both the money nnd resources of tho nation during the continuance of the war, po
that any new financing which Is to bo accomplished must be confined to tho moat

Some Investment bankers In this city say that If any house or s.vndlcato attempts
to float u new Issue of considerable proportions which could be held up till after
the war. althouRh there Is no priority bo.ird as yet In existence to control such
matters, they would find that sufllclent pressure and Influence would be brought to
bear, both from Government sources and from other concerns In the business, as
ould liavo all the effect of any priority bo-ird that might later Ixs appointed.
Such a condition, should It develop, will bring out some very novel tlnanclnl
Innovations was un opinion generally expressed lit the recent convention of the
Investment tJ.inU.ci-N of America In Haltlmore. Among others, suspension of sink
ing fund rcouiiemrnts on bonds carding that requirement. It was even suggested
that tho sinking funds already accumulated on bonds might bo used for the pur
pose of new financing. Such suggestions are nbsiinl m their fact; and would rcdiue
the value of such bonds to the level of n mere "tci-.ip of paper" and would strike

Machinery Organized to Sell War Stamps
In preparing the machinery to dispose of the $2,000,000,000 of War Savings
Certificates authorized by tho last Congress. Frank A. Vandcrllp, New York banker
and head of the War Savings Directors, has associated with him Mrs. Georce Ra.ss-.
of Chicago; Frederick A. Delar.o, Chicago; Henry Tord. Detroit; Euscne Meyer, Jr.,

laid Mr Vandcrllp, and ho is mapping out his plans accordingly. "Tho problem,"
be continued, "is one simply of $20 for every man, woman and child In the country

It will be done, and I shall be disappointed If at the end of next year thrro are not
10,000,000 names subicrlbed on these war certificates."
Tho Government's scheme in connection with these War Savings Certificates
f Is to Issue certificates of $100 each. Two sets of stamps are to be IsmimI. one the
thrift" stamp of a denomination of twenty-five cents each, the other the "war
savings" stamp of a $5 denomination.
The "thrift" stamps can bo converted Into War Savings Stamps and theso Into
War Savings Certificates. No Individual may purchase more than $100 worth of
War Savings Certificates at oik time or hold In excels of $1000.
Arrangements are being made to have the stamps on sale at postolliccs, banks,
tores, railroad stations, etc., and a big rush for both certificates and stamps la
xpectcd on December 3 when the books aro opened by the Government.
Reserve System Makes National Banks Safe
That the Federal Reserve System would have the effect of making national
tanks more safe was tho subject of many n heated debato In financial circles before
the final passage of the Federal Reserve act. There were very strong arguments
urged on both sides. "Tho proof of the pudding Is In the easting of It," and th3 fol
lowing statement Just Issued by the Comptroller of the Cunency Is certainly In favor
of tho advocates of the sstem:
"Records which have Just been compiled." Mr. Williams said, "show that for
the thirty. three years from 1881 to 1914 the losses to depositors which aroso from
,. bank failures averaged annually during that period .028 of 1 per cent of the aggre
gate deposits of the national banks during those yeara During the fiscal cars
ending June 30, 1915. 1916 and 1917, the percentage of losses of failed banks to total
deposits of all banks has averagtd only about .003 of 1 per cent, or less than one
tlghth of what those losses averaged during the preceding thirty-three carr.
"Tills great reduction In losses Is largely the result of tho Improved system of
national bank examination, of the greater thoroughness exercised In these examina
tions and of the policy of requiring national banks to observo more rigidly the
provisions of the law Intended for their protection nnd tho protection of their
depositors and shareholders.
"The record shrews that the total approximate loss to depositors for these thlrty
slx years on account of all national bank failures was $36,671,000, or 18.87 per cent
of the deposits of these failed banks. The average annual loss In tho thlrty-slx-jrear
period for tho entire country was therefore $1,013,538."
Advisers to Explain War Taxes
The War Tux act has presented so many perplexities that Secretary of the
Treasury McAdoo has appointed a Hoard of i:cess-I'roflta Advisers to consult with
tho public and make It as easy ns possible for those who will bo called upon to pay
the bulk of the more than $J,500,000.000 war revenue taxes passed by the last
Congress to understand how their payments aro computed.
These nine members of the board are to serve without compensation
They are: Representative Cordell Hull, former Judgo of the Tennessee Dis
trict Court, a member of the House Committee on Ways and Means and an expert
In tax matters; T. S. Adams, economist, of Yale University; Wullace D. Simmons,
president Simmons Hardware Company, St. Louis and Philadelphia; J. U. Sterrett.
of Price, Waterhouse & Co , accountants, New York city; S. R. Bcrtron, of Bertron,
Grlscom & Co., bankers, New York city; 11. T. Meredith, editor Successful Farm
ing, Des Moines, la.; T. W. McCullough, editor Omaha Bee, Omaha, Neb.; Stewart
W. Cramer, of the National Council of Cotton Manufacturers, Charlotte, N. C, and
Henry Walters, chairman of tho board, Atlantic Coast Line and Louisville and
Nashville Railways.
They have offices In the Treasury Building at Washington and have already
mapped out a program of conferences for every morning nnd for hearings each
afternoon till December 1, when they will concludo hearings and make their report
to the Secretary of tho Treasury.
Acting In conjunction with the advisers will bo a board to be known as Legal
Review Advisers, on which distinguished members of the American bar will servo.
They will dtvoto their time to Interpreting the technical features of tho War Reve
nue act.
Thero will also be ii Supervisor of Business Co-operation acting In conjunction
With tho Board of i:cess-Proflts Advisers whose duty will be tu keep In touch with
he public and assimilate suggestions from business men as well as to dltfuso Inter
pretations of tho law through every possible channel to the punilc.
Outlook for Bonds Is Improved
The week topened with considerably more activity In bonds than had been
perlenced for some time past. Most of the bond houses reported that whllo there
ere no very large transactions there were (julte a number of moderate-sized orders
nlled and a great many tmall ones. They say also that the outlook la very much
improved and they are hoping for a speedy revival of business.
Such housts us make a specialty of railroad equipment certificates say thero
has been it good steady demand for this ver.v popular form of Investment.
Municipals arc In good demand, but the supply at tho prices offered is decidedly
