Dullness and quietness again prevail in most of our large shops. The uncertainty ei tne tax question anu me precarious state of business in the Seuth are given as the cause. Consequently our leaf market is without inanimatien, and transactions are few and far between. Nevertheless there is no concession as re gards prices en the .part of holders, ex cept en very inferior goods. A prominent rcsweating" firm advertises elsewhere that they will briDg inferior '80 New Yerk Big Fiats te a state of per lectien by a resweating process. It is te be hoped that their efforts will be suc cessful and that thus several unfortunate holders of such stock will be relieved of their burden. Fer fine '80 New Yerk btate Beveral offers were inade during the week, but no sales are reported. Fer fine '80 Pennsylvania the demand is geed. It hasbecu quite largely examined, but in spite of the demand the sales seem te be very small, by reason of its unsatisfactory yield which is wholly out of proportion te the prices demanded. There appears te be no help for the manufacturers except either te buy it or step manufacturing. The market is very bare of fine wrappers, which will cause the '81 te be taken held of unusually early by the trade. Already there are reports of changes of ownership of two packings of '81 Wisconsin Havana seed, and also of several hundred cases of Connecticut seconds, but this may be only an effect of the pulling of wires by brokers' all of whom are busily engaged hi securing premises of preference from packers con corning the first exhibition of their wim ples te their (the brokers') customers. The unsatisfactory state of businew at present need net cause discouragement, in any branch of the industry. Before long the volume of business will be as great as last year's, if net greater. Ths chief slate engineer says that the oveillew in Louisiana covers a large pait of the ic.ir lauds of East Carrell, Madisen, Teu.sas, Concordia, and Luge areas in West Carrell, Morehouse, Kichland, Ouachita, Caldwell, Franklin and Cat aheula, and is caused Mississippi river water through the broken levees by the escaping in Chicot and Desha counties in Arkansas, below the mouth of the Red river. News from Helena, Ark., says that the river is falling, and that the levees are believed te ue sale me break below is backing the ovcrfiew en the city, and the water in the overflowed districts rose seven inches yesterday, but as this rise may go down hi a few days no alarm is felt. The Vicksburgh Herald says : "The sit. uatien of the people of the valley is bad enough without its being exaggerated. The sensations that have been printed and pictured of the situation have, in our opin ion, doue great harm. Where crevasses have occurred, the land, or a greater per tien of it, is for the time being lest. There are very many persons of the valley unin jured as yet. We have no doubt that fair crops will be raised in almost all portions of the valley. While people in many places are inconvenienced and losing some of their livestock, they are upt in such a dreadful plight as has been described, as there are two months before cotton time is past, and the water is almost sure te subside in time te raise crops." The Marksville Relieve says : " But what of these overflows that carry se much dread with them? De they net cniich the land, and are net heavier crops made upon them? We incline te the opinion that, in point- of fact, inuudatiens are beneficial." At the request of Gov. McEuery, the secretary of war has telegraphed instruc tions te the commissary of New Orleans te purchase and deliver 100,000 rations te commissioners already appointed by the governor for the relief of the sufferers by the flood. The seoretary has also directed that 10,000 additional rations be delivered te Commissioner Wilsen at Mound City, III., ler the relief of sufferers at that point. Many of the colored poeplo in Bolivar county will net lcave their homes, though offered free passage northward. They can be- seen in large numbers sitting en platforms oil top of their houses with the water rushing six inches below them, aud nothing can induce them te leave. Hun dreds probably have been washed away aud drowned. It is the most disastrous flood in the Mississippi river occurring in a hundred years.
