Uee. 1 Uy reason of the great number of an nouncements that aro forthcoming from Washington dally relative to almost an equal number ofdepartments and subjivts, railroad men, who are thoroughly familiar with what Is being done in Washington for tho railroads, say that It is not at all sur prising that some misunderstanding should havo developed In regard to tho purpose of the pooling arrangement that was begun a few days ago. It Is learned that Investment houses here havo made frequent inquiries at local rail road olllces as to the probable effect of tills arrangement upon earnings. Willie these inquiries were natural and logical, It Is equally apparent that no one, not even the members of the War Hoard or the commit tee that has tho new plan directly in charge, can glvo any definite Idea on this point at such an early date. It may he well to state a few facts as to the origin, purposes and powers of tho committee. It was suggested by tho Hallroad War Board, vhoso members be camo firmly convinced that still greater efforts must bo put forth, particularly In tne way 01 an exenange of tho facilities of tho rtilroads. If they were to be able to handlo tho enormous volume of Govern ment and general commercial freight of fered, with any reasonable degree of promptness nnd economy. Inasmuch as tho duties of the war board already ab sorbed nearly nil the time and thought of its members, they decided that It would be better to liave an auxiliary body working under their direction which would glvo Its whole time to the solving of congestion and other problems where they were tho most serious. Accordingly, the committee, of which Vice President Thompson, of the Baltimore and Ohio, Is chairman, was sug gested, with the approval of She Attorney General nnd Interstate Commerce Com mission. The resolutions under which this com mittee Is working provide for a freo Inter change or pooling only of facilities such for instance as cars, locomotives and terminals. The resolutions do not provide In any way. directly or inairecny, lor tne pooling of earnings. They do not even provide as to how a railroad shall be compensated for rendering service that, under ordinary con ditions, would be handled by another line. This is to be determined later. Kor the present only a record of quch service will be carefully kept. The resolu tions further provide that thero shall be a representative of the Government clothed with full authority to co-operate with the committee and to keep It fully Informed as to the relative necessities of the Govern ment for railroad services.
