The Select and Common Gouncils of the City of Philadelphia, do ordain: That the Mayor be'and he is hereby authorized to borrow on the credit of the city from time (to time, as may be required by the City Treasurer, such sums of mpney as may be required to aid the enlistment of Volunteers for the service of the United States, not exceeding in the whole the snm of Two Million, Dollars, for which interest, not to exceed at the rate of six per cent, per annum, shall be paid half-yearly, on the first day s of July and January, at the office of the City Treasurer.
