The restoration of that party—the party of tho Constitution and tho Union —to power, in the legislative nnd executive govormonfal branches of the States and of tho Union, wo believe to bo necessary to avcrtanarchy, and tho utter ruin of tho Republic. In addition, to the above, tho largo number of 2891 transient ortravoling paupers have been received into tho-institution and provi ded for short periods. , Wo wore also much pleased with a well conduct-; od school of 22 pupils, from 5 to 14 years of agq, : taught by a member of tho Steward's family. Also, your committee have conferred with, tho present Board of Directors, as to an improvement in the promises occupied at present by thoinsano attached to the institution. Much might be done to allcvi nto their unhappy condition,'in erecting'larger sized and better ventilated apartments for their oc cupancy. But tho necessary increasing expendi tures of tho coining yoar have, as yet, lofttho Board undetermined a« to tho <lbrrjing out of tlioir -con templated improvements; for tho benefit of this pitiable portion of tboir charge# In conclusion wo would say, that we also, at dif , foront periods, curing the summer, passed over the fields belonging to tho Poor House farm, and com mend the mode in which tho farming-is carried ou by the present Steward.
