Good Gain Steel Common and Railroads Are Generally Higher Trading on the Philadelphia Stock Exchange today was small, and onlj a few Issues developed activity of interest. The market showed a tron tone, however, and nearly "all changes In prices were to higher levels. Reports of German U-boats operating off the coast of the United Statei caused much more discussion than stock transactions, but the financial dis trict generally believed the enemy's undersea craft could do little damagi on this Bide of the Atlantic, and, thought that, with chances much against their returning unharmed to their European base, and, with America's efl forts to win the war certainly being aided by such bold action on tha pari of the Teutons, the visit of the submarines would be an influence for th good of the Allied cause. ' "While stock prices went off in New York for a brief period after the newi came out, they quickly turned upward again, and this was an Influence foi better prices on the local exchange.
