As taste, fashion and practice go, fereign leaf is a help te the consump tion of domestle leaf, and will probably oentlnuo se. With our treaty as it is with the Netherlands, Sumatra tobaeoo cannot be taxed higher than tobaccos from ether countries, oxeept by a futile subterfuge, such as we have iu the present tariff. I would approve an effort te gat rid of the existing muddling, mongrel tariff rates en leaf tobaeoo, and recommend an uni form duty, be it high or low, en all foreign leaf, making no invidious distinctions, whieh nre elten troublesome and always unjust. I think the tobacco Industry hat paid its share of the national obligations incurred by the-Iate war, and that the time has coma when the tax levied upon it should be abolished. With my opinion in tbis rcspeet, possibly many tobaeoo tradesmen cannot agree.
