Today, tho banks, trust companiees and other financial institutions will be open as usual, but on Monday, It being n legal holiday In most all the stntes, there will be a general suspension of business. A year ago, AVnll street took a simi lar three-day holiday becauso every body was tired out as a result of nn exciting campaign in the industrial stocks. The reckless speculation by a number of pools nnd other speculative combinations in the industrial special ties was about reachijx its climax. The subdued character of tho current mar ket furtitrhes n strikiug contrast, and it would f-eem as If the corrective meas ures applied had swung the pendulum of market values down-to an equally unwarranted low level as they wcr. swept skyward a year ago. It has been figured that the year's almost uninter rupted decline wiped out practically 07 per cent of the nuvance made during the inflation period. On all sides, it is openly admitted stock values have been forced to an abnormally low level as a result of tho efforts to readjust the stralued credit situation. In othor words, the mar ket level of securities has been brought to a parity witn tne earning power of money, or interest rates. The question yet to be answered, satisfactorily, is whether any appreciable rcovcry in se curity mnrket values can be attained until money conditions reach a more normal nspect. Man.v are of the opinion thnt the tide of market values hns already turned. This idea, to some extent, is prompted by the week's rise in the railroad stocks, which readied formidable, .proportions. The rails, in the first place, nre behind the market and have been, for a year or more, virtually neglected as speculative vehicles. During the last eight months efforts were made nt different intervals to rejuvenate trading in the railroad group. All the movements, however, proved of short duration nnd mere Hashes in the pan. At the top prices of the week twenty of the more active railroad shares show advances of 4 to 1G points above the low levels of the year, touched around February, Read ing, by renson of the Supreme Court dissolution decision, is 29 points above its low for tho year. The movement has been well dls. tributed between the seasoned dividend paying shares and what is popularly called the lower-priced Issues. The greater amount of Interest hnH centered in the Intter, because of their specula tive possibilities, as it has been figured a number will be nble, at an early date, to resume dividend payments.
