The city wants P.R.T. to operate these lines when com pleted. City bonds used to build subway-elevated lines need not be charged against the city's borrowing capacity if P.R.T. pays as rental to the city a sum equal to the interest and sinking fund. All economies reducing P.R.T. cost of operation will directly benefit the public by increasing the money left in the hands of P.R.T., which can be used to pay rental to the city. The more money P.R.T. is able to pay to the city in rentals the more city bonds the city can issue to build additional subway elevated lines. Men and Management of P.
