TIlC Latest OllCS". A wonderfully strong cabinet is nninnl, but net iw yet by Cleveland, in ttayninl, Tliumnn,Lnninr,Gailniid,Mami.iiK,VilAS anil Adam. This latent guess i a geed ene, ej en only te tlie objection that three t( the inenibcrs arc at present influential nicmliers of the Senate, which will be materially uijiivd by taking them out of it. It seems strange that it la generally consid ered that any senator will be willing te take 'n cabinet office, though theduties are much mero laborious than thee of the senator ; and the position is really net se conspicuous ai that of a senator may be made by one who is adapted te shlneinlt. Lamar, for Instance, is a very distinguished man in the Suiate. His talents cnable him te adorn the place. He is an eloquent i-pcaker and a wlse man. lie is a geed counselor, and in that regard is excellently fitted for the cabinet. But the president could as well avail himself of his counsel as a senator. The chief function of the cabinet officer is that of an executer. It is very doubtful whether Lamar is fitted te thine in that capacity. He Is a man of thought and ideas rather than of action. The bead of adepattment must be a busy and active man te de his duty well. Lamar may be able te meet the demands upon him in this regard, but certainly the duties will net lx as agreeable tehimas the mero cengetii.il er.es of the senator. Bayard, tee, will have his spurs te win in an executive capacity. He is one of the most distinguished senators, and te maintain his place must show himself as far in the front in action ns In council. In going into the cabinet he is obviously the mouthpiece of another and stands second te the chief. In the Senate he lis himself. In the ene place he Is a secretary, in the ether a senator. Seemingly the Senate is the better place for the man who is able with wise wenls te cllarm the country. Taking the run of secretaries, as we have liril them, they have net steed en a plane with the great leprescntatives of the ad ministration paity. It may be that we are going te see a change. Certainly if such a set of secretaries is appointed as that we have just named, the cabintt will gain great distinction from the occupants of its places, and it may excite any man's ambition te get into such company. If must bs fertius lv.vsen that gie.it enaters are ready te put off the toga for the working jacket. It is a geed tiling te ilernte the standard of the seer tary ; but it is a pity that the Sen ate is rebljed for the purpose. Tiiere are se many men outside the Semte in the Democratic party who would make first class secretaries, that it seems unnecessary te take adorning material from the Senate. But that cabinet will be a brilliant one. and should satisfy anj one. We are sorry that Eaten, of Connecticut, a man who is se wise in conned, is net in it ; but Adams may prove as wi.-e, though he is net a dyed- m-the-woel Democrat. Xe Partisan Fire Department. It is very gratifying te observe that se large a number of the Republican members of the ncct councils, who have complete control of betli branches, cxpreis the opin ion that the flre department should be kept out of partisan jwlities, and therefore- that the selection of its chief should be a ques tion lu which no caucus limitations sh.mM bj, put upon the free cholce of th- best julgmentef all the members, irrcspecthe of partisan or personal leasens. That this was the understanding among c'tizens and ceuncihutn of all parties when the department was first organized cannot bj gainsaid. Net nn element of partisan f .ellng entered into ilr. Hewell's first elec tion. The Dem Jurats, who then happened te h ive a ni.ijer.ty of councils, declined te held a caucus en the subject ; and indeed. the final choice of the convention was made by ten Republicans and six Democrats. In no sense has the depaitment Ken used as a iKihtical machine; as a matter of fact the politics of its nvmlx-n have net obtruded themselves, t'w terms of the ordiumce natra n them, they seem te have complied with these; and the charge that faveritiMn or p.utisan considerations have entered into the pur chase of implies is best met by the legula legula ten that these are bought by contract, awarded upon bid by the fue committee, which is always of the same political com cem com pVxien ius councils. If Sir. Hewell has net been a geed chief, or if a better one can be found, whatever his politics, he. should be succeeded by the better nun. Hut the almost universal feel ing of tlie citizens and the testimony or a large majority of the Republican council men is that he has been u highly dlk-kiit e'Jlctr and has a well organized de paitment, which will be improved by his continuance and demoralized by a change. It Is unfortunately true that the ether city offices have leen regarded heietofeio as spoils for partisans ; and we have Buffered from it. Te Its credit the school beard re ceiitly planted itself en higher gieund ft better position was taken hi the establish ment and first organization et the. ftrede-jurluu-nt. and we trust net only te bce tliat ailutalned, but te see it gradually ex tended te all of our municipal euke3 When Republicans Ilka Mr. Evans, Mr! Demutli, Mr. Buumgaidueraud ethers no less conspicuous uud intelligent take this position with relation te the flre depart ment, tture is nusen te hept that Boencr or later we may leek for the lecogn.tien of sjundbiHuiiBs principles In the intiiw ud ud mmtstr.tt.eu of the luuijicipnllty. Up at And Ien. TI13 reason that the Illinois legislature is se slew lu electing a United States senator Is that n number et its monitors nre deter mtmd te piecurc the highest possible price for their votes. A bill has been introduced into the I'ennsjlvania legislature) appropriating 910.000 te defray etra expenses in erecting the new building of the state Agricultural society. Met cf the bills introduced this session S'em te be prepositions te take money out of the state treasury and enough of them aie new landing todeplcte it for years te come. There is satisfaction in the reflection that many of them cannot pass. The dangi i is that the passage of uunv of them will he determined by a successful system of logrolling and of combinations between their friends, rather than by the merits of the bills. One principle should govern every honest membcr"svoteeiithcselills, viz. : no money sheuldbc voted bj the. state tebuild buildings or make pcimanent improvements for any institutions whicli.whcn constructed, are te te the property of individuals or private corporations, and net of the common wealth. Mr. A. 11. l'arqehar, the well-known Yerk in.-imi-liu'turur, sets his empleyes a geed, example In punctuality by being always en hand when the working hours begin. If all empleyers showed an equal Interest in their men with Sir. l'arquhnr, tliere would IK- few strikes te record. Washington- Is the first among Ameri cans ; but he seems te have been the last te get a monument. Tug C'iiire'imaa makes the Mimewhat superfieial criticism of n New Yerk church district that, though containing:! population of four hundred thousand heuN, it has net church accommodations for one-nftli th of the population. And that thcre are only four npIsceji.il churches in the district having a seating capacity of 2, JOO jiersens. In view these fuels the churchman declares: ''Xe wonder that the assistant bh-hej was moved te say that thcre is net te be found in any heathen land n mero distinctly missionary tield than that. Tour rcpiscejal churches in a population of lour hundred thousand poe ple might de ter lYM'i or Constantinej)le, but it will never de at nil for the great nnd rich nnd Christian city of New Yerk." This is arrant nonsense. Churches need net be in any but the ineit necosslble jiorliens of a city. It Is interesting te go ever the history of the Washington monument, the dedication of which with muah jmmp -md circumstance took jilnce te-dny. The Idea of its erection lates back te 17S3, when the Continental Congress jus-ed n resolution te that ellect as i testimonial of its ajiprcclatlen of Washing ten's nervices in the war that had Just been successfully closed. On Dee. 21, 1797, ten d.iysafier Washington had breathed his last, Congresj resolved " that a marble nionu nienu nionu meut lie erected by the United Stites nt the city or Washington, nnd that the monument be me designed ns te coinmciuo ceinmciuo coinmciue r.ito the gicat events of his military nnd jiellticd life." Nothing, hewever, was done until ls.11 when an association of the citizens of Washington was formed for the carrying out of the original design. In 1SI5 the Hiib Hiib scrI)tIens amounted te ?S7,000 and Its work was begiiu. In lslS Congress set njurt thirty acres of ground ns a slte for the monument, nnd en the -1th of Julyefth.it year, the corner-stoito w.u laid. The orator then ns new was Hen, llobert C.
