Rilliu. Local Institute. Reported for the OAnnoN Advooatb. The third and last of tha series ol Local Institutes of Carbon county convene! in the School Hall, Lehighton, on Hie 2(lh and IRth of February. Tho work of Iho Institute was crowded Into three sessions, the first bclrg held on Fridoy evening. Tha preliminary exercises consisted of sonio cxccllcut music rendered by the Lehighton Orchestra. After a humorous selection read by Miss Julia A. Coyle, of Ncjquclion Ing, Dr. N. C. Schaefl'er, of tho Kutztown Normal School, steppe 1 before his appreci ative audience. His lecture ombraced tho period between Iho close of I he Revolution ary War and the adoption of the Constitu tion; a period which it commonly psved by with only a few sentences In cncimnn school histories. Tho plalnneM and the simplicity of his Sieccli, as well as his ex haustive treatment of his subject, are com mendable features of this lecture. After the lecture and an exercise given by two pupils of the Lehighton schools, the audi ence dispersed. On Saturday morning at the appointed hour the High School room was filled to Us utmost seating capacity with teachers and others iuteretled In the progress nfeduca ratton. The Superintendent, perceiving that this room did not afford arcommoda. lion for the constantly increasing audience. gave notice that the Institute would adjourn lb the Hall. After prsycr offered by Rev. Steinbllr, of Lehighton, and singing by the members of the Institute, organization was effected by electing Supl. T. A. Snyder, President ; Profs. C. A. Ritter and II. A. Eisenlinr.lt. vice Presidents; Messrs T. L. Wenti, A' I. Balllel, II. A. Kclser and Q G. Welkins, Secretaries. Prol. C. A. Rllter opened with a talk on Object Teaching." He began by saying that eycry educational age is characterized by its "bobbies." Years ago Mental Arith metic was tho idol of educators. This was succeeded by tho drawing craze and by object or concrete leaching, which now. in this era' of the new education, holds Ibe foremo.-t position in the curriculum of coin mon school studies. Its inifiortance can be substantiated by the fact that the success ful men of the world, ere tlio'e whose porceptivo faculty has been dcveloiied. Psychology would prescribe such a course. A prowr observation of the mind's growth has brought out the lact that the order ol the development of the mental faculties is thus: The prer-entelive power, first; tho rep resentative power, recond ; the rellecliye power, third, and the intuitive MWerourth. Tho primary object of such lessons is to enable the child to lorm a correct mental conception. Tno teacher, by tha use of objects, will secure utten'ion and train the child to habits of utleutlon, develop per ception, cultivate memory, imagination, language, and ill addition to all this Im parl valuable general information. The instructor proceeded to illnttrato with an application to tho teaching of tractions. The time intervening between this and the next exercise was us.vl by Supt. T. A. Snjdcr. Ho fully agreed witn thespeaker, and took Iho opiortunity to express his censure of the pupil's slavish habits of re lying on Ibo textbook ul arithmetic. He urged the' teachers to exercise vigilance in this matter. Miss Aggie Hauk furnlsbsd the next ex ercisea class Irill. Though the primary olj-ct ot such drills ia rather to teach moth ods than to make an exhibition uf res-jits attained by such methods, yet the altcn live listener instinctively h-oks Willi ad miration upon the alacrity with which her pupils answered. The object oi Ibis drill was tu show the valuo of concrete teaching. Her pupils shuwed remarkable proficiency iu winking luiiuuss problems and m mak ing change. After an excellent recitation by Mabel Wheatley, the institute adjourned to the hall. Tlie audience being seated, tha busi nessoftha institute was resumed, and Dr. Sciiactrer introduced. He discoursed oil "Color," beginning by sh iwug tin imp ir Uuce of the power ol discriminating colors. On the railroad as well as on the ocean, th3 langiMge of color must be un lersloo I, for on a proper discrimination ol the colors of Iho signal lights, depend not uufrequently the lives of the pisseners, not to say any thing of the immense los of prop.-rty ac cruing from a collision occasioned by psr Mai or total color blindness on tho part ol thoe in whom the employers repose much uoufideuce. Competent authorities in this matter of color blindness, contend that it is curaole by judicious training; while an otlii-r school ot doctors pronounce, it Incura ble. At nil eveuts, children should he trained by proper exercises to distinguish '.he olors; and if this is lound to be im possible, let the pupil know Ins defect, so that he may not mistake his vocation. As suitable exercises, the following were pre senled: I. Exercises in the use of Froobel's first gift, consisting of a box full ot colored balts: 2. Colored Crayout; 3. Colored Charts, 4 Colored geometrical form'; 5. Analine dyes Form perception, the speaker continued. is different from color perception. This difference arises from the nature of the eve, form erception depo idlug on the condit ion ol the crystalline lens, and color per. ception on the retina. Teachers ign.rant of this fact, will run Into error. To over come this difficulty, geometrical forms of different colors should be ued. This sub ject, as piescntrd by the professor, was em inenlly instructive tu the teachers and highly interesting to the others. Prof. II. J. Reluhard, of Parryville, read an elaborate essay un Comieisltlon, in which he recommended this outline as a guide in teach I tig 1. Ideas. a. Drill on objects. b. Drill on pictures, c Drill on reading. !. Language. a. Forms of Language. b. Copying Scnteuccs- c. Ilistoiical Narratives. d. Memorizing literary productions. e. Assigning subjects. f. Business tonus and letters. Tbo afternoon session was opened with appropriate preliminary exercises consist iug of two pieces of music, tbeona instru mental and lha other vocal. Dr. N. C, Scbaefler again mounted tha rostrum, and ioke on tho suject of L.in guage. Tbe problem of language is a grest prob lem. Dr. Brooks, in his "Methods of Teaching," asserts lhat tbe child's first les son in language is learning to talk. Tina is evidently errounus. The drsl step In the acquisition of language, is to understand oral language. Thus by hearing tbe sink en language he first familiarises himself with the language aud becoines ablo to recognize in thke sounds related Ideas. This ia teaming language through tbe ear, Tha second lesson calls Into requisition the tongue. Altera fair knowledge of the japoktia language has lua acquired, tha learner makes an ntletnpt (o express his own ideas and thoughts in tbe language lo be learned. The third lesson Is 1-arned through the eve, This Is learning to read. The speak rr averred lhat llie chief aim of reading la to gel thought. He then referred lu an amusing manner to (he "sins which teach ers commit on this score." Ninety-nine per cent, of Ihn common school pupils nro those who make use of silent reading only. The. vast amount ol time spent In teaching pupils the Ugh and the low, tho loud and tho soft, Iho orotund and the gutterol, etc., is actually used at the ex pen so of some thing that would prove of immensely more benefit to the great maturity of our pupils; and this very necessary and transcendanl ly useful clement is vroclnlly negleated. Children in their first years should learn by imitation, then by sound. Besides these three steps denoted by the Ear, tha Tongue and the Eye, thcrn still remains another, that of learning to write a language. Children must have some one who will furnisli the ideas connected wilh a certain subject. It is otily when their minds have attained a certain degree ol maturity that they will cull ideas for them selves aud express them. This address was intensely interesting. After a short recess Prof. Eieenharilt read an essay on "School Government." The Tho object of school government is tbe attainment ot order, habits and obedience. He look occasion lo express bis utter con tempt for the common practice of drowning noise with noise; as, for example, If the vexed teacher with his ponderous ruler makes a noise equal to the clatter of a grist mill, in order lo remind a mischievous uichin of his fault. Prof. Slelllcr, Principal of the Slatinglon echunls, appended a chapter on "Practical Tests of Good Teaching" lo the volume of Institute talks, aud nn Interesting one it was. His address abounded with sayings as terse and pithy as those in John Plough man's talk. The first requisite of good leaching is a knowledge of the subjects lu be taupht, ol the laws of mental operations aud of cor poreal nature. Another ulcment of effective teaching is the conscientiousness of Ibe teacher He condemned the practice ol making leaching a stepping sumo to some thing higher; nor should any quarter be given to tbe lazy teacher, who teaches in order to escape the hardships uf manual labor. He referred sarcastically to the proud teacher, who knows it all, and who has reached such en elevated position that local institutes are beneath his loftiness. The power ol couinnindinjr attention is another unmistakable sign of giant leaching. The pupil's own work r fleets the leach-' cr'a e flieienry or Hie npjioslie. Toe pupil's Ihiret for knnwlediro shows that his mind Iihs been led with wholesome food admiuistcred by an uble hand. Prof. Stettler having concluded, it wus understood '.hut lha Institute would be dis missed. Supl. Snyder miide a few addition al remarks expreseivo of Ins gratification to ate so largo a number of teachers of II. e county of Carbon and of the adjoin! ig counties present, lie returned llmiiks, hi behalf of tho teachers, to U13 School Board lor the usu of the Hall, and tu nil others lor valuable services rendered.
