Between the time Wall Street closed up its shutters yesterday nnd resumed busincs this morning there were sev eral developments of a highly con structive character. One was the de cision of the Northern Pacific board to maintain the 7 per cent dividend rate. It was frankly admitted the dividend was not earned, but tho board decided t" dip Into surplus. There wan somo division of opinion ni to whether this was altogether a wise policy. Another bit of good news wns the announcement of the reduction of the rediscount rate by the Federal Reserve Hank from 0l) to (I per cent. Annarentlv the street would have been more disappointed if the reduction hud not been made than thej were surprised in Mint it was done. Possibly this accounted for tho short bullish influence these two rontructlvo uevclopmrnLs had upon the market. A. the day progressed, however, it was piite apparent the necessary qualifica tion to mulntulu the recovery was con spicuously lacking, and that was buying power. 1 here was quite a big scramble of the shorts at the outet to get in out of the wet. as it was not certnin how far tho powers-to-be might be disponed to carry the recovery.
