Walter D, Hlr.es, successor of William a, McAdoo as director general of railroads, ns given before the Senate Interstate Cdmmerco Committee yesterday, wan a subject of general discussion In the financial district. A prominent banker, tho principal of a large Investment house, said In this connection that tho railroad question would be settled by the President when he returns, "My opinion and every other man's opinion," ho said, "does not amount to nnythinng except In so far as It helps to crystallize public opinion. Even1 what Mr. Hlnes may say, and ho Is an able man, will only count so far as It sways public opinion Into certain channels, but when the astuto man who occupies the White House In Washington returns ho will with not one, but with both ears to the ground, sense public opinion on the matter, ns lie has done with many other great questions, and will then decide what the people want, and that will be done." , This .banker said thaf government ownership is not popular now. Asked what remedy he would suggest as a way out of the present conditions, ho said that positively he could not conceive what would bo a solution. In speaking of the railroads ond their owners, he remarked that few people consider that no other business In this country touches ko many citizens. Besides the workers on the roads In every capacity, about 30,000,000 of people are directly or Indirectly Interested In the securities through savings banks and life Insurance companies, so to strike nt the roads without taking these facts Into con slderatlon would be a big blunder, he believed. "For Instance," he said, "here Is a paper which says that of twenty one principal railroad systems reporting to the Interstate Commerce Commission,- only two show a gain In net earnings for 1918 over 1917; others report a loss In net aggregating $144,000,000; while hero In another paper Is a statement from the report of A. H. Smith, rcgional'dlrector of railroads for the East, which shows .an estimate by Mr. Smith of savings In his administration of the eastern roads of $23,248,000." Italian Delegates' Universal Tax I' Um Interests There was considerable Interest shown In the financial district yes terday over the lengthy statement of Senor Crespl, of the Italian delega tion to the Peace Conference In Paris. Senor1 Crespl covered a number of points bearing principally on Indemnities to be demanded from the enomy nations and methods of paying tho Allied war debts. It waa In regard to the latter that he advanced the unique proposal of a universal tax upon all countries, allied, enemy and neutral, as a part of a contribution to a general fund for cancelling the war debts. Virtually the same subject was touched upon in this column last week, When the opinions of certain, financiers were given In connection with a proposal from the Dally News, of London, advocating a world guarantee of the world's war debts. Senor Crespi's proposal met; with an almost similar reception among certain financiers here as did the proposal by the Dally Ifews.' It was said by one banker that while many of the points made by Senor Crespl will no doubt demand attention In tho 'near future, the one great thing for the Peace Conference to accomplish first was the completion of a genuine pence as quickly as possible, and after that It would be found that many matters of finance and economy would regulate themselves. .He aald.it would be more to tho point at present if Senor Crespl would 'use his great influence and Intelligence to remove tho apparent- petty bickering oyer territorial acquisitions In Dalmatia and hurry a broad, liberal settlement through a "glvo-and-take" policy.
