A wonderfully strong cabinet is nninnl,

anil Adam. This latent guess i a geed ene,
ej en only te tlie objection that three t( the
inenibcrs arc at present influential nicmliers
of the Senate, which will be materially
uijiivd by taking them out of it.
It seems strange that it la generally consid
ered that any senator will be willing te take
'n cabinet office, though theduties are much
mero laborious than thee of the senator ;
and the position is really net se conspicuous
ai that of a senator may be made by one
who is adapted te shlneinlt. Lamar, for
Instance, is a very distinguished man in the
Suiate. His talents cnable him te adorn
the place. He is an eloquent i-pcaker
and a wlse man. lie is a geed
counselor, and in that regard is excellently
fitted for the cabinet. But the president
could as well avail himself of his counsel
as a senator. The chief function of the
cabinet officer is that of an executer. It is
very doubtful whether Lamar is fitted te
thine in that capacity. He Is a man of
thought and ideas rather than of action.
The bead of adepattment must be a busy
and active man te de his duty well.
Lamar may be able te meet
the demands upon him in this regard, but
certainly the duties will net lx as agreeable
tehimas the mero cengetii.il er.es of the
senator. Bayard, tee, will have his spurs
te win in an executive capacity. He is one
of the most distinguished senators, and te
maintain his place must show himself as
far in the front in action ns In council. In
going into the cabinet he is obviously the
mouthpiece of another and stands second
te the chief. In the Senate he lis himself.
In the ene place he Is a secretary, in the
ether a senator. Seemingly the Senate is
the better place for the man who is able
with wise wenls te cllarm the country.
Taking the run of secretaries, as we have
liril them, they have net steed en a plane
with the great leprescntatives of the ad
ministration paity. It may be that we are
going te see a change. Certainly if such a
set of secretaries is appointed as that we
have just named, the cabintt will gain great
distinction from the occupants of its places,
and it may excite any man's ambition te
get into such company. If must bs fertius
lv.vsen that gie.it enaters are ready te
put off the toga for the working jacket. It
is a geed tiling te ilernte the standard of
the seer tary ; but it is a pity that the Sen
ate is rebljed for the purpose. Tiiere are
se many men outside the Semte in the
Democratic party who would make first
class secretaries, that it seems unnecessary
te take adorning material from the Senate.
But that cabinet will be a brilliant one.
and should satisfy anj one. We are sorry
that Eaten, of Connecticut, a man who is
se wise in conned, is net in it ; but Adams
may prove as wi.-e, though he is net a dyed-
m-the-woel Democrat.
Xe Partisan Fire Department.
It is very gratifying te observe that se
large a number of the Republican members
of the ncct councils, who have complete
control of betli branches, cxpreis the opin
ion that the flre department should be kept
out of partisan jwlities, and therefore- that
the selection of its chief should be a ques
tion lu which no caucus limitations sh.mM
bj, put upon the free cholce of th- best
julgmentef all the members, irrcspecthe
of partisan or personal leasens.
That this was the understanding among
c'tizens and ceuncihutn of all parties when
the department was first organized cannot
bj gainsaid. Net nn element of partisan
f .ellng entered into ilr. Hewell's first elec
tion. The Dem Jurats, who then happened
te h ive a ni.ijer.ty of councils, declined te
held a caucus en the subject ; and indeed.
the final choice of the convention was made
by ten Republicans and six Democrats.
In no sense has the depaitment Ken
used as a iKihtical machine; as a
matter of fact the politics of its
