Funds Limited for Stock-Market Purposes The element that Is lachlng in the Wall street stage setting foi an advance In prices is that of sutllcicnt funds with which to conduct a campaign on the constructive side Hankers aie opcnl discountenancing any such procedure, und whilo their Intentions are manifestly to prevent the repetition of violent lluctuations In latcs such as hae occurred In other ears during the period of of ci op moving, etc., funds for stock-market put poses will bo limited. They will be furnished when the occasion demands, but only to relieve the stiess of momentary needs. This obviously Is. the program. When call rates 1 oc rapidly to 7 per celit on Tuesdaj , and then fell pi eclpitately to 26 per cent, the speculative fiuteinlty bieathed relief. Uut Kites hae since recovered to around the G per cent level, both for new loans and renewals. The supply of time money, pattlcularly maturities running into" 1918, is extremely limited. Thcte is nothing to becomo alaiiucd over in this, notwith standing that it is a broad depaiture from the ptcvious custom. It represents primarily the determination of the banks at all times to keep their position liquid. On this account there Is a steadily lnci easing demand for very short matuilties of bankers' acceptances and mcicantlle paper. The object In view Is that of kcrping piepaied to meet the demands of the Government for funds. It will bo necessary to emphasise tin lit in the piopaganda of the next Liberty Loan, us It Is recognized that It would not only be Impracticable but economically unbound to attempt to lluance the sale through cutting into tho accumulated past savings of the nation. It Is a fact that the Investment of savings hns never been developed In this country. The Investment banker Is to blame In that he bus followed the path of least lesistancc, viz., that of large and quick pioflls. Out the posslbhltl ale enornous and the Investment dealcts and bankets that are now conttlbutlng their services to the Government will prolit when, instead of a few hundred thousand Investors, tho United States has. In the post bellum period, millions of lnvestois who have learned the secret of ptolltable employment of theh savings.
