The Federal Reserve Bank will today withdraw $13,500,000 of Government funds from depositories In this district and next Tuesday will wlthdra wnn additional 48.117,000. As the sale of Treasury tax certificates closed on May 31 and no Liberty Loan payments are due this month to create additional Government deposits the amount held will steadily dimin ish until the Treasury puts Into effect its plan of redeposlttng tax payments. The, tax payments have been variously estimated at between $3,000,000, 000 and $4,000,000,000. Some close 'observers are of the confident opinion that they will be much nearer the $3,000,000,000 mark, although reports from Washington continue to tell how Congress plans to double the tax revenus from $4,000,000,000 to $8,000,000,000. Thero Is much uncertainty as to the amount of taxes which will bo redeposlted by the Treasury through the Federall Banks. The amount to.be deposited will be determined first by the amount of taxes paid and secondly by the amount of expenditures this month. ' If the taxes do not exceed $3,000,000,000 of which moreTlian 50 per cent has already been received through sale of Treasury certificates, the amount of the tax deposits will probably be small and of only a temporary nature clue to the $543,OQO,000 of Treasury loan certificates maturing Ane 18 and the ordinary expenditures of the Government now running at the rate of $1,500,000,000 a month. The movement Inaugurated by the Na tional 'Association of Owners of Rail road Securities to fight the terms of the railroad contract proposed by the legal representatives of the railroad adminis tration was squelched by an overwhelm ing vote at Wednesday's conference at the' Grand Central Terminal. Samuel Untermyer, counsel for the stockholders' committee, In a prepared paper attacked the policy of negotiations, said that the proposed terms were "tyrannous and unconstitutional" and adved that the matter either be taken up directly with Director General McAdoo or be fought In the courts. As soon as he had concluded, his ad-, dress, several railroad presidents spranp to their feet and pointed out the unwis dom of such a course. They said the negotiations had proceeded amicably and should be continued in that Fpirlt, despite the length of time -needed to settle the matter. This development cul minated in the overwhelming vote In favor of co-operatton and negotiation at Wednesday's meeting.
