Today's stock market continued under tlio complete domination of the professional traders and thp trend was distinctly reaction ary, in looking around for tlie cause for fresh drooping of security-, values nothing better could be offered than Mic money market. The acute monetary condition was further impressed upon the minds of the market community by he remarks made by Governor Harding lu the conference held today at Wash ington between the Federal llcservo Hoard und tho representative banltiug Interests of the country. His appeal to the bankers of the country not to raise merest rates ou deposits for out-of-town balances did not strike Wall street so forcibly ns did his intiuia fions that a further increase over tho present rediscount rate of 4ai would bo necessary. Another big chiller was found in his Statement that "unessentinl loans should be discouraged." Still another jolt came in this assertion that "com petition by bankers with the investment market was not conducive to sound banking." All of this was promptly interpreted as a slap against Wall street and the stock market. It, in nil cvohts, damp ened the growing hopes of easier money market conditions in the immediate fu ture, or at least more liberal stock mar ket accommodations. The reactionary elements were nat urally disposed to make all the capital lossiblo out of the situation, but their fforts were not very shccessful. They did succeed in forcing prices off all iloug the line, and in certain parts of the list made considerable impression. Altogether, however, the market be haved well, and displayed increasing resistance as the lower levels were reached, indicating the absence of any considerable volume of real liquida tion. Although there was nothing in the overnight developments to affect the market much in either direction, the majority of the active stocks were heavy at the opening on n moderate resump tion of yesterday's professional selling and continued profit-taking. Pressure continued to concentrate iu favorites issues, notably tho steels, oils nnd equipments, where early reactions ranged from 1 to 2 points. The heaviness of the tlrst hour gave way to irregularity, many declines being fully recovered, while some of tho early gains were replaced by losses. American Woolen featured the turn by u spirited rnlly of 8 poiuts, and with United States Itubbcr, which also re bounded easily on the rumor of the stock being placed on a 10 per cent dividend basis ou Thursday, with an extra dividend of 2 per cent for the quarter, precipitated considerable short covering. Decided strength developed in Sloos-Sheffleld, Baldwin Locomotive, udustrial Alcohol, Endicott-Johnson and Middle States Oil, but the usual lenders reflected the absence of buying power. The good effects, however, were completely offset by the rews from the interest rate, conference ut Washington and by midday a fresh reactionary movement set in, carrying the prices of the entire list back to and under the low level of tho first hour. The fresh yielding of the market in vited vigorous short selling all around the room in the early part of the nfter uoon and by reason of Its weakened technical position the whole list gave ground constantly. Reduction in the call loan rate to (3 per cent helped to check the reactionary current, help the market remained in a very unsettled state. Some stocks, notably specialties, made substantial recoveries later, but in gen eral the decline of call money to C per cent exerted little favorable influence. Tho New York Evening Sun's closing financial review today says : Wall street read a very strong inti mation of continued tight money rates today into the address of Governor Harding of the Federal Reserve Board at AVashington. The technical position within the stock market was of a na ture to make it fairly easy for the bears to seize this interpretation for a well directed raid in the afternoon session. Through the forenoon trading had been rather listless and prices were heavy from the opening. Those who had not yet realized on the profits of last week were rushed into selling as soon as the tenor of Mr. Hardin's re marks enmo over the wires from the capital. Selling for the short account was likewise considerable and in the first hour of the afternoon and there after the volume of transactions was large. Thus, while visions of a strained financial situation were floating before the eye, actual rates for call money were dropping. The call renewal figure was S per cent, the lowest in several weeks. By midday 7 per cent wus be ing nked for accommodation, and in the second hour of the afternoon 0 per cent. Time funds were also a bit easier, offerings ranging from 1lh to S',2 per cent. What Governor Harding said has been said repeatedly before within tli last few mouths, with especial emphasis on the competition among banks for balances which, he insisted, would in terfere with the commercial develop ment of the country ut a time when it is imperative that there should be no in terference. But the significance of the occasion of the conference which opened today in Washington lies in the general feeling that the moment has come for positive action to the end that banking facilities shall be more directly turned into commercial channels. This has come to bo recognized as the big problem of 1020 and the sooner the steps for its solution begins (he sooner will post-war conditions and obstacles be overcome to the ultimate prosperity of the country. The concrete object of the banking conference, of course, is to secure con trol of credits without unduly disturb ing the banking situation.
