It is possible that the city cannot direct the Millersvllle company te change its rails or gauge, without paying the cost of the work. But if the city railway that desires te make the connection is willing te pay this cost, as it should be, there should be ample power In the city te direct the work te be dene within the city limits. It the Millersville railway wants te keep its present gauge outside the city it can de se, or it can change it at its own cost. The city surely is net bound te permit a gauge te bs maintained en lis streets that has be bo be ceme a nuisance. If the Millersville com. pany had possessed enough public spirit in the outset te make their gauge te the tread of wagons and te put down flat rails that wagons could use, it would be enti tled te mere consideration. Hut it inten tionally laid a track that wagons could net use, with the avowal that it would thus save the wear of its iron rail, and any loes it can be put te new for Its mean ness will ba a just retribution. Republican Institutions, Mr. Blaine is tee smart a politician net te knew the damaging effect upon the Republican canvass et a declaration that the president and the people have no busi ness te interfere with the trusts, which are se obnoxious te the public nense et right. Mr. Blaine does net knew whotber they are altogether right or rang, but considers them entitled te be let nlone. He, In stead of Harrison, is looked upon as 'its leader. He gives the party its cues, and its ethtr leaders seem grateful te him for taking it upon his shoulders. It may be otherwise, however, if he continues te show such evidence ns he has shown lately that its success in this election is net his prlme considera tion. Matthew Stanley Quay, who has net been fend et Blaine, can hardly be mere fend of him new that he finds hlrase peer an aid te the success of the canvass.
