Dr. Campball Tells the Directors How to Bun Their Scliool. 8ECEETAKI SMITH'S EXPIATION The site for the blind asylum has not yet been settled, and it is possible that the "pic nic tract" will not be given lor the school. Dr. Campbell of London, yesterday in formed the directors of the, institute that he convinced Mrs. Schenley that the picnic tract was away out of the road and was no place to build a blind school. The lady is taking more than a passing interest in the school, and it is probable that a site nearer to Penn or Fifth avenues will be given. Dr. Campbell arrived in the city yester day and registered at the Hotel Duqnesne. lie was accompanied bv his wife and left last evening, on the 9:20 train via the Balti more and Ohio road, for "Washington. In the afternoon he met the Board of Directors of the institute and gave them much valua ble information abont the management of the Pittsburg school. He said be met Mrs. Schenley the day afterbis interview with the Pittsburg p.trty that went to see her. She regretted very much the past trouble among the directors, and made a recommendation to avoid any unpleasantness in the future. She said she would like to see the rotary election system adopted, that is, instead of electing a whole new board each year, to elect only three members, the others holding ovev By doing this the Doard would never die, and there could be no friction between those retiring and the newly elected direc tors. The board will adopt the suggestion of Mrs. Schenley arter the expiration of this term. WILL BE SATISFACTORY. In regard to a site for the school, Dr. Campbell said he told Mrs. Schenley that it would not do to put such an institution on top of the hills of Allegheny, or back in a woods, where people could not se'e or get to it. He said it was necessary to erect the building near one of the main arteries of travel, and that the "picnic tract" back "of the Allegheny cemetery was not a desirable site. Mrs. Schenley informed Dr. Campbell that she bad intended giving the "picnic tract," but that the doctor, as stated above, said yes terday that he had convinced ber that it was nn: a good one. She then said be would donate a site that would be suitable for the public as well a the incorporators and directors ol the institution. Dr. Campbell, in his graphic way, gave an excellent description and outline of bow the blind school in London is conducted. He told the story of his life and the many obstacles he bad to overcome to get a musical education. The story was printed a vear ago. when Dr. Campbell was in the city. He said he would like to see one special department created in the new institute for an industrial school, where blind children could be taught practical and useful trades. He also said it would be necessary to hare ample playgrounds aronnd the building, where children could frolic and get plenty of exercise. The names of two additional pupils were re ceiled jesterday. This makes a round dozen with which the new school will begin doing business. Secretary fcinith also received a letter from Superintendent Jacobs, who is getting his affairs in shape to move from In dianapolis to Pittsburg. The school will open on October L,as has been previously announced in Ihe Dispatch. THE DUTIES DITTOED. In regard to the interview printed in The Dispatch yesterday. Secretary Smith said: "X can easily explain how I am enabled to bold two positions at the same time. At the election of the board, in May last, Major A. M. Brown stated that if it was intended to make Mr. Dnneboo the secretary of the institution, with a salarv, that under the laws of Pennsylvania be conld oot serve as a member of the Board of Directors. Mr. Doneboo's name had been mentioned on more than one occasion for the position of secretary and agent, ortfinancial officer, and I uijself talked with some of the directors.prior to the election, who thought that, in recognition of bis eminent services in bebalt of the institute we should tender him the posi tion." "That the rule Mr. Donehoo quotes will not apply in the case of the present secretary is ap parent by tbe reading of the following from the minutes of May 12: On motion of Mr. George W. Dil worth. Percy F. Smith was chosen secretary, with the understanding that tiie duties of the office are simply that of recording and corresponding, but does not in clude the duties of bookkeeper or financial fficer of the institution, or involve the pay ment ot a salary." "My work has been the recording ot the min utes, conducting tbe correspondence for tbe board and enrolling tbe nupils for tbe new school. Tbe Executive Committee approves and pays all bills on warrants signed by the chairman of the Executive Committee and the secretary, the treasurer keeping the accounts. It was at ray own personal request that the duties weie divided, and the new superintend ent will be the bookkeeper and financial officer of the institution.'' Elderkin was convicted yesterday of voluntary manslaughter for the killing of Harry Barnhardt, an 11-year-old boy, on July 12. Elderkin was a driver in the em ploy of "Wilson Bros., East End merchants. He" was driving along Penn avenue near Pearl street, and the boy with a companion jumped on the back of the wagon. Elder kin put them off. and Barkhardt fell under a passmc cable car and was fatally Injured. At the trial, which was before Judge Magee, District Attorney Johnston appeared fur the prosecution and Thomas II. Marshallrepre sented the defense. Joseph Shoot, the Boy who was with Barnhart at the time or the accident, testified that when the driver came back to put them off the wagon he jumped and ran away, but that the driver jumped and caught Barn hart and threw htm againsr the side of the cable car and he fell under it and.was run over. E. L. Elderkin, the defendant, was put on the stand, and testified that be bad nortouched the boy. When he ran back the boys both ran, and Barnhart was caught by the cable car. He said he went to put the toys off the wagon, because he had been sick' and was suffering from nervousness and rheumatism. Dr. and Madam De Lester, arrested recently by Inspector McAleese for fortune telling, yes terday entered pleas of guilty before Judge Magee.
