As there Is little possibility of gaining such en llghttnent until much before Thursday, in v of the made-to-order holiday on Wednesdaj, from the vcrj outset there was little incentive for nrthitj on either side of the market. Much of the daj's operations vir tually represented the familiar cenlng up process of the room-trading contin gent who, naturally under the clrcum Entices were disposed to "put their house In order" to be in position to meet the contingencies of the situation. In cnnriiicncp, there was the usual backing and filling attending a strlcth professional trading in the adjustment of the market technique While during most of the session a Kcomlnglj strong renetlonarj under current was running, there was not rrallj to be found dlrert evidence of what might be called real wenkn Professionalism tals and plainly reflecting the lack of Important or Influential lenciersinp. It Is only fair to state, however, that the secondary rally disclosed n stronger undertone to the mnrkct than a great manj supposed existed. Having little else of importance to turn attention, the foreign exchange situation again cropped up ns the chief topic of discussion. The session was in truth dull nnd of n character little calculated to attract interest. While the placing nf orders over the wecK-enu conned to in rate a orentor public participation, the extent of such orders was found to be moderate Their execution In the first quarter or half hour served to impart a firm tone to the list. There were some outstanding fea- itiires of strength, including M ,-,,,,. common and preferred, the motor and tire shares, Crucible Steel, in which it seems there Is supposed to be a specu lative kick left: United States Indus trial Alcohol. Mexican Petroleum, and so on. These gains were affected more by the limited supply of stocks than by nny urgency of demand, and they were pot in all cases sustained Toward midday as the volume of trading dwindled into a mere desultory, professional affair prices gradually yielded without in any sense displaying weakness. The possibility of a steel strike did not worry the street appreciably, but the fact that the union delegates are to confer with the labor leaders tomorrow, at which meeting it is conceivable the matter will be decided one way or the other, there was injected Into the gen eral situation an clement of uncertainty which was more potent in association with the Wednesday recess than It wouici nave been otherwise. The yer) encouraging statement of the secretary of the treasury dealing with the nation's financial condition, divulging as it did a situation in every way cheering, was allowed to pass without influencing the market position. , It may be presumed, of course, that the treasury could not very well conceal sue ha state of affairs from the numer ous interested parties among banking uieiiiuiions wnicn nave a right to know. In other words, there could be no ele ment of surprise, sae perhaps in the scope of the improvement within the exchequer since the armistice was signed. The discontinuance of fortnightly of ferlngs of certificate of indebtedness, and the substitution of two issues of tax certificates, one of six months' ma turity and the other twelve months, would ordinarily tend to lower the money rate, but to offset that were war loan payments due tomorrow and tax payments to be met September 15. The effect in the lopg rnn, however, will very Jljcely have that effect, par ticularly wlien (he erest of the crop moving pejriod shall havepassed. There were few who did not agree with Mr, r.nmont's rtatement that the world's business required that the treaty squab ble should be terminated as soon as poa lble whatever their Ideas may be con--crning the merits of the treaty itself. Thirty thousand dollars in gold coin has been withdrawn from the Subtreasury for shipment to South America. Since embargo on ex portation of gold was lifted over SC0.- 000,000 has been shipped to the south- em continent. BAR SILVER Commercial bar silver was quoted in New York today at $1.12 an ounce, a gain of ajc. In London the quo tation was Old, up lid. SPECULATIVE INTEREST IN LOCALS AT LOW EBB i k Declines of a Point in American Ship and Electric Storage Battery Emphasized Narroivncss of Market , T ith Wall street resting on its oars, It was only natural for the local con tingent to feel disposed to take a back seat nnd just marked time until some "'inK turned up. The Tcry pronounced shrinkage in the volume of business was sufficient evidence that most every body had the same thought. It was, iu short, ono of the dullest nnd most unprofitable days for the local com munlty experienced in many moons. The trading was of the very smallest caliber, and, In consequence, tho few price changes were void of the slightest Mgnificance. As a matter of fact, thcro were only two worthy of serious con sideration. These occurred In Klcctric Storage Battery and American Ship, nnd meant really nothing except pos sibly to emphasize the extreme nar rowness of the market. American Ship opened fractionally lower, but the loss was later widened to over a point on relatively small offerings. Electric Storage Battery nt the same time lost a point to 004, representing a de cline of 3 points from the recent (op price made on the doubling of divi dend. Not only these changes but others made elsewhere on the list resulted more from, the lack of interest than Relllng pressure. For nearly nn hour virtually nothing was done as a result of the general desire to await New York leadership. Little encourage ment was derived from tho vaccitlat lng movements of the larger market and in absence of spiriting local de velopments the market figuratively came to a standstill. Cramps was an exception, yielding 4 points from the previous sale to 170. VhlIe the labor strife is unques tionably disconcerting and interfering. to -a great extent with the set plans of the industrial and commercial in terests, there is not yet direct signs discernible in the horizon of a slow down in business activities. Offi cials of all the leading local banking institutions assert there is an urgent demand for loanable funds In all dis tricts. The question of rates enters but slightly in the negotiation of loan, as the obtaining of necessary funds to keep everything going at high speed is always tho chief consideration. Con firmation of this active inquiry for funds Is amply supplied In this week's Philadelphia Clearing House state ment. Notwithstanding the almost un interrupted increase in loans noted in the preceding weeks the statement showed n stilt further r expansion "fn loans and discounts by the local in stltutions for the week ending last' Saturday of $5,242,000. Further proofs of the big business being done is found .' I In the week's jump of 50,826,000 in individual deposits. Both oC these items furnish healthy business signs and spell continued prosperity. T No Change In Refined Sugara New York, Sept. 8. Conditions in the refined sugar market are still un--changed. Local refiners, as n rule, are , withdrawn on account of oversales! and prices arc unchanged at 9c, less 2 per cent for cash for fine granulated Haws also are unchanged at 7.28c for1 00 centrifugals. The United State Sugar Equalization Board made no pur?, chases of raws on Saturday. tj 5 Bumber Crop of Corn Predicted Washington, Sept. 8.
