Forced liquidation to get In funds denied by trte'banka was n all conscience upsetting enough without the croaking occasioned by spasms of fear. Perhaps the most fortunate cir cumstance was that Wall street locally was already liquidated because bona fide Investors would otherwise have lacked the courage to step In and buy at the nttractivc values thus created. Must Regain Slowly As It was. the demand of that char acter was temporarily swamped by forced offerings, but gradually made It self felt in the second half of the week. The short interest was extensive enough to induce covering once It became npparent that liquidation .had Us limits. The significant fact, however, wns Hiat selling was primarily a necessity to meet withdrawal of credit accommoda tion. This fact argues against immediate retracing of lost ground, because the necessity cannot disappear at once. It Is something which must correct Itself gradually, a process which had to be gone through with before the economic structure could rest on a solid basis. That it has begun at last,1 that the country has been awakened to the need for putting its house In order, particularly with respect to the rail road situation In matters of freight rates nnd wages, that prices for goods the individual needs dally arc coming down, that the banks will be relieved of some of their most pressing bur dens, arc points on which to impale the specter of extreme pessimism. Money conditions through the week reflected preponderance of supply over demand. On several occasions call loans went begging at fl per cent. The renewal rate ruled at 7 per cent. Time funds were unchanged at prevailing nign rates. There were reports that more gold was coming from London : $10,000,000 was the amount named. The soldier and sailor bbnus plan oc cupied unpleasant prominence in the news of the week. Notwithstanding flood of protesting letters received by congressmen, the ways ami means com mittee of the House favorably reported the bill after a 10 per ent tax on stock dividends had been Inserted. Assur ances were forthcoming from the capital that the measure would be defeated in the Senate, nnd a further bright spot in the situation was the unequivocal stand taken by the secretary of the treasury, who stated that he was op posed to the project "however it may be financed." Nevertheless, agitation of the subject was not, without its in fluence in affecting sentiment adversely. Foreign Exchange Mixed The foreign exchanges wre mixed. Leading continental centers in general disclosed improvement, a factor there being the temporary 'advance in francs in Paris, while sterling in this market was at best steady to firm. Foreign trade figures Issued bv the Denartment of .Commerce for April were on the whole encouraging. There was a de cline of $135,000,000 in our exports, which was only offset in part by a de cline of about $30,000,000 in imports, both comparisons being with March. The total of exports last month was J884.000.000 nnd of imports $403.000,. 000. lis against $820,000,000 and $324, 000.000 in Mnrch respectively. Gold Imports in April were the heaviest for any month In seven years, tho ag gregate being $50,000,000, against only $17,000,000 in the previous month. Ex ports of gold in April were approxi mately the samo as in March, that is' to say, $44,000,000. The nation was again reminded that It should not shirk responsibility for alleviating conditions in Europe by the urgent appeal of the head of the Red Cross for relief measures. The appeal was made not only on humani tarian grounds, but on those of na tional danger an well from tho spread of contagion and anarchy. ihere was some disposition to re gard the situation pictured by Mr, Davison as overdrawn, although It' was recognized that high colors are needed to create the effect desired. On the other side of the Atlantic the cutting of prices here wns viewed with borne concern for its probable effect on ex ports. In this connection the trend of our foreign trade in the current month will be a matter of more than ordinary interest. ' , The state of the steel industry re flected little real change. Operations in the last week were still being cur tailed daily. It was estimated that with the immediate cessation of the railroad strike six weeks would be re quired to get the industry back to where it was In March. "Reports indicate little improvement in tho shipping situation," wrote the Iron Age. but hopeful signs, wantiing a week ago, point to an early resumption of railroad traffic. The now apparent activity of the railroad labor board, the expressed approval of railroad management of there being just claims for some wage advarices and the emphatic declaration by the Federal Reserve Hoard of the Intimate relationship of the transpor tation tie-up with the present credit situation are favorable factors."
