PBIOE The colored controversialists of the Eben ier Baptist Church had another hearing yesterday before Commissioner Clark, Mr. Prescott handling the case ior the outs, -.flanked by Mr. Broe, who supported the as sault whenever the lines wavered. The matter gets -warmer each meeting, and a general opposition seems to be crystalizing on the part of the outs against what Deacon Johnson calls the doctrine of "free-vrillism," and which seems to be interpreted and ap plied to mean as appertaining to the style of Jlev. Pryor's government. The following letter, received by Deacon Johnson, indicates considerable animus on the part of some one, evidently not inspired with the teachings of Him of "Whom it has "been said, "He spoke as never man spake." I never got .any notice of charges against me. and was expelled without cause. Objection was made to Pryor and a council was called, but the doors were shut in the face of the coun cil. Rev. Pryor was not there as a member of the church, not, at least, according to his own talk. I have paid for my lot in full. I got the deed from the Sustentation Society. ily lot was taken off the original lot." On cross-examination Sir. Carter stated that he didn't know what the chanre against him was, and had never heard of it until lately. He said things of late were run principally to suit the pastor, Mr. Pryor. MOKTOX EXCLUDED TOO. Isaac Morton testified that he had been excluded, and for what he knew not. He "had simply heard that the minister had 3-eaJ his name oat as one excluded. Mr. Morton said the onlv reason he knew of hi exclusion was that he had objected to the irregular exclusion of other members. He lad been a contributing member. In 1884 witness had seen people voting in the delib erations of the church who were not mem bers He nerergot a copy of any charges against him, and was never given any chance to defend himselt "Kev. Pryor wasn't a member of our church when I was excluded," he con tinued, "I went before the Deacon Board with grievances, and one member threw my paper under the table, and I was dismissed 'without any reason being given me. A man named Poindexter came to appear before the chnrch, but as he was not a member of the church I paid no attention to him." Brother Jackson said he was summoned to stand trial, but was cut off in his state ment, and Rev. Pryor ordered that he be nut out. Witness said he was told he could be reinsiaiec ii ne oecgea pardon, but as ne had done no harm he relnsed to accept the -condition. He had been ordered out of a meeting composed of the sisters. He didn't know what they were about, but was told "that it was secret business, jnd he didn't be lieve in secrecy in chnrch matters. On cross-examination the witness said he Ot his knowledge of the rales and regula. tions of the Regular Baptist Church from the Lord. He was opposed to any fnnnv business in church matters. Alex. Barbour was excluded in 1S8S be- cause he objected to the way the communion -was given and because he signed n petition for a call of a council. The chnrch doors were closed against the council. "Witness said he had never done anything that he .knew to be wrong. JOSEPH "WAS DUMPED. Joseph Ford said he had been dumped out ol the church, and why he did not know. He had joined as a close commanionist, and lad remonstrated to Eev. Pryor because he lad thrown the communion open to all who professed to be Christians. He said he had been excluded withontchargespresented, and given no cbance to defend himself. He said -Kev. Pryor was very savage on the occasion of the exclusion. A little excitement was occasioned when the witness stated that Eev. Pryor knew that he was perjuring himself it he denied certain allegations. On cross-examination witness said he could not be charged with circulating ru mors abont the pastor when they were already public, and had been published in the papers and a woman backed the charges. Kev. Alfred Jones, one of the excluded, said he had also been put out for no harm Tie had done. He supposed it was because liehadkigned a call for a council to exam ine the case of the other members fired. He said someone had signed his wile's name to the call, and she was also excluded. He said Eev. Pryor was Chairman of the Deacon Board, and run it to suit himself; the mem bers were excluded without reason, notifica tion or trial. The con tracts for the construction of said vessels will contain provisions to the effect that the contractor guarantees that when completed and tested for speed, under condi tions to be prescribed by the Navy Depart ment, the speed developed by said gnnboata upon such trial shall be not ln than n ,,. age of 13 knots per hour, maintained success lully for four consecutive hours, during which period tbe air pressure in the firerooin shall not exceed one-half inch of water: and tha speed developed by said practice vessel upon snch trial shall not be less than an average of 12 knots per hour, maintained successfully for four consecutive hours, during which period the air pressure in the ash-nita shall not ath one-half inch, of water: and in the case of each vessel, for every quarter knot of speed ho de veloped above said guarantee, the contractor shall receive a premium, over and above tho contract price of five thousand dollars; aud for every quarter knot that snch vessel fiin reaching said guaranteed speed, there shall be deducted from the contract price the sum of five thousand dollars: but that If, under tho conditions prescribed as aforesaid, cither of said gunboats shall tail to successfully develop and maintain, for four consecutive hours, an average speed of at least 12 knots per bour, she shall be rejected, and if. under such conditions, said practice vessel shall fail to develop and main tain, for such period, an average speed of at least 11 knots per hour, she shall be rejected. Said vessels are to be constructed in accord ance with plans and specifications provided or adopted by tbe Secretary of the Navy. Plans and specifications, forms of proposals embrac ihft a general statement of provisions to be included in tha contract for tbe vessels will be prepared by this Department, and may be seen and euminea ai toe aepanraenr, where all in formation essential to bidders can be obtained. The arrange ments for the accommodation of all machinery, coal, arraament,flttlngs, equipments and stores complete, must be for the same articles and equally convenient and commodious as those contained in the Department's plans and speci fications. Bidders who may desire to offer to construct, morn than ono of said vessels, may embrace, in one proposal, either two or three of said vessel, the price ot each being given separately. Bidders are not restricted to ona proposal, t e., the same bidder may propose for ono or more of the vessels under one or more of the four classes of uroposals. as above speci fied.
