TEOUBLE IX CLEARING THE CHANNEL There is every probability that a heavy shipment of coal will go out to-day, and, as a consequence, all was bustle and activity on the wharves yesterday afternoon. Early in the afternoon reports began to come from the up-river towns that the streams were rising, and the common, prophecy among the rivermen was that the water might reach ,. the ten-foot mark by this noon. As has al ready been stated in TnE Dispatch there is now about 17,000,000 bushels of coal awaiting shipment from this point If the ten-foot stage be reached nearly all of this coal will be moving down stream by early this afternoon. The cold weather may stop the rise, but this, on the whole, is not prob able. At 4 o'clock yesterday afternoon the Mater at the Smithfield street bridge had risen nearly to the seven-foot mark. In the event that the river rises but eight fcet,more than half of the coal will go down. The authorities at Davis Island dam stated that, in all probability, the wickets would be lowered before daylight. There are about a score of boats within a short dis tance of the dam, and last evening nearly all of these had their tows made up, and were ready to "cut loose" at an instant's notice. Fifty Steamers Heady to Start. The rivermen seen would not make any definite statements as to how much coal they would send out There are about SO boats at this point, and all were rep orted to be "firing up" yesterday afternoon. Among the boats that ill start down stream are the following: Jim Brown, E. J. Koberts,TV. W.O'Xeil, Sam Clarke, John 1". "Walton, Jay Gould, Charley Brown, Diamond, Crescent, John A "Woods, Joseph "Walton, Sam Brown, Hornet, Beaver, ICellie "Walton, Jim "Wood, S. S. "Wood, Frank Gilmore, James Gil- more, Annie Roberts, John Jloren, Time, Rescue, Charley Jutte. Eagle and Enterprise. The lower river towns are badly in need of coal, in fact, at some points there is al most a coal famine, and the fuel which leaves here will find a ready market. There was considerable indignation among the rivermen on account of the bad shape of the channel at "glass house riffle," as the result of the operations of the sand diggers at that point At the office of "W. V. O'Xeil it was i.aid that the -sand boats of Stalsaubadi & rficl hart been at work on the bed of river at the riffle, and that in several places piles of gravel and rock had been raised which reached nearly to the surface. This dangerous state of aftairs was learned yesterdav morning, and the tow boat J. A.' Blackmore was dispatched to clear away the obstruction. Tlie Itlackmore Caught in a Squall. The boat was caught in the gale which came up soon after she reached the riffle. Her scraper was broken, and the boat vas obliged to make for the center of the river and keep "bow on" toward the gale, which was so severe that it would have wrecked her had it struck her broadside. Another scraper was secured, and as soon as the gale died down the work was again commenced. All last night a large gang of men toiled at tne sana piles, ana it was thought that the channel would be cleared in time for the boats to pass. One riverman, in speaking of the matter, said: "The obstruction of the channel of a river has been made a crime punishable by a fine of ?5,000 and one year's imprisonment The rivermen are fast losing patience with these repeated and flagrant violations of the law, which not only are liable to cause great destruction of property but loss of life as welL You need not be surprised to see some of these offen ders brought up standing before long. These sand men go to work and fill up our river, and when high water comes we river men have to clear the channel, and more than that we have to stand the expense of the operation."
