TESTEnDAT'S "WORK OP COfXTI COUKTS Judge Stowe yesterday handed down an opinion in the cate of Clerk of Courts Ic Gunuegle against Controller Grier. The case was an application for a writ of man damus to compel the Controller to grant a warrant for a month's salary for Alexander McGunnegle, a clerk in the office of the Clerk of Courts. The Controller refused to issue the warrant hecause the Clerk, he claimed, had not worked during the month. Judge Stowe, in his opinion, decided that tinder the law the Controller could refuse to pay the 1)111 if he saw fit to do so; it was M-ithin hte diFcretionary power.
