The movement for the suppression of the smoke nuisance in Chicago is meeting with success. No city in the country, perhaps none in the world, produced more smoke than Chicago. The offense had become unbearable. A black cloud, like a pall, hung over the city from morning until uight. The town looked grimy aud greasy, and the people could not have been more uninviting if they had spent the winter in a farmer's smokehouse. Clean clothing was out of the question. A new gait turned gray within 24 hours, and a fresh collar was black before the wearer could get to his place of business. The impossibility ot maintaining a re spectable appearanco developed a habit of slovenliness in dress that was painful to a visitor. Because a collar was so soon soiled there was little to be gained by changing it, so the average business man wore the dirty covering of his neck day after day. 3Ien did not shave when the beard began to show, because the inconsistency in appear ance would have excited comment. The Health Commissioner, in his last report to the City Council, said: "The all-prevading smoke permeates every home and saturates the air we breath, the water we drink and the food we cat. The most sacred precincts of cverv home are defiled; the very founts from which infancy draws its sustenance Bre polluted." Curing 'Without a Prescription. A city cannot live and prosper under such conditions as tlic&e, Notwithstanding the Health Department of the city government realized the magnitude of the smoke nuis ance, it was powerless to prevent or lessen the smoke. In the first place the depart ment had no remedy for tlie disease. It went about commanding a cure without offering any prescription. Manufacturers and other pioducers of smoke became sullen nnd defiant under repeated prosecutions. They paid the.fines levied against them, but continued to smoke. They could do noth ing else unless they went out of business. Many accepted the" alternative and moved to suburban towns that were willing to eat and drink smoke to gain business. It be came a question demanding serious con sideration whether the exodus would not in time affect the prosperity of Chicago. It was under these circumstances that the Society tor the Prevention ot Smoke was organized by the leading business men of the city. It elected an active young news paper man, Edward J. Phelps, Secretary, who is practically Manager. An experi enced consulting engineer, Charles A. White, was obtained at Dunkirk, X. Y., and a stall of assistant engineers and in spectors was added. The active work of the society was begun January 26, last. Pro ceedings against offenders were begun about February !. The first oflenders whose premises were examined were those who sent applications for advice. There have been about 20 such applications to date, and in reply 18 reports have been sent lion Examinations Are Mad. Examinations and reports are made some what as follows: An inspector or engineer is sent to examine the premises, and spends from three to four hours at the plant If he concludes that he can make a report which will enable the owner to make sach changes as will abate or lessen the smoke.be does so; if not, he refers to some well-known engineer, who can make a more detailed examina tion. The information which the inspector acquires covers the following ground:" Ap proximate size of the building served by the boilers; number of .steam elevators, with size, bore and stroke of cylinders: number of steam pumps, with size, bore and stroke ot cylinders; number, kind and size ot boil ers, with rated horse power, if water tube boilers; square ieet of grate surface per boiler; height of the furnace from grates to boiler shell; depth of ashpit; inside capac ity of chimnevs; height of chimney from grates: special lurnace or burner used; kind cf coal and how much to do the heaviest work required. The inspector return' to the office and, after full consultation with the consulting engineer, draws his report, which is imme diately forwarded to the offender. The so ciety fs now sending out reports at the rate of about 30 a week. To offenders who have rot sought the assistance of the society, no tifications have keen sent. These have been in keeping with the expressed wish of the directors ot the Eociety, and have been sent, first, to the steam users, who were the worst offenders in the business district of Chicago. Oflendrra Asked to Stop Smoking. Eighty of these notifications have been sent out "When the offender has not an swered this communication within seven days a second has been sent. This was in the nature of a.personal letter from the so ciety through the secretary. It was drawn in courteous, but lairly pointed language, and iu it the offender is asked whether the society shall infer lrom his silence that he does not wisli its asfistance. It is intimated to him that, if he is unwilling to accept as sistance, methods will be used which will be equally unpleasant to him aud the so ciety, which the society would be loath to adopt Eighteen of these second notifica tions have been sent out, and replies have been received from all but one. Four third notifications have been sent out. These are in the form of a plain statement that, un ices the communication be answered, the ollender will be prosecuted. Tests of five devices used on roailroads have been made. Three of the five practi cally abated the smoke when in use. With one exception they make so much noise that engineers do not like to keep them in oper ation. The single exception was that ot an appliance used on the "Wa bash road. It was devised by the super intendent of motive power ot the road and was as successful as could be expected of any device. The only opposition, prac tically, which the society has encountered has com! from the owners of tugboats, the worst oflenders in the city. The society has undertaken to show them that the nui sance can be abated on their boats and is now engaged in attaching a device to a tug boat, -which will be tested in a few days. The Xuisanco Can Bo 4 bated. .Secretary Phelps says that about three out of eery five oflenders require actual evidence that their chimneys are smoking before they will permit an examination of their premises. It has required as many as four men to wsjtch the stacks of oflenders at different times during the day to convince the owners that smoke was issuing from their stacks. In the majority of cases the society has met with hearty co-operation. Mr.Phelps concludes with the indorse ment of the directors of the society that the smoke nuisance in Chicago can be abolished. As a rule the causes of smoke are such as can be easily and inexpensively removed by some simple action. Frequently it will re quire the expenditure ot money, as some plants will need to be partially or wholly reconstructed. The effect of the crusade which the Soci ety for the Prevention of Smoke has inau gurated is already noticeable. There is cer tainly less smoke than there was two months ngo. But there has not been a. single pros ecution yet by the society. The restraint thus far has been wholly a moral one. The reduction of smoke has been brought about in various ways, and olten uothingmore has been done than to use greater care in firing boilers. Prosecutions are pretty sure to come later; when they do the law will be enforced to the letter, as the society is pre pared to show, as the city could not, how the nuisance can be prevented. High Frices Realized for the Bare Works of an Artist Boston, March 2a Special. 'The private library of the late John B. Gough, of Worcester, was offered for sale at public auction yesterday by C F. Iiibbie & Co. The bidding was lively and the prices realized were fair. The best prices were called out by the "Cruikshankiana," of which a number of stitched pamphlets and handsomely bound volumes were offered. The prices on, this artist's works ranged from $7 to 5300. A beautiful first proof steel plate engraving of the "Worship of Bacchus," on India paper, by George Cruikshank, brought $55 only, while lour original water colors signed by him were purchased by Walter Aldrich, of Providence, E. I., for f23t An original oil painting bv the same artist, entitled "Grimaldi in tte Barber's Shop," was also bought bv Mr. Aldrich for 5300. An origi nal sketch for the comic almanac for 1853 sold for 540. There w ere about 4,000 volumes in the col lection. The trade was well represented, aud it is understood that Este's & Lauriat, of this city, and Brentano, of New Yark, as well as Mr. Aldrich, of Providence, were heavy purchasers. BACK AND SIDEACHE. BOULDEK, Col., March 21 Special A startling discovery comes from the Old Sunshine, about nine miles northeast of Copper Bock. About nine years ago a pocket was struck in the Pleasant View mine, east of the camp, and some wonder fullv rich ore was taken out, but the work men went through the pocket in sinking and lost it Since that time they have been searching for a pocket for the rich pre, and a lew days ago the tunnel drifted into it and exposed an ore body fully three feet wide, and which for richness has never been equaled in this country. It is a tellu rium ore, carrying wire gold, wire silver, claverite, sylvanite and petsite. An assay made of an average sample yielded $16, 178 88 to the ton. The company has already about SO tons on the dump and expects to ship a quantity to-day. The free gold in the ore, is so thick that miners could not believe it was gold and brought some samples to-day to test before they would risk a shipment It is ex pected that the whole ore body will average several thousand dollars per ton, and there is an immense quantity ot it already in sight CURTIS TIKED OF JAIL. San Fbancisco, March 23. pcria!. The case of Actor M. B. Curtis came up yes terday on a motion that Sam'l of Posen, be admitted to bail pending his second trial for the murder of Policeman Grant Cur tis looked cheerful, butjail life evidently does not agree with him. He chafes at the confinement of prison and also at his failure' to personally attend to his property interests across the bay, which are large. His counsel, Footej argued that, as not one of the jury had voted to hang Curtis, therefore he could pot be regarded as having committed a capital offense, and was entitled to bail. Curtis' ownership of real estate here, where he had invested all his savings, precluded any idea that he would forfeit his bail. The District Attorney made merely a perfunctory objection, holding that disa greement of the jury put Curtis just where he was before the trial began. The Judge reserved decision, which he promised to make in a dav or two. It looks as though the actor will be released on heavy bail. FAEMEE HOI A LUNATIC. The Georgian Who Bad Himself Arrested Is Found to Be Sane. Kew Yokk, March 21. Special James Alexander Farmer, the Georgian who says that, although innocent, he is wanted for murder by the sheriff of Jackson county, Ga., was adjudged sane yesterday, by Dr. Douglass, at Bellevue Hospital, to which he had been committed by "Justice Duffy for examination. Dr. Douglass' opinon was possibly in fluenced by a telegram to the New York police from Sheriff Collyer, of Jackson county, asking that Farmer be held, and announcing that he had set out for this city to take Farmer back to Georgia. On the strength of this dispatch Farmer was transferred from the insane pavilion to the prison ward of the hospital. He will be taken to the Tombs Court to-morrow. In the House of Commons to-day, in reply .to a question put to the Government, Edward Stanhope, Sec retary of State for War, stated that he had telegraphed for information regarding the punishment of soldiers at Aldershot' for wearing the shamrock on St Patrick's Day when they were in undress uniform. John MacNeill (MeCarthyite) remarked that the late Duke of Clarence and Avon dale, who was a Major in the Tenth Huz zars, had worn the shamrock when he was in full dress uniform.
