THE APPROPRIATION ORDINANCE rinally Passed ly a Vote That Was Prac ticallj Unanimous. JtUXOE HATTERS IX C0H1T0N COUXCIL A special meeting of Allegheny Common Council was held last night to consider the appropriation ordinance and other business received from Select Council. The appro priation ordinance was the most important measure acted upon, and it was passed as received from Select Council without alter ation. The total of the apDropriations is 51,114,775. The tax levy is 9 mills city tax, 3-10 of a mill for interest oa sewer bonds and 1 mill business tax. "When the ordinance had been read Mr. Koehler wanted to know if. after the ordi nance was pasted, there would have to be any increase in any of the appropriations. He thought that the market clerk and con stable should have more salary, and perhaps others, and if awhile they were raised he wanted the salary appropriation to be large enough. Mr. Gerwig said that there has been talk of a reision of the salary list, and if the revision is made some unnecessary clerk ships could be abolished and those entitled to more would get it The one would balance the other. Objections of One Councilman. Mr. Nesbit remarked that he thought passing this ordinance was throwing dust in the eyes of the people. It is making pro vision to pay expenses on a 9 mills tax hen it could not be done. The contingent fund is only a little over $71,000 and there is already 568,000 to come out of it. There would be no contingent tund to hammer at and the appropriations are all going to run short. He intended to vote against the ordinance. The ordinance was passed finally without further remark, by a vote of 36 aves to 2 nays, Messrs. Nesbit and Schondelmyer voting nay. The other measures passed finally were: Ordinances authorizing an abatement of the assessment against property holders for the grading and paving of East Ohio street, authorizing the payment of $1,315 to the heirs of William. Bender in settlement of a claim for damages; for the grading of Division street; regulating the receipt of and accounting for moneys of the city; resolutions awarding the contract for lour steel boilers for the Howard street pumping station to James McNeil & Bros, at $3,350, and awarding the contract for a retaining wall of I'errysville avenue to Joseph Hastings at 52,126 25. The Tax on Street Cars. The ordinance for licensing vehicles was amended, on motion of Mr. Lewis, by striking out the word "car" wherever it oc curred as an act of assembly provides for a special tax on cars. It then went over for reprinting. The rules were suspended, and on the call of wards a number ot papers were presented and referred to the proper committees. Mr. Olher presented an ordinance to pay Jo seph Hastings a balance due lor grading California avenue; Mr. Mercer, petition to fix the width of the sidewalks on Morrison aienue, ana a communication lrom .Mrs. I fill ONE-DAY SPLURGE ! Peg Leg Eldridge and Bert Curtis, the two Rio Grande train robbers sentenced to life imprisonment in the United States Penitentiary and in the county jail here, made a desperate attempt to escape last night. In some way Eldridge had secured a razor, and when the single guard who was in charge of the prisoners missed the two rob bers he began to search for them. Suddenly he was seized from behind by Curtis while Eldridge held the razor over the guard's throat, demanding the keys. The guard, instead of complying, began shouting for assistance, which soon arrived, and the tuo men were overpowered. Formally Changed to a Corporation. A report was current on the streets yes terday that the coke works of Armstrong Bros. & Co. had changed hands. Inquirers at the office of the firm were referred to At torney J. E. McKelvey, 'who stated that the only change made was that the firm had become a corporation. The charter was secured about a month ago, and the details of the new management were announced at that time. The formalities have just been completed. George B. Wendling, th,e Washington lecturer, registered at the Seventh Avenue Hotel yesterday. He lectured in Wilkins burg last evening.
