The Sugar Question in the Senate. Mr. Houston, it seems, lias brought forward in the Senate a proposition respecting the tax on sugar. The Committee on Finance, on his motion, were yesterday instructed to inquire in to the expediency of suspending for two years, the heavy duty with which the commodity is burdened. The motion comes from the right quarter— from the representative of a state in which the forced culture of the sugar-cane has mad. „ beginning. If we cannot have a repeal of t! o suiritr-tax, we shall be v. ry glad to have a temjorery relief from it. If it should lie sus for two years, the probability is thai t },e nation would never allow it to be re-iuipos We eon.mend Mr. Houston for the cour and public spirit which prompted this step. The Committee 011 Finance should have no d ffieultv in bringing in a favorable report.— The government does not need the money to it- derived from the sugar-tax, since there is too much money in the treasury already, and t j.f consumers would te very glad to keep it in tlm r own pockets. If we cannot get the sugar tax eith r repeal ed or susjiended, on account of the su|posed interests of the sugar planters, we hope some member of Congress will propose to buy them off It were better to give them a good round Mini at once, and let them go to planting cot tan and maize. rearing flocks and herds.— Past Year the value of all the sugar inijiorted • t > the country wa< nearly fifte-n millions of : dollars ; this year it will greatly exceed that J sr.ni Thirty per cent, on fifteen millions gives j <4 500.000, which was the amount of the su gir tax levied last year A. or I ng to the last census, the whole 1111 - ; Krof sugar planters in the United States is i 2 041 The had crops of the l ist few years, ' and the want of cunes suitable for planting, have coioidci'ably reduced this number, the oarers of many e>f the estates having now sub . :ii the cultivation of cot'on ; we suppose, nerefore, there cannot be more than two thou s.i.i sugar-planters at the present time. It aould be better to give them at once a sum . u.i! to the product of the sugar-tax for three . • ;r years, than to go 00 paying from year ; rear a heavy tax for which the country has vision, and the presence of which in the rv corrupts our legislation. The Election is past, and its results proves that the w< rk devolved on the Republican party is not vet com pitted. In all the Eastern and Northern portions or the country-lii, New-England, New YOlk .Ohio and the North west—the Republican banner floats in triumph : while in southern1 Jersey Pennsylvania. Indiana and Illinois—in -hort. wherever few newspapers are taken, and where •ommon school- are too new and too feeble to have edu cated the pre-ent generation of voters—the black flag of slavery obstructs the sunshine. A strancer to America niiaht distinguish those portions of our count'v most le -ed with Education. Intellieeime. Thrit and \'r*.nc v scanninir the returns of the Pre-identi.ol eontest ofl5e! ■V e have tailed of pre-ent success, not because the Peo •ie are against nil but because that large portion who did not bear o r read the argument and do not know what were the real Questions at issue, went almost solid against us. reversing the verdict which the great majority of the educated and intelligent endeavored to pronounce. These facts indicate the path of pressing duty. With no unmanly re [linings over what is irrevocable—with no abatement of heart or hope because the triumph of I.iber d, " eW "/v eal not , w ,n * tthe Lon * I-Knd and White Plains of her stniggle—with no shadow of regret that the responsibility of governing is not confided to her champions before the People were fullv readv to sustain them—we begin afresh the work of diffusing that viul truth which, in regard to the concerns of this world as well as of the next, makes Free indeed. Now in the Slave Power's heyday of victory, when its ministers and seryitore are gathering and plotting to make the most of their triumph and " crush out" the spirit which thev vain- i ly believe to tie crucified and entoml>ed-now, when the ! faint-hearted or cold-hearted who latslv basked in the sunshine of our premature hopes are hauling off to repair . damages and ta.kiag of aliandoning the rugged arena of Politics for more quiei and flowery fields—now. in this ! hour or weariness and shadow. Tas TRIBUNE renews its vows of eternal hostility to everv form of tvranav over I the bodies or souls of men—to the shameful'assumption - that the benighted and feeble, whether in soul or body 1 are to be regarded and treated as the convenience or the t prey of their wiser or stronger brethren—to the domina- ' tion of despots aud oligarchs, whether of empires or plan tations—to the enslavers of cities and kingdoms in F.frepe or the breeders of childreu for the auction-block and the j cotton-field in Virginia or Alabama, j The doctrine that no human being was ever created for i the benefit or advantage of another—that ail service be ! tween man and man should be free and reciorocal—that the laborer should cot toil and sweat to pamper others' I ; pride or minister to others' luxury, but for the sustenance : and comfort of those near and dear to him—is destined to j certain triumph. It must prevail, for God reigns, and Earth was not created to be a theatre of injustice, opnres ! sion and misery for ever. It rant triumph ; for all true prophecy affirms and the vindication of the Divine ben;g nity imperatively requires it. It must tr. iniDh ; for De mocratic America cannot alwuvs remain the scoff of aris • tocrat-. the shame of reformers and liberals through- i out the Old World. It must triumph : for Man's history j is not a chaos or a riddle, but everywhere instinct with meaning ; and no heroic effort ever'failed of its effect—no drop of martyr blood was ever shed in vain. But even i: we Republicans were disposed to fold onr arms in si umber our adversaries would not permit it. They ! are busy to-day in lengthening their cords and strength i ening their stakes with a vigilance and activity which re veals a consciousness on their part that their dominion must be made sure forthwith or their sceptre will have forever departed. To-day. myrmidoms of the Slave Pow er threaten and harass Northern Mexico, are encamned in the heart of Central America and waging a war of ex- i ; termination on the distracted inhabitants of it, pettv Re publics. while it by turns leers and scowls at Cuba, while its most ruthless bands arc precipitated on devoted Kan sas. under the protection and smiles of the Federal Ad ministration. Even as we write, the telegraph informs 1 us that twenty Free-State men. guiltv of attempting to defend their homes against the rapine and violence of Bu- ' ford's and Titus' blood-thirsty bandits, have been convic- ; ted by Leccaspte s Court of manslaughter 1 and sentenced to five years' imprisonment at hard labor as felons. This i- but a fair specimen of what has long passed for "jus tice" in Kansas—a justice which takes the criminals into aid-- them in hunting down, plundering and • wiping out" the innocent, whom it consigns to the State prison if they are ever goaded into the madness of resisting their oppressors. Sub crimes and wrongs as unhappy Kansas has for twelve months end ired ovee Hungary or Poland has never known ; and the Power at whn-e instigation the-e villainies were and are perpetrn ted sits enthroned in the White House, and has just a hieved another f >ur roars'ascend incj in the Federal Government.
