A N ORDINANCE TO AUTHORIZE AN AD-
J\ DITIONALLOANTOAIDTHE enlist
ment OF VOLUNTEERS. - *
Section 1. The Select and Common Gouncils of
the City of Philadelphia, do ordain: That the
Mayor be'and he is hereby authorized to borrow on
the credit of the city from time (to time, as may be
required by the City Treasurer, such sums of
mpney as may be required to aid the enlistment of
Volunteers for the service of the United States, not
exceeding in the whole the snm of Two Million,
Dollars, for which interest, not to
exceed at the rate of six per cent,
per annum, shall be paid half-yearly, on
the first day s of July and January, at the office of
the City Treasurer. The principal of said loan
shall be payable and paid at the expiration Of thirty
years from the date of the same, and not before
without the consent of holders thereof, and cer
tificates therefor, in the usual form of such certifi
cates of City Loans, shall be issued in snchamonnt
as:the lenders may require, but not for any frac
tional part of one hundred dollprs, for irequired
i,n amounts of five hundred or one thousand dol
lars, and it thallbe expressed in said certificates
the said loan therein mentioned, and the interest
thereof are payable free from all taxes.
Feo. 2. Whenever any loan shall'he made by
virtue hereof, there shall he, hy force of this ordi
nance, annually appropriated out of the income of
the corporate estates, aqd from the sum raised by
taxation, a sum sufficient to pay the interest on.

tenths of one per cent, on the par value of such
certificates so issued- shall he appropriated quar
terly, out of the income and taxes,, to a sinking
fund, which fund and its accumulation are hereby
specifically pledged for the redemption, and pay
ment of said certificates

Eesolvedy That the Clerk of Common Council be
authorized to publish in two daily newspapers of
this City, daily for four weeks, the Ordinance pre
sented to Common Council at a stated meeting
thereof, held on the 4th day of February, 18G4, en
titled “An Ordinance to Authorize an Additional
Loan to aid the Enlistment of. Volunteers,” and
the said Clerk, at the stated meeting of Councils,
next after the expiration of four weeks from, the
said publication, shall present to Councils orie of
each of said newspapers for every day in which

PROPOSALS will be received at the Navy
Department until the 3d day of March, 1664, for
raising or wrecking and removing the materials,
and delivering at the United States Navy Yard,
Gosport, Va , the wrecks of the following ships,
viz:
Frigates “Cumberland” and “Congress,” at
Newport News; and “Merrimack,” nearUrauey
Island.

“Frigates “Raritan” and “Columbia,” and
Line-of-battle ships “Pennsylvania,” “Dela
ware,” and “Columbus,” in ;he vicindyof the
Navy Yard.
Bidders for this contractwilltakeinto considera,
tion that the. Gpvermnent requires the Frigate
“ Cumberland,’’ and whatever may be on bqlvrd
ol her, either public or private property, to- be
delivered at the Navy Yard, Gosport, Va., or at
another convenient place which the Government
may designate, without any further mutilation
than may be absolutely necessary to raise her.
It will be required by the Government that the
contractors commence as soon as practicable on
the “Cumberland,” and not to engage or com
mence on any oftber wreck, without permission
from the Government, until she is disposed of.
Tbe Government will'also claim the right of de
signating the order m which, after thi ‘♦Cumber
land, ’ ’ tbe wrecks are to be raised; also, to deter
mine whether a wreck shall be blasted or raised
whole. *
No sale or appraisement can be claimed by the
contractors on any wreck until all the vessels
named shall have been removed, ar.d duly received
by the comtrandant, unless by authority of the
Navv Department.
No* wreck will be considered removed whileany
portion of keel or iloor timbers remains.
All the wrecks, us well as fragments of timber
and other material, (which may ba, the result of
blastiDg,) must be deposited at the Navy Yard at
suth place or places as tho Commandant may de
signate. And such property, after haying been
received by the Commandant, shall be considered
in cbnrgcof theUuitea States Gevernment, until
disposed of agreeably to the specifications of the
contract to be made.
Ail the appliances used in raising tho wrecks
must he. famished at the expense ot the con
tractors.
Tho offer must state the rate per centum, or sal
vage, for'raising and delivering each vessel, also,
fer wrecking; the value to be ascertained and de
termined by two persons to be appointed by the
Deparlment, and ore person to be appointed by
the Contractors, or on tne actual proceeds of a salo
at public auction, for the whole or any part,as the
Dcparfmeiitinay elect, . The offer mast be accom
panied by the guarantee of responsible parties that
the contiactwill be executed if awarded. The
Department reserves the right to-reject all bids of
parties wbo have not the proper means provided
lor executing the work, and of annulling the con
tracts the. work is not executed indue proportion
to the time fixed for completion. The proposition
