The Institution is Thiwn Open, But Ko Horrors Are Found. DOW INSANITY IS OFTEN DISPLAYED A census-taker for The Dispatch yes terday visited the Dixmont Insane Asylum for the purpose ot enumerating the number of sane persons confined there as insane. He first selected three mild-faced ladies as fit subjects about whom to work up a sensation of sanity buried in a mad house. In the early part of the conversation they seemed sane enough, but unexpectedly the first charming lady ol over 50 years sprang a little sensa tion of her own. She recognized in the cen sus taker her son from Slasontown. "With the wild cry, "You are my "Willie" she flung hr arms around his neck, and cave him a hug that would discount the grip on a cable line. He recovered enough to try it again, and next pot a jiroposal of marriage. The next sane looking woman shattered the idea by telling the census taker she was in love with him. She was the first woman who had ever told him so, aud he did not believe it. Ef THE SAME BOX. Coming to the conclusion that old ladles were not good subjects, he then tried a younger one, only to be again asked to play leading man in a wedding, and having tho request backed by another hug and a kiss from a pair of rosy lip. This disheartened him. and deciding that all women were insane, he started to hud sanity in the male wards. Alter listening to innumer able tales of woe from the inmates, the most sane looking man in the hospital declared the beardless census taker was his daughter, and that if she did not discard trousers and return to jjetticoats he would disown her forever. That was too much. The investigator didn't believe there was any sanity in that township, and vanished were his hopes or sensation in discovering a sane inmate of Dixmont. He was not to be disheartened, however, and at once resolved himself into a sleuthhound to expose the horrid cruelties which must be practiced in such an institution. Dr. Hutchin son accompanied the transformed census taker. Every department was visited. Not a door was barred. Any door that looked as though it might conceal a mystery was opened as soon as requested. In every instance it re vealed a harmless looking linen closet, a bath room, storage room, a fruit cellar or something else just as innocent. Every place was scrnpnlously neat and clean. Especially was this true of the sleeping apart ments and dining rooms. There was nothing that had the least appearance of a chamber of horrors, and if the good natured doctor does run a little inquisition of his own, it must be bnried deep under the walls of the madhouse, or concealed in a cave under the hill. None of the patients showed the least signs of having received violent treatment. They are all divided into wards.accora.ing to their mental condition. All are clean as could be expected. It was impossible to keep the more violent ones neat, but all were dressed as well as could be expected under the circumstances. JUST LIKE A HOME. In the wards where the milder patients were confined everything was as comfortable as a home, and all the inmates seemed contented. They bad musical instruments, and were play Ins various games, from checkers to billiards and from old maid to the grand old American game of draw poker. Others were reading or promenading on the balconies which lead out to the Ore escapes. There was not nearly enough reading matter for all of them, and as soon as a book or a paper was laid down it was immediately picked up by some other patient. In the somen's department everything was on a more luxurious scale, and even the parlors of Dr. Hutchinson would not compare any too lavorably with the parlors in many of the fe male wards. There the ladies also had music and various games, but there was a want of reading matter. The "sleuthhound" looked back over his in spection of the institution and did not have even a shadow of hope on which to base a story or cruelties for even the patients them- selves seemed to regard the doctor as their best friend and confidant The idea that they were poorly fed next struck him. but a crlance at the well-rounded forms of the healthy looking patients, together with a visit to the kitchens and storeroom, soon dispelled this idea. The kitchens were all well supplied, and the one for the patients was as well appointed as the one for the officers of the hospital. The census taker was then at the end of his string. His proposed sensations had flitted away to where the sanity of the patients had rone, and the onlv thing lelt was to talk to Dr. Hutchinson until tram time, and it was im possible to draw the dividing line between task and pleasure. The doctor said: XOTHING TO CONCEAL. "There is nothing in this institution which needs to be concealed. Every part of it is open to the public, whenever they want to look at it. It is true thero may bo an occasional case of cruelty, but that cannot well be avoided. We have 719 patients to look after, and in employ ing nurses there may be sometimes a mistake in the man. Whenever any case of cruelty is discovered the offender is at once discharged. The only re'ason I know of lor the resigna tion of the local members of the State Board of Charities is that they were unable any longer to attend to the work. I do not believe they could ever complain of their treatment here. I have visited a number of hospitals every where, and every one I see makes me more pleased with my own. Our new building is almost perfect. The only thing we really need badly is more reading mat ter. The patients are all anxious to read, but we cannot get a sufficient supply. "One thing in particular about our hospital is its perfect fire protection. There are fire escapes fin every floor, and then we have stand pipes from which we can throw water to any part of the building. This summer we will greatly add to the beauty of the grounds by doing a large amount of grading and making some new walks aud drives." Shortness of nrenib. TO QUASH THE DAMAGE SUIT. ' Groeizlncer Snys the Landlord's Warrant Was Not Against Latimer The Central Trnctlon Company Sued by the City An Action on Locks. In the Court of Common Pleas No. 1 yes terday an application was made by C. S. Petterman and Frank "Whitesell, attorneys lor Groetzinger, to quash the $50,000 dam age suit in the case of T. M. Latimer against Edward Groetzinger and "William Billings, constable, which was instituted last Saturday and published in the Sunday -and Monday newspapers. The landlord's warrant issued by Mr. Groetzinger was against Marshell & Anderson and not against T. M. Latimer at all, and was for 510,000 for one year's rent from April 1, 1S39, to April 1, 1S90, and which rent was payable in advance, in accordance with the terms and conditions of tho lease be tween Marshell & Anderson and Groetzinger. Neither Marshell nor Anderson nor T. M. .Lati mer, it is claimed, have paid any rent at all since April 1, 1SS9. and almost one year to date. Mr. Latimer stated that he has made some tenders of rent, although he has not paid any thing to Mr. Groetzinger or any person elso for the premises he has occupied during the past year, and in selling carpets, contrary to the terms and conditions of the lease between Marshell fc Anderson and Mr. Groetzinger. Mr. Groetzinger desires to have the terms and conditions ol the lease carried out: if Mr. Latimer occupied the premises for tho last year, and did not sell carpets and oil cloths, then his rent would be $5,000 per jear; in case carrots were sold upon the premises up to April l Iran thpn Marshell & Anderson, or their assignee, would pay at the rate of $5,000 ad ditional rent per year, or $10,000 per year. It is not denied that Mr. Latimer occupies the premises on Federal street, Allegheny, and that he has paid nothing for his occupation ot the premises since be went into possession in April, 1SS9. All Mr. Groetzinger desires, from what can bo gathered lrom the several suits now pending, is that Mr. Latimer bo required to keep tho covenants in the Marshell & Ander son lease. This Mr. Latimer refused to do, and hence the contention between the parties, and Latimer still holds the premises the same as a bkrauger. me warraub issueu ms lu uuiaiu the actual reut due by Marshell & Anderson, and if Mr. Latimer's goods, or any other stranger's goods were upon the premises at the time the warrant was issued, the goods would be liable for the rent pMr. Groetzinger. in his affidavit presented to Judge Slagle yesterday, sets forth that he is a freeholder, and that the suit brought by Mr. Latimer for damages was without authority, unwarranted and contrary to law. The rule was opposed by Messrs. Ferguson and Imbrie, attorneys for Latimer, but Judge Slagle granted the rule, notwithstanding the strong protest of counsel for Mr. Latimer. The final argument will no donbt take place the last of the week, when a final order will be made by the full bench, in all probability. MRS. MAI'S JAIL LOCKS. She Enters Suit Against Erie County for Using Them. Mrs. Sarah May, of Indianapolis, widow of Edwin May, deceased, of Indianapolis, yester day entered suit in the United States Circuit Court against the Commissioners of Erie county, claiming 3,200 for infringement on her deceased husband's patent in a contrivance by which prisoners can be locked in their cells without their guardian coming in contact with them. The system is in pretty general use through out the country, the patent, expiring in 18S0, since which time its use has spread unhindered. Pittsburg's palace of detention on the hill is locked by Mrs. May's system, but as the jail has been built since 1880 she has no cause of action in this county. Many counties in this State are not so fortunate. The expiration of the patent doesn't appear to have ushered in the millenlum. FOE PATLNG HEREON ATEHUE. The City Sues to Becover Almost 810,000 From tho Traction Company. City Attorney Moreland yesterday filed acuit in behalf of the city of Pittsburg against the Central Traction Company to recover ft, 133 66. The claim is tor paving done in the tracks of the company on Herron avenue, from Center avenue to Thirty-third street It was done, it is stated, at the instance and request of the company who have since refused to pay for it. The suit is brought under the ordinance granting the Central Traction Company a right of way, in which it provides that the company shall pay for the paving between the tracks The claim is S3 50 per sauare yard for 2.492 square yards of paving, 261 66 for engineering and expenses thereto and f 150 for the expenses of the Board of Viewers.
