In view of the debate now in progress in the American Senate over conscription of wealth and taxation for the war. Lord Read ing was asked to outline for the American people how England Is meeting the problem. "Sound finance," ho declared, "required that we pay for tho war as far as pos sible out of wartime taxation. Britain, rec ognizing this, is now unprecedentedly con scripting wealth.
