PLATT'S SUCCESSOR CHOSEN. An Obicure Congressman Elected One With a Bar'l and ' In the Lewest Category or Public Men.'' Albany, July 1C. In the senatorial convention te day Speaker Sharpe rose and asked permission te make a statement, te which there was no objection. He then proceeded te detail the failure te secure a caucus at the start and referred te the ene called by a majority of the Republicans. He acknowledge its authority as it craan ated from a majority. He had delayed action in accordance with the aesnlt of that caucus because he saw in the elec tion of the candidates it nominated a great danger. He new warned the convention of that danger, saying the Democrats of the United States Senate would de what they could te make the election futile. He concluded by saying that wheu his name was called he would vote for Elbridgc G. Lapham instead of for Rescoe Conkling. Applause... The vete was thou proceeded with. Sen Sen aeor Ferstei, when his name was called, explained his action as a member of the caucus committee. He oencludcd by vot ing for Wm. M. Evarts. Senater Ilelbert, wheu his name was called, denounced the action of Senater Ferster and said Speaker Sharpe had made the greatest mistake of his life. He concluded by voting for Rosceo Conkling. Senater Stralian said he was net yet ready te admit that he had been deiug wrong. He was ready te accept the will of the people but it must come through the regular medium. The vete steed as follews: Petter 47, Lapham (19, Conkling 29, Evarts 1 ; neces sary te a choice 73. Senater Baker, Speaker Sharpe aud Assemblyman Sisson were the only ones who changed from Conkling te Lapham. The changes in the Assembly vote indicate the election of Warner Miller en the next ballet. Miller's Election. The convention then proceeded te vole ou the long term vacancy witli the follow ing result : Kernan 47, Miller 70, Fish 9, Chapman 2, Daniels 1, Adams 1, Starin 2t Tenney 1, Wheeler 4, Talcott 1, Bliss 1. Necessary te a choice, 73. The chair de clared Warner Miller elected te fill the vacaucy caused by the resignation of Thes. C. Piatt. The convention then ad jeurned. Warner Miller, of Herkimer, was born in Oswego county, New Yerk, August 12, 1838 : Graduated at Union college in 18C0 : commenced teaching in the Fert Edward collegiate institute, but en the breaking out of the war enlisted as private in the Fifth New Yerk cavalry ; served in the Shenan doah Valley; was promoted te besergeaut besergeaut majer and lieutenant ; was taken prisoner at the battle of Winchester; is new en gaged in the manufacture el paper, and farming ; was a delegate te the national convention at Philadelphia in 1872 ; was elected te the New 1'erk Legislature in 1874, and also in 1873 ; was elected te the Fertv-sixth Cenuress, and was re-elected te the Ferty-seventh Congress as a Repub lican, receiving 19,792 votes against 15,900 votes for Dennis O'Brien. Democrat. Mr. MiUer has always been a Republi can and formerly acted with Conkling, but split off from him soma years age and has been active iu the anti-Ceukling ranks, la Congress he has taken no special rank except in the defense of his own special in terest, the weed pulp monopoly, and of his course iu that matter the Tribune itself said in au editorial of March 13, 1880: "Is it true or net that Mr. Russell and his fellow cemrrcssman Mr. Warner Miller at tended the paper-makers' conventions of August 1878 and 1879 ? Is it true or net that at these meetings agreements were adopted for stepping work and demandiug higher prices ? Is it trite or net that meet tings have since been held at the St. Nicholas hotel, iu this city, and elsewhere te regulate the price of weed-pulp ? The committee of ways and means then con sidering the question of removing the.duty en weed-pulp might de well te interro gate the geutlctnen named upon these points." The New Yerk Keening Pest, an able Republican paper, abeuf the same time said of him : "He presented the disgrace ful spectacle of a member of Congress be fore the committee of ways and means en deavoring by specious arguments aud false statements te further his own pecuniary interest." The Times, tee, spoke of him with similar severity am4 put him in "the lowest category of pub lic men.- The causes which led te the election te day were partly the fear of a Democratic legislature being chosen if adjournment oc curred without an election, and are partly traceable te the treachery of Sharpe te Conkling. " This, in turn, it is alleged, is due te the defection of Cernell and Arthur from their chief, and there are rumors that Blaine and Arthur have made a truce of which this remit was one of the condi tions. All sorts of rumors of trades and corrupt combinations against Conkling arc afloat, and the prospect is that great liveliness will come out of this struggle. Accord ing te Mr. Conkling's theory the election of Miller reduces the slender Republican majority in the Heuse by ene vote which cannot be replaced before the time of or ganization. Eds.
