The Clear Trade's Inactivity. Tbe sudden cessation of activity iu the cigar trade is generally ascribed to tbo re newed agitation of tbe tax question. That, at any rate, is tho reason given by most manufacturers wbo are asked regard ing tbo condition of business. Tbis reason, bowevcr, is only correct in part. Many portions of tbo country are actually overstocked witb cigars, wbicb has more to do witb the present lalc of trade than tbe tax question, though the majority ofmanufactuioiB will not admit such to bo the case. They have, for some icasoii or other, an intense dislike to acknowledging that it is possible to over stock the country witb cigars, and it is only occasionally that ono can bo found who will openly avow that such can bo rn 1 isdono. Salesmen wbo bavoiecsnlly re turned from very long trips coniebs, though generally witb great reluctance, that tho trado is overstocked. As regards tho South, au additional cause of tho dimuuition of business thcro is the dilliculty experienced in making col lections. Tho same remarks apply equally as .well to many parts of tho West. The northwestern country, however, is an ex ception. Tradc tboio is fairly active and money seems to be plentiful. As far as New York city is concerned, theio can bo no disputo regarding tho stagnation of trado.
