There was the usual backing and filling process, but outside of a few of the pool specialties fluctuations were narrow and meaning less. The failure to continue the vigorous rally started in the late trading yes terday on the seemingly better outlook of the Mexican situation invited mod crate pressure from the reactionary party. While there was a general con cession in the initial quotations the re cessions were not followed up by fresh selling, nor did these raids dislodge much stock. This influenced a quick shifting of position on the part of the more timid shorts and covering brought n partial recovery of the early losses. With the rallies the trading became dull aud narrow, reflecting n waiting disposition, as there was n noticeable reluctance to extend or make new com mitments over Sunday in the fear of adverse developments over the wcek eud. Another selling movement, however, occurred in the finnl dealings on the announcement of the embargo placed by director general of railroads on oil shipments cast of Chicago, in order to avoid unnecessary transportation and to conserve the fuel supply. It is the judg ment of others; lower level of vnlues must be established before the normnl equilibrium of the market can be fully restored. Kither may be right or wrong. It all depends upon nctual conditions. This means whether the liquidation has been completed, or whether the adjustment of tho credit situation has reached n stage to insure stability of he money market, which after all is said and done is undeniably the governing factor. Some authorities nssert the market is S." per cent liquidated, indicating the complete elimination of the weaker speculative element, and cleaning out of the so-called shoe-string-margin contingent. Unquestionably this asser tion is correct, being fully confirmed by the week's recovery from the mid-No-veinber setback. It does not, however, of the rounding up of this same short interest the technicnl position ot the market wns correspondingly weakened. In other words, one of the strongest props was removed and which, in a measure, left the position of the mar ket more or less vulnerable to develop ments of ndversc chnrnrter. So it might be said in brief the test of the real position of the mar ket is still to come.
