 13.] From the Vancouver papers we gather some interesting information about the British naval force in the Pacific. There are at present eleven British men-of-war in the Pacific squadron, of which the following were at last advices in Esquimalt harbor: Flagship Sutlej, steam frigate, 35 guns, 3,066 tone, 500 horse power ; Clio, steam corvette, 22 guns, 1,472 tons, 490 horsepower; Devas. tation, paddle sloop, 6 guns, 1.053 tons,. 400 horse power ; Sparrow hawk, steam gunboat, 4 guns, 670 tons, 200 horse power; Grappler, steam gunboat, 3 guns, 60 horse power; For ward, steam gunboat, 3 guns, 60 horse power; Beaver, surveying ship, 3 guns. The following ships are cruising in the South Pacific: Tribune, steam frigate, 23 guns, 1,570 tons, 300 horse power; Leander, steam frigate, 39 guns, 2,760 tons, 400 horse power; Cameleon, steam sloop, 17 guns, 952 tons, 200 horse power; Columbine, steam sloop, 5 guns, 650 tons, 150 horse power; Shearwa ter, stearn;sloop, 11 guns, 669 tons, 150 horse power; Mutiny, steam sloop, 17 guns, 822 tons, 200 boise power; Alert, steam sloop, 17 guns, 751 tons, 100 horse power. SLEEPING CARS.—There is some truth and some exaggeration in the subjoined para graph, and conductors of sleeping cars may take irow it a valuable hint or two: "e'ew persons traveling upon railroads by night, will ride in any other than the patent sleep ing cars. For the privilege of so doing they are charged an extra amount over the regu lar fare, It is decidedly a luxurious mode of getting over space, but if everybody only knew how much poison they receive into their system from the broken rest taken in one of the banks of such cars, they Would certainly give them a wide berth. Thou sands of persons have occupied the same berth in which you are stowed, and per chance every disease known has rested with somebody the same couch which you deem to be a luxury. Frequently travelers arrive home Mier an extended tour, and are immediately striokeu with a fever or other type of disease, and sot the cause down—not to its true origin, riding in sleeping cars—but to the imagined fatigues of the journey. The ventilation, too, is poor and improperly managed, as the occu pants of the top berth very naturally object to sleeping in a draft for the benefit of .the groundhogs; and your attendants will shut up ventilators to save heat until the ear becomes a foul, revolting charnel house, wherein sleep is perilous, and breathing the inhalation of disease and death. Until this abuse shall be reformed, and every car thoroughly ventilated from the bottom as well as ihe top, so as to maintain a pure attnot-phere within it, whatever may be the temperature without, and utterly indepen dem ot the will of the conductor, we advise pak.sengers to keep out of sleeping cars."
