Tho Government's scheme in connection with these War Savings Certificates f Is to Issue certificates of $100 each. Two sets of stamps are to be IsmimI. one the thrift" stamp of a denomination of twenty-five cents each, the other the "war savings" stamp of a $5 denomination. The "thrift" stamps can bo converted Into War Savings Stamps and theso Into War Savings Certificates. No Individual may purchase more than $100 worth of War Savings Certificates at oik time or hold In excels of $1000. Arrangements are being made to have the stamps on sale at postolliccs, banks, tores, railroad stations, etc., and a big rush for both certificates and stamps la xpectcd on December 3 when the books aro opened by the Government. Reserve System Makes National Banks Safe That the Federal Reserve System would have the effect of making national tanks more safe was tho subject of many n heated debato In financial circles before the final passage of the Federal Reserve act. There were very strong arguments urged on both sides. "Tho proof of the pudding Is In the easting of It," and th3 fol lowing statement Just Issued by the Comptroller of the Cunency Is certainly In favor of tho advocates of the sstem: "Records which have Just been compiled." Mr. Williams said, "show that for the thirty. three years from 1881 to 1914 the losses to depositors which aroso from ,. bank failures averaged annually during that period .028 of 1 per cent of the aggre gate deposits of the national banks during those yeara During the fiscal cars ending June 30, 1915. 1916 and 1917, the percentage of losses of failed banks to total deposits of all banks has averagtd only about .003 of 1 per cent, or less than one tlghth of what those losses averaged during the preceding thirty-three carr. "Tills great reduction In losses Is largely the result of tho Improved system of national bank examination, of the greater thoroughness exercised In these examina tions and of the policy of requiring national banks to observo more rigidly the provisions of the law Intended for their protection nnd tho protection of their depositors and shareholders. "The record shrews that the total approximate loss to depositors for these thlrty slx years on account of all national bank failures was $36,671,000, or 18.87 per cent of the deposits of these failed banks. S. Adams, economist, of Yale University; Wullace D. Simmons, president Simmons Hardware Company, St. Louis and Philadelphia; J. U. Sterrett. of Price, Waterhouse & Co , accountants, New York city; S. R. Bcrtron, of Bertron, Grlscom & Co., bankers, New York city; 11. T. Meredith, editor Successful Farm ing, Des Moines, la.; T. W. McCullough, editor Omaha Bee, Omaha, Neb.; Stewart W. Cramer, of the National Council of Cotton Manufacturers, Charlotte, N. C, and Henry Walters, chairman of tho board, Atlantic Coast Line and Louisville and Nashville Railways.
